Migrants and Conflicts within the Local Ummah of the Perm Krai: A Playing Card or a Social Actor

This paper aims at demonstrating the role played by the newly arriving Muslims in the life of the local Islamic community in the Perm krai of Russia. This region is character-ized by the following important features. There is a permanent Islamic community con-sisting of the local ethnic groups. Perm krai has an Islamic diaspora consisting of various newcomers. There are three kinds of migrants here: labor migrants, students, and those who intend to apply for citizenship. Permanent conflict between two Muslims commu-nities on this territory takes place. In this situation migrants are accused of attempts to seize power in the local Islamic community. The author intends to address either there can be causes and foundations for local religious conflicts or the migrants can take over local Islamic communities and change religious habits of the locals and the status of the Muslims community in the region in this paper. The research is based on two series of semi-structured interviews with Islamic leaders, on participant observation during offi-cial events and expert interviews. There are three indicators of the growing migrant in-fluence the author suggests to utilize. First, migrant believers prevail during religious services in all mosques of the Kama region. The second indicator is participation in Islamic social events and projects. The third indicator is the attempts of the migrants to initiate a special organization involved into communication with authorities. Today the migrants play no critical role in the regional Perm Ummah.

The authors seek to contribute to academic debates on migration studies by examining the role of Islam in the integration of Muslim migrants into a multicultural society with a long-standing Islamic component. This study examined some transformations in the religious practices of both Muslim labor migrants and Russian indigenous Muslims in the situation of large flow migration from Central Asia to Russia. The results demonstrate that these transformations take place in both directions by bringing some Central Asian practices into the life of Russian Muslims and vice versa. The authors also pay special attention to the formation of solidarity between and inside these two quasi-communities. They conclude that social solidarity on the basis of common religion is formed inside migrant communities despite ethnic differences rather than between autochthonous Muslims and migrants.

Aim. The paper analyses the Islamic revival in Russia in the late 20th century and early 21st. This was reflected in the registration of religious communities, the publication of periodicals on Muslim literature, and, in my opinion, most importantly - the construction of mosques and madrassas. It highlights the roles of mosques and madrassas built in the North Caucasus, which later became the theological centers for the spread of Islam and educated youngsters according to their propaganda. Methods. The study mainly uses an analysis method based on the study of historicism, documents and empirical material. The basis of the source are books, scientific articles, research works conducted by Russian and foreign experts. Results. This article analyzes evolving patterns of migration between traditionally Muslim parts of the post-Soviet region and the Russian Far East, with an emphasis on the migration of Ingush between rural Ingushetia and urban areas of Magadan Oblast. It shows how the initial isolation of Ingush migrants from their homeland has been overcome with the aid of more affordable travel and new communications technologies. It describes the emergence of new Islamic communities among migrants in the Far East, the relations between these communities and municipal authorities, the rivalry between Sufi brotherhoods, and the recent split between Sufi and Salafi Muslims.

Transnational religious mobilization: The case of Uzbek immigrants in İstanbul / Ulusaşırı dini mobilizasyon: İstanbul'daki Özbek göçmenler örneği

This thesis aims to examine the social significance of Uzbek madrasah in Istanbul in the context of immigration and community experience of the Muslim Uzbeks. The data of the study was collected from fieldwork. Adopting the purposive sampling method, semi-structured interviews are done with seven prominent figures of Uzbek diaspora in Istanbul. Almost all of them are religious leaders from the immigrant Uzbek community in Başakşehir. In the analysis, following qualitative research methods are employed: Narrative analysis, textual analysis, and coding. Transnationalism and diaspora concepts are also alternatively applied to support and reflect the emergent results and theoretical model produced through grounded theory approach in the study. “Formation of society around madrasah” has appeared as the central phenomenon. Consequences of different interaction strategies of the Uzbek group lead to improved globalization of religious life which is also an intervening condition for these strategies. A key aspect of the article is an attempt to describe religious identities‟ formation in the situation when the Islamic factor receives much support and comes forward. Central to the entire article is the life of Islamic believers inhabiting the south of the Tyumen region of Russia. We conducted a survey describing the life of these people that showed the growing role of Islam conducive to the tolerance of views and beliefs, the understanding of ethnic differences of people. This is a useful account of the sociocultural life in the northern region. During the study, we found that Muslims living in the south of the Tyumen region did not experience any oppression based on nationality. The survey shows that in the region there are favourable conditions for the respect of religious traditions, customs, rituals, studying and developing Muslim religion, which result in the harmonization of relations with people of other faiths and beliefs. Islam is one of Russia’s four traditional religions – faiths with longstanding presence in the country. Unlike many European countries, where immigration contributes to the growth of the Muslim population, Russia’s Muslims are local people, long-established populations with ethnic traditions reaching centuries back. These communities include the Tartars, the Russian Federation’s second-largest ethnic group, the Bashkirs, Crimean Tartars, peoples of the North Caucasus, and communities from Central Asia and Kazakhstan, with long-standing ties to Russia. Islam’s main centres lie well beyond Russia’s borders, but except for the years when the Soviet regime pursued a conscious policy of repressing religion, Russia’s Muslim community has never been on the distant margins of the Muslim world. Overall, the Volga region, Crimea, and the North Caucasus continue to develop in a dynamic manner, retaining local traditions and colour, and never losing their ties with the Middle East. Russia’s Muslim community entered the twentieth century as a rapidly developing group bursting with vision and reformist ideas. The Soviet anti-religious experiment forced this community into regression, not only through a wide-scale repression against Muslim leaders and institutions, but also by cutting Russian Muslims off from their fellow Muslims around the world. The post-Soviet period has been marked not so much by an Islamic renaissance as it is by a re-Islamization, given that Muslim institutions had been largely destroyed in many regions and that the religion lingered on only at the most basic ritualistic level. This desolation and degradation of local Islamic centres left an empty space easily fi lled by foreign infl uences, above all from the Middle East. This coincided with the objective growth in the Middle East’s role and infl uence during the last half of the 20th century and the start of the 21st century, as the ‘Islamic globalisation’ movement gathered strength. Thus many developments in the Middle East will inevitably have an impact among Russian Muslims. From this point of view it is easier to understand what is happening in Russia’s Muslim community, comparing the processes underway here with what we are seeing in the Arab world. The Middle East is in many ways the key to making sense of Russia’s own Islamic mosaic and understanding the radicalization and politicization of some communities and the spiritual and ideological distortions and mistaken views that have spread among Russia’s Muslim community in recent years. The political, ideological and religious upheavals in the Middle East have had a direct impact on Russia’s Muslim community. Russian Muslims follow the developments in this part of the world closely. They take an active part in these processes, not always in a constructive fashion (think of the thousands of young people who have joined terrorist groups in Syria and Iraq). But at the same time, Russian Muslims display a high degree of general stability and resistance to radicalization. It is important now to help the Muslim community traverse this diffi cult transformation period and emerge as a constructive, united and positive force rather than as a collection of disparate, radicalized organizations that are hostile toward Russia and other parts of the world.

In post-Soviet Russia, changing migration patterns have led to the formation of Muslim communities in new regions, and to increased contacts between Russian and foreign Muslims. This article examines two Russian regions, Belgorod Oblast’ and the Republic of Adygeya, in which such post-Soviet mobility is causing political conflicts over the governance and rights of Muslim communities. In Belgorod, regional authorities have blocked construction of a mosque for a new Muslim community. In Adygeya, authorities are seeking to restrict foreign influences on local Muslims. In both regions, officials still operate on the outdated Soviet assumption that they can contain the mobility of Islam.

The article aims to shed light on mosque communities in Russia through the example of mosques frequented by Moscovites and by Central Asian migrants. I will make use of Anderson’s theoretical framework of ‘imagined community’ in analysing the material presented in the article. The main argument is that there are no real mosque communities and rather that the sense of community formed around mosques is imagined. There are nevertheless a variety of networks, groups and institutions within and around mosques. The article is based on fieldwork conducted in 2016 and 2017.
