From dioramas to book reports, from algebraic word problems to research projects, whether students should be given homework, as well as the type and amount of homework, has been debated for over a century. [ 1 ]

While we are unsure who invented homework, we do know that the word “homework” dates back to ancient Rome. Pliny the Younger asked his followers to practice their speeches at home. Memorization exercises as homework continued through the Middle Ages and Enlightenment by monks and other scholars. [ 45 ]

In the 19th century, German students of the Volksschulen or “People’s Schools” were given assignments to complete outside of the school day. This concept of homework quickly spread across Europe and was brought to the United States by Horace Mann , who encountered the idea in Prussia. [ 45 ]

In the early 1900s, progressive education theorists, championed by the magazine Ladies’ Home Journal , decried homework’s negative impact on children’s physical and mental health, leading California to ban homework for students under 15 from 1901 until 1917. In the 1930s, homework was portrayed as child labor, which was newly illegal, but the prevailing argument was that kids needed time to do household chores. [ 1 ] [ 2 ] [ 45 ] [ 46 ]

Public opinion swayed again in favor of homework in the 1950s due to concerns about keeping up with the Soviet Union’s technological advances during the Cold War . And, in 1986, the US government included homework as an educational quality boosting tool. [ 3 ] [ 45 ]

A 2014 study found kindergarteners to fifth graders averaged 2.9 hours of homework per week, sixth to eighth graders 3.2 hours per teacher, and ninth to twelfth graders 3.5 hours per teacher. A 2014-2019 study found that teens spent about an hour a day on homework. [ 4 ] [ 44 ]

Beginning in 2020, the COVID-19 pandemic complicated the very idea of homework as students were schooling remotely and many were doing all school work from home. Washington Post journalist Valerie Strauss asked, “Does homework work when kids are learning all day at home?” While students were mostly back in school buildings in fall 2021, the question remains of how effective homework is as an educational tool. [ 47 ]

Is Homework Beneficial?

Pro 1 Homework improves student achievement. Studies have shown that homework improved student achievement in terms of improved grades, test results, and the likelihood to attend college. Research published in the High School Journal indicated that students who spent between 31 and 90 minutes each day on homework “scored about 40 points higher on the SAT-Mathematics subtest than their peers, who reported spending no time on homework each day, on average.” [ 6 ] Students in classes that were assigned homework outperformed 69% of students who didn’t have homework on both standardized tests and grades. A majority of studies on homework’s impact – 64% in one meta-study and 72% in another – showed that take-home assignments were effective at improving academic achievement. [ 7 ] [ 8 ] Research by the Institute for the Study of Labor (IZA) concluded that increased homework led to better GPAs and higher probability of college attendance for high school boys. Kiara Taylor, financial expert, defined the digital divide as “the gap between demographics and regions that have access to modern information and communications technology and those that don’t. Though the term now encompasses the technical and financial ability to utilize available technology—along with access (or a lack of access) to the Internet—the gap it refers to is constantly shifting with the development of technology.” For students, this is often called the homework gap. A 2006 study found that “homework had no association with achievement gains” when measured by standardized tests results or grades. This is why we should stop giving homework

At Human Restoration Project, one of the core systemic changes we suggest is the elimination of homework. Throughout this piece, I will outline several research studies and reports that demonstrate how the negative impact of homework is so evident that any mandated homework, outside of some minor catching up or for incredibly niche cases, simply does more harm than good.

I’ll summarize four main reasons why homework just flat out doesn’t make sense.

  • Achievement, whether that be measured through standardized tests or general academic knowledge, isn’t correlated to assigning or completing homework.
  • Homework is an inequitable practice that harms certain individuals more than others, to the detriment of those with less resources and to minor, if any, improvement for those with resources.
  • It contributes to negative impacts at home with one’s family, peer relationships, and just general school-life balance, which causes far more problems than homework is meant to solve.
  • And finally, it highlights and exacerbates our obsession with ultra-competitive college admissions and job opportunities, and other detrimental faults of making everything about getting ahead .

Does Homework Make Us Learn More?

Homework is such a ubiquitous part of school that it’s considered radical to even suggest that lessening it could be good teaching. It’s completely normal for families to spend extra hours each night, even on weekends, completing projects, reports, and worksheets. On average, teenagers spend about an hour a day completing homework, which is up 30-45 minutes from decades past. Kindergartners, who are usually saved from completing a lot of after school work, average about 25 minutes of homework a night (which to note, is 25 minutes too much than is recommended by child development experts).

The “10-minute rule”, endorsed by the National Parent Teacher Association and National Education Association, is incorporated into most school policies: there’s 10 minutes of homework per day per grade level – as in 20 minutes a day in second grade or 2 hours a day in 12th grade. 

It’s so normalized that it was odd, when seemingly out of nowhere the President of Ireland recently suggested that homework should be banned . (And many experts were shocked at this suggestion.)

Numerous studies on homework reflect inconsistent results on what it exactly achieves. Homework is rarely shown to have any impact on achievement, whether that be measured through standardized testing or otherwise. As I’ll talk about later, the amount of marginal gains homework may lead to aren’t worth its negative trade-offs.

Let’s look at a quick summary of various studies:

  • ‍ First off, the book National Differences, Global Similarities: World Culture and the Future of Schooling by David P. Baker and Gerald K. LeTendre draws on a 4 year investigation of schools in 47 countries. It’s the largest study of its type: looking at how schools operate, their pedagogy, their procedures, and the like. They made a shocking discovery: countries that assigned the least amount of homework: Denmark and the Czech Republic, had much higher test scores than those who assigned the most amount of homework: Iran and Thailand. The same work indicated that there was no correlation between academic achievement and homework with elementary students, and any moderate positive correlation in middle or high school diminished as more and more homework was assigned. ‍
  • A study in Contemporary Educational Psychology of 28,051 high school seniors concluded that quality of instruction, motivation, and ability are all correlated to a student’s academic success. However, homework’s effectiveness was marginal or perhaps even counterproductive: leading to more academic problems than it hoped to solve. ‍
  • The Teachers College Record published that homework added academic pressure and societal stress to those already experiencing pressures from other forces at home. This caused a further divide in academic performance from those with more privileged backgrounds. We’ll talk about this more later. ‍
  • A study in the Journal of Educational Psychology examined 2,342 student attitudes toward homework in foreign language classes. They found that time spent on homework had a significant negative impact on grades and standardized test scores. The researchers concluded that this may be because participants had to spend their time completing worksheets rather than spend time practicing skills on their own time.
  • Some studies are more positive. In fact, a meta-analysis of 32 homework studies in the Review of Educational Research found that most studies indicated a positive correlation between achievement and doing homework. However, the researchers noted that generally these studies made it hard to draw causal conclusions due to how they were set up and conducted. There was so much variance that it was difficult to make a claim one way or another, even though the net result seemed positive. This often cited report led by Dr. Harris Cooper at Duke University is the most commonly used by proponents of the practice. But popular education critic Alfie Kohn believes that this study fails to establish, ironically, causation among other factors. ‍
  • And that said in a later published study in The High School Journal , researchers concluded that in all homework assigned, there were only modest linkages to improved math and science standardized test scores, with no difference in other subjects between those who were assigned homework and those who were not. None of the homework assigned had any bearing on grades. The only difference was for a few points on those particular subject’s standardized test scores.

All in all, the data is relatively inconclusive. Some educational experts suggest that there should be hours of homework in high school, some homework in middle school, and none in elementary school. Some call for the 10-minute rule. Others say that homework doesn’t work at all. It’s still fairly unstudied how achievement is impacted as a result of homework. But as Alfie Kohn says , “The better the research, the less likely one is to find any benefits from homework.” That said, when we couple this data with the other negative impacts of assigning homework: how it impacts those at the margins, leads to anxiety and stress, and takes away from important family time – it really makes us question why this is such a ubiquitous practice. 

Or as Etta Kralovec and John Buell write in The End of Homework: How Homework Disrupts Families, Overburdens Children, and Limits Learning,

‘Extensive classroom research of ‘time on task’ and international comparisons of year-round time for study suggest that additional homework might promote U.S. students’ achievement.’  This written statement by some of the top professionals in the field of homework research raises some difficult questions. More homework might promote student achievement? Are all our blood, sweat, and tears at the kitchen table over homework based on something that merely might be true? Our belief in the value of homework is akin to faith. We assume that it fosters a love of learning, better study habits, improved attitudes toward school, and greater self-discipline; we believe that better teachers assign more homework and that one sign of a good school is a good, enforced homework policy.

Our obsession with homework is likely rooted in select studies that imply it leads to higher test scores. The authors continue by deciphering this phenomena:

“[this is] a problem that routinely bedevils all the sciences: the relationship between correlation and causality. If A and B happen simultaneously, we do not know whether A causes B or B causes A, or whether both phenomena occur casually together or are individually determined by another set of variables…Thus far, most studies in this area have amounted to little more than crude correlations that cannot justify the sweeping conclusions some have derived from them.”

Alfie Kohn adds that even the correlation between achievement and homework doesn’t really matter. Saying,

“If all you want is to cram kids’ heads with facts for tomorrow’s tests that they’re going to forget by next week, yeah, if you give them more time and make them do the cramming at night, that could raise the scores…But if you’re interested in kids who know how to think or enjoy learning, then homework isn’t merely ineffective, but counterproductive… The practice of homework assumes that only academic growth matters, to the point that having kids work on that most of the school day isn’t enough…”

Ramping Up Inequity

Many justify the practice of assigning homework with the well-intentioned belief that we’ll make a more equitable society through high standards. However, it seems to be that these practices actually add to inequity. “Rigorous” private and preparatory schools – whether they be “no excuses” charters in marginalized communities or “college ready” elite suburban institutions, are notorious for extreme levels of homework assignment. Yet, many progressive schools who focus on holistic learning and self-actualization assign no homework and achieve the same levels of college and career success.

Perhaps this is because the largest predictor of college success has nothing to do with rigorous preparation, and everything to do with family income levels. 77% of students from high income families graduated from a highly competitive college, whereas 9% of students from low income families did the same .

It seems like by loading students up with mountains of homework each night in an attempt to get them into these colleges, we actually make their chances of success worse .

When assigning homework, it is common practice to recommend that families provide a quiet, well-lit place for the child to study. After all, it’s often difficult to complete assignments after a long day. Having this space, time, and energy must always be considered in the context of the family’s education, income, available time, and job security. For many people, jobs have become less secure and less well paid over the course of the last two decades.

In a United States context, we work the longest hours of any nation . Individuals in 2006 worked 11 hours longer than their counterparts in 1979. In 2020, 70% of children lived in households where both parents work. We are the only country in the industrial world without guaranteed family leave. And the results are staggering: 90% of women and 95% of men report work-family conflict . According to the Center for American Progress , “the United States today has the most family-hostile public policy in the developed world due to a long-standing political impasse.”

As a result, parents have much less time to connect with their children. This is not a call to a return to traditional family roles or to have stay-at-home parents – rather, our occupation-oriented society is structured inadequately which causes problems with how homework is meant to function. 

For those who work in entry level positions, such as customer service and cashiers, there is an average 240% turnover per year due to lack of pay, poor conditions, work-life balance, and mismanagement. Family incomes continue to decline for lower- and middle-class Americans, leaving more families to work increased hours or multiple jobs. In other words, families, especially poor families, have less opportunities to spend time with their children, let alone foster academic “gains” via homework.

Even for students with ample resources who attend “elite schools”, the amount of homework is stressful. In a 2013 study in The Journal of Experiential Education, researchers conducted a survey of 4,317 students in 10 high-performing upper middle class high schools. These students had an average of more than 3 hours of homework a night. In comparison to their peers, they had more academic stress, notable physical health problems, and spent a worrying amount of time focused entirely on school and nothing else. Competitive advantage came at the cost of well-being and just being a kid.

A similar study in Frontiers of Psychology found that students pressured in the competitive college admissions process , who attended schools assigning hours of homework each night and promoting college-level courses and resume building extracurriculars, felt extreme stress. Two-thirds of the surveyed students reported turning to alcohol and drugs to cope.

In fact, a paper published by Dr. Suniya Luthar and her colleagues concluded that upper middle-class youth are actually more likely to be troubled than their middle class peers . There is an extreme problem with academic stress, where young people are engaging in a rat race toward the best possible educational future as determined by Ivy League colleges and scholarships. To add fuel to the fire, schools continue to add more and more homework to have students get ahead – which has a massively negative impact on both ends of the economic spectrum.

A 2012 study by Dr. Jonathan Daw indicated that their results,

“...imply that increases in the amount of homework assigned may increase the socioeconomic achievement gap in math, science, and reading in secondary school.”

In an effort to increase engagement with homework, teachers have been encouraged to create interesting, creative assignments. In fact, most researchers seem to agree that the quality of assignments matters a whole lot . After all, maybe assigning all of this homework won’t matter as long as it’s interesting and relevant to students? Although this has good intentions, rigorous homework with increased complexity places more impetus on parents. As researcher and author Gary Natrillo, an initial proponent of creative homework , stated later:

…not only was homework being assigned as suggested by all the ‘experts,’ but the teacher was obviously taking the homework seriously, making it challenging instead of routine and checking it each day and giving feedback. We were enveloped by the nightmare of near total implementation of the reform recommendations pertaining to homework…More creative homework tasks are a mixed blessing on the receiving end. On the one hand, they, of course, lead to higher engagement and interest for children and their parents. On the other hand, they require one to be well rested, a special condition of mind not often available to working parents…

Time is a luxury to most people. With increased working hours, in conjunction with extreme levels of stress, many people don’t have the necessary mindset to adequately supply children with the attention to detail for complex homework. As Kralovec and Buell state,

To put it plainly, I have discovered that after a day at work, the commute home, dinner preparations, and the prospect of baths, goodnight stories, and my own work ahead, there comes a time beyond which I cannot sustain my enthusiasm for the math brain teaser or the creative story task.

Americans are some of the most stressed people in the world. Mass shootings, health care affordability, discrimination, racism, sexual harassment, climate change, the presidential elections, and literally: staying informed on current events have caused roughly 70% of people to report moderate or extreme stress , with increased rates for people of color, LGBTQIA Americans, and other discriminated groups. 90% of high schoolers and college students report moderate or higher stress, with half reporting depression and a lack of energy and motivation .

In 2015, 1,100 parents were surveyed on the impact of homework on family life. Fights over homework were 200% more likely in families where parents didn’t have a college degree. Generally, these families believed that if their children didn’t understand a homework assignment then they must have been not paying attention at school. This led to young people feeling dumb or upset, and parents feeling like their child was lying or goofing off. The lead researcher noted, 

All of our results indicate that homework as it is now being assigned discriminates against children whose parents don’t have a college degree, against parents who have English as a second language, against, essentially, parents who are poor.

Schooling is so integrated into family life that a group of researchers noted that “...homework tended to recreate the problems of school, such as status degradation.” An online survey of over 2,000 students and families found that 90% of students reported additional stress from homework, and 40% of families saw it as nothing more than busy work. Authors Sara Bennett and Nancy Kalish wrote the aptly titled The Case Against Homework which conducted interviews across the mid-2000s with families and children, citing just how many people are burdened with overscheduling homework featuring over-the-top assignments and constant work. One parent remarked,

I sit on Amy's bed until 11 p.m. quizzing her, knowing she's never going to use this later, and it feels like abuse," says Nina of Menlo Park, California, whose eleven-year-old goes to a Blue Ribbon public school and does at least three-and-a-half hours of homework each night. Nina also questions the amount of time spent on "creative" projects. "Amy had to visit the Mission in San Francisco and then make a model of it out of cardboard, penne pasta, and paint. But what was she supposed to be learning from this? All my daughter will remember is how tense we were in the garage making this thing. Then when she handed it in, the teacher dropped it and all the penne pasta flew off." These days, says Nina, "Amy's attitude about school has really soured." Nina's has, too. "Everything is an emergency and you feel like you're always at battle stations."

1/3rd of the families interviewed felt “crushed by the workload.” It didn’t matter if they lived in rural or suburban areas, or if they were rich or poor.

Learning this way is also simply ineffective because well, that’s just not how kids learn! Young people build upon prior knowledge. They use what they know to make what they’re currently doing easier. Adding more and more content to a student’s plate – having to connect the dots and build upon more information – especially with the distractions of home life is unrealistic. Plus, simply put…it’s just not fun! Why would I want to spend all of my free time on homework rather than hanging out with my friends or playing video games?

Even with all that said – if other countries demonstrate educational success on standardized testing with little to no assigned homework and limited school hours (nevermind the fact that this is measured through the questionable method of standardized testing), shouldn’t we take a step back and analyze the system as a whole, rather than figure out better homework policies? If other countries do this with limited to no homework , why can’t everyone else?

Investigating Systemic Problems

Perhaps the solution to academic achievement in America isn’t doubling down on increasing the work students do at home, but solving the underlying systemic inequities: the economic and discriminatory problems that plague our society. Yes, the United States tends to fall behind other countries on math and reading scores. Many countries impose increased workloads on students because they are afraid that they will fall behind economically with the standard of living to the rest of the world. But perhaps the problem with education doesn’t lie in not having enough “rigorous” methods, but with how easy it is for a family to simply live and be content.

Finland, frequently cited as a model education system which grew to prominence during the 2000s through popular scholars like Pasi Sahlberg, enjoys some of the highest standards of living in the world:

  • Finland’s life expectancy is 81.8 years, compared to the US’ 78.7 years . Unlike Finland, there’s a notable difference between the richest and poorest Americans . The richest Americans are expected to live, on average, nearly 15 years longer than the poorest. Further, America’s life expectancy is declining, the only industrialized country with this statistic .
  • Finland’s health care is rated best in the world and only spends $3,078 per capita, compared to $8,047 in the US.
  • Finland has virtually no homelessness , compared to the 500,000 (and growing) homeless population in the United States .
  • Finland has the lowest inequality levels in the EU , compared to the United States with one of the highest inequality levels in the world . Research has demonstrated that countries with lower inequality levels are happier and healthier .

These statistics reflect that potentially — instead of investing hundreds of millions of dollars in initiatives to increase national test scores , such as homework strategies, curriculum changes, and nationwide “raising the bar” initiatives — that we should invest in programs that improve our standard of living, such as universal healthcare and housing. The solution to test scores is rooted in solving underlying inequities in our societies — shining a light on our core issues — rather than making teachers solve all of our community’s problems.

This doesn’t mean that there’s no space for improving pedagogy, schooling, or curriculums, but at the end of the day the solution cannot solely be by improving education.

‍ Creating Future Workers

Education often equates learning with work. As a teacher, I had to stop myself from behaving like an economics analyst: telling students to quit “wasting time”, stating that the purpose of the lesson is useful for securing a high salary career, seeing everything as prep for college and career (and college’s purpose as just for more earnings in a career), and making blanket assumptions that those who aren’t motivated will ultimately never contribute to society, taking on “low levels” of work that “aren’t as important” as other positions.

A common argument exists that the pressure of homework mirrors the real world – that we should assign homework because that’s “just the way things are.” If we want kids to succeed in the “real world”, they need to have this pressure.

But this mentality is unhealthy and unjust. The purpose of education should be to develop purpose. People live happier and healthier lives as a result of pursuing and developing a core purpose. Some people’s purpose is related to their line of work, but there is not necessarily a connection. However, the primary goal for education stated by districts, states, and the national government is to make “productive members of society” – those who are “prepared for the future” through “college and career readiness.” When we double down on economic principles, rather than look to developmental psychology and holistic care, to raise young people, it’s no wonder we’re seeing such horrific statistics related to childhood .

Further, the consistent pressure to solely learn for future economic gain raises generations of young people to believe that wealth is a measurement of success, and that specific lines of work create happiness. Teachers and parents are told to make their children “work hard” for future success and develop “grit.” Although grit is an important indicator of overcoming obstacles , it is not developed by enforcing grit through authoritarian classrooms or meaningless, long tasks like homework. In fact, an argument could be made that many Americans accept their dramatically poor work-life balance and lack of access to needs such as affordable health care by being brought up in a society that rewards tasks of “working through it” to “eventually achieve happiness.”

Many families have shifted from having children participate in common household chores and activities to have them exclusively focus on their school work. Americans have more difficulty than ever raising children, with increasing demands of time and rising childcare costs . When teachers provide more and more homework, they take away from the parents’ ability to structure their household according to their needs. In fact, children with chores show completely positive universal growth across the board , from time management skills to responsibility to managing a healthy work-life balance. 

Of course, this is not to say that it is all the teacher’s fault. Educators face immense pressure to carry out governmental/school policies that place test scores at the forefront. Plus, most families had homework themselves – so continuing the practice only makes sense. Many of these policies require homework, and an educator’s employment is centered on enacting these changes. Barbara Stengel , an education professor, noted that the reason why so much homework isn’t necessarily interesting or applicable to a student’s lived experience is because “some of the people who would really have pushed the limits of that are no longer in teaching.” The constant pressure on teachers to raise test scores while simultaneously being overworked and underpaid is making many leave the profession. Etta Kralovec and John Buell add:

As more academic demands are placed on teachers, homework can help lengthen the school day and thus ensure ‘coverage’ — that is, the completion of the full curriculum that each teacher is supposed to cover during the school year…This in itself places pressure on teachers to create meaningful homework and often to assign large amounts of it so that the students’ parents will think the teacher is rigorous and the school has high academic standards. Extensive homework is frequently linked in our minds to high standards.

Therefore, there’s a connection to be made between the school- or work-life balance of children and the people who are tasked with teaching them. 8% of the teacher workforce leaves every year , with one of the primary reasons being poor work-life balance . Perhaps teachers see an increased desire to “work” students in their class and at home due to the pressures they face in their own occupation?

The more we equate work with learning, and the more we accept that a school’s primary purpose is to prepare workers, the less we actually succeed at promoting academics. Instead, we bolster the neoliberal tendencies of the United States (and others like it) to work hard, yet comparably to other countries’ lifestyle gains, achieve little.

This is why so many families demand that their children have ample amounts of homework. In fact, the majority of parents believe their students have just the right amount. They’re afraid that their kids are going to fall behind, doomed to a life within an increasingly hostile and inequitable society. They want the best for their children, and taking the risk of not assigning homework means that someone else may take that top slot. The same could be said for many parts of the “tracks toward college and career readiness” that professor William Deresiewicz refers to as “zombication” – lurching through each stage of the rat race in competitive admissions: a lot of assignments, difficult courses, sports, clubs, forced volunteerism, internships, and other things to pack our schedules.

The United States must examine the underlying inequities of peoples’ lives, rather than focus on increasing schools’ workloads and lessening children’s free time for mythical academic gains that lead to little change. Teacher preparation programs and popular authors need to stop promoting “interesting and fun ways to teach ‘x’!” and propose systemic changes that radically change the way education is done, including systemic changes to society at large. Only then will the United States actually see improved livelihoods and a better education system for all.

And what could be done instead? Much of the research and writing on homework tends to conclude that we should find a “happy middle ground” to continue the practice of homework, just in case it does indeed work. However, based on the decades of studies we have on this issue…I’m not really sure. It seems the best practice, by far, is to eliminate homework altogether outside of incredibly niche and rare scenarios. If a student asks for more things to do at home because they want to explore something that interests them, great! But that doesn’t need to be mandated homework.

Human Restoration Project believes that the four recommendations of the late educator and scholar Ken Robinson allows young people to learn for themselves and make the most of their lives:

  • Let children spend time with their families. The single strongest predictor of academic success and fewer behavioral problems for a child, 3-12 years old, is eating as a family. Make planned time during the day to catch up with children, talking to them about what they’re learning, and encouraging them to achieve.
  • Give children time to play outside or create something, preferably not always with a screen. Let them dive into their passions and plan a trip to a library, park, or museum. Explore free online resources to discover new skills and interests.
  • Give children opportunities to read by themselves or with their family. One of the best ways to learn about the world is developing a lifelong love of reading. Children who prioritize reading are more motivated to learn and see drastically improved academic outcomes.
  • Let children sleep! Elementary students should sleep at least 10 hours each night and adolescents, 9 hours. Being awake and ready to tackle each day keeps us energized and healthy.

The difference with school communities, just looking at a normal mainstream school community, what I perceive is a community where there's lots of external goals. You've got five stickers for being great. You've got three they call them smiley faces or they have a name for something. So there's an external reward for being good. For me, it's just like, "Eh-eh." It's such a fundamentally wrong thing in a community to have that as your basis of if you're good or bad.

A Stanford researcher found that too much homework can negatively affect kids, especially their lives away from school, where family, friends and activities matter.

“Our findings on the effects of homework challenge the traditional assumption that homework is inherently good,” wrote Denise Pope , a senior lecturer at the Stanford Graduate School of Education and a co-author of a study published in the Journal of Experimental Education .

The researchers used survey data to examine perceptions about homework, student well-being and behavioral engagement in a sample of 4,317 students from 10 high-performing high schools in upper-middle-class California communities. Along with the survey data, Pope and her colleagues used open-ended answers to explore the students’ views on homework.

Median household income exceeded $90,000 in these communities, and 93 percent of the students went on to college, either two-year or four-year.

Students in these schools average about 3.1 hours of homework each night.

“The findings address how current homework practices in privileged, high-performing schools sustain students’ advantage in competitive climates yet hinder learning, full engagement and well-being,” Pope wrote.

Pope and her colleagues found that too much homework can diminish its effectiveness and even be counterproductive. They cite prior research indicating that homework benefits plateau at about two hours per night, and that 90 minutes to two and a half hours is optimal for high school.

Their study found that too much homework is associated with:

* Greater stress: 56 percent of the students considered homework a primary source of stress, according to the survey data. Forty-three percent viewed tests as a primary stressor, while 33 percent put the pressure to get good grades in that category. Less than 1 percent of the students said homework was not a stressor.

* Reductions in health: In their open-ended answers, many students said their homework load led to sleep deprivation and other health problems. The researchers asked students whether they experienced health issues such as headaches, exhaustion, sleep deprivation, weight loss and stomach problems.

* Less time for friends, family and extracurricular pursuits: Both the survey data and student responses indicate that spending too much time on homework meant that students were “not meeting their developmental needs or cultivating other critical life skills,” according to the researchers. Students were more likely to drop activities, not see friends or family, and not pursue hobbies they enjoy.

A balancing act

The results offer empirical evidence that many students struggle to find balance between homework, extracurricular activities and social time, the researchers said. Many students felt forced or obligated to choose homework over developing other talents or skills.

Also, there was no relationship between the time spent on homework and how much the student enjoyed it. The research quoted students as saying they often do homework they see as “pointless” or “mindless” in order to keep their grades up.

“This kind of busy work, by its very nature, discourages learning and instead promotes doing homework simply to get points,” Pope said.

She said the research calls into question the value of assigning large amounts of homework in high-performing schools. Homework should not be simply assigned as a routine practice, she said.

“Rather, any homework assigned should have a purpose and benefit, and it should be designed to cultivate learning and development,” wrote Pope.

High-performing paradox

In places where students attend high-performing schools, too much homework can reduce their time to foster skills in the area of personal responsibility, the researchers concluded. “Young people are spending more time alone,” they wrote, “which means less time for family and fewer opportunities to engage in their communities.”

Student perspectives

The researchers say that while their open-ended or “self-reporting” methodology to gauge student concerns about homework may have limitations – some might regard it as an opportunity for “typical adolescent complaining” – it was important to learn firsthand what the students believe.

Should We Get Rid of Homework?

Some educators are pushing to get rid of homework. Would that be a good thing?

Do you like doing homework? Do you think it has benefited you educationally?

Has homework ever helped you practice a difficult skill — in math, for example — until you mastered it? Has it helped you learn new concepts in history or science? Has it helped to teach you life skills, such as independence and responsibility? Or, have you had a more negative experience with homework? Does it stress you out, numb your brain from busywork or actually make you fall behind in your classes?

Should we get rid of homework?

In “ The Movement to End Homework Is Wrong, ” published in July, the Times Opinion writer Jay Caspian Kang argues that homework may be imperfect, but it still serves an important purpose in school. The essay begins:

Do students really need to do their homework? As a parent and a former teacher, I have been pondering this question for quite a long time. The teacher side of me can acknowledge that there were assignments I gave out to my students that probably had little to no academic value. But I also imagine that some of my students never would have done their basic reading if they hadn’t been trained to complete expected assignments, which would have made the task of teaching an English class nearly impossible. As a parent, I would rather my daughter not get stuck doing the sort of pointless homework I would occasionally assign, but I also think there’s a lot of value in saying, “Hey, a lot of work you’re going to end up doing in your life is pointless, so why not just get used to it?” I certainly am not the only person wondering about the value of homework. Recently, the sociologist Jessica McCrory Calarco and the mathematics education scholars Ilana Horn and Grace Chen published a paper, “ You Need to Be More Responsible: The Myth of Meritocracy and Teachers’ Accounts of Homework Inequalities .” They argued that while there’s some evidence that homework might help students learn, it also exacerbates inequalities and reinforces what they call the “meritocratic” narrative that says kids who do well in school do so because of “individual competence, effort and responsibility.” The authors believe this meritocratic narrative is a myth and that homework — math homework in particular — further entrenches the myth in the minds of teachers and their students. Calarco, Horn and Chen write, “Research has highlighted inequalities in students’ homework production and linked those inequalities to differences in students’ home lives and in the support students’ families can provide.”

Mr. Kang argues:

But there’s a defense of homework that doesn’t really have much to do with class mobility, equality or any sense of reinforcing the notion of meritocracy. It’s one that became quite clear to me when I was a teacher: Kids need to learn how to practice things. Homework, in many cases, is the only ritualized thing they have to do every day. Even if we could perfectly equalize opportunity in school and empower all students not to be encumbered by the weight of their socioeconomic status or ethnicity, I’m not sure what good it would do if the kids didn’t know how to do something relentlessly, over and over again, until they perfected it. Most teachers know that type of progress is very difficult to achieve inside the classroom, regardless of a student’s background, which is why, I imagine, Calarco, Horn and Chen found that most teachers weren’t thinking in a structural inequalities frame. Holistic ideas of education, in which learning is emphasized and students can explore concepts and ideas, are largely for the types of kids who don’t need to worry about class mobility. A defense of rote practice through homework might seem revanchist at this moment, but if we truly believe that schools should teach children lessons that fall outside the meritocracy, I can’t think of one that matters more than the simple satisfaction of mastering something that you were once bad at. That takes homework and the acknowledgment that sometimes a student can get a question wrong and, with proper instruction, eventually get it right.

Does homework still have value? A Johns Hopkins education expert weighs in

Joyce epstein, co-director of the center on school, family, and community partnerships, discusses why homework is essential, how to maximize its benefit to learners, and what the 'no-homework' approach gets wrong.

The necessity of homework has been a subject of debate since at least as far back as the 1890s, according to Joyce L. Epstein , co-director of the Center on School, Family, and Community Partnerships at Johns Hopkins University. "It's always been the case that parents, kids—and sometimes teachers, too—wonder if this is just busy work," Epstein says.

But after decades of researching how to improve schools, the professor in the Johns Hopkins School of Education remains certain that homework is essential—as long as the teachers have done their homework, too. The National Network of Partnership Schools , which she founded in 1995 to advise schools and districts on ways to improve comprehensive programs of family engagement, has developed hundreds of improved homework ideas through its Teachers Involve Parents in Schoolwork program. For an English class, a student might interview a parent on popular hairstyles from their youth and write about the differences between then and now. Or for science class, a family could identify forms of matter over the dinner table, labeling foods as liquids or solids. These innovative and interactive assignments not only reinforce concepts from the classroom but also foster creativity, spark discussions, and boost student motivation.

"We're not trying to eliminate homework procedures, but expand and enrich them," says Epstein, who is packing this research into a forthcoming book on the purposes and designs of homework. In the meantime, the Hub couldn't wait to ask her some questions:

What kind of homework training do teachers typically get?

Future teachers and administrators really have little formal training on how to design homework before they assign it. This means that most just repeat what their teachers did, or they follow textbook suggestions at the end of units. For example, future teachers are well prepared to teach reading and literacy skills at each grade level, and they continue to learn to improve their teaching of reading in ongoing in-service education. By contrast, most receive little or no training on the purposes and designs of homework in reading or other subjects. It is really important for future teachers to receive systematic training to understand that they have the power, opportunity, and obligation to design homework with a purpose.

Why do students need more interactive homework?

If homework assignments are always the same—10 math problems, six sentences with spelling words—homework can get boring and some kids just stop doing their assignments, especially in the middle and high school years. When we've asked teachers what's the best homework you've ever had or designed, invariably we hear examples of talking with a parent or grandparent or peer to share ideas. To be clear, parents should never be asked to "teach" seventh grade science or any other subject. Rather, teachers set up the homework assignments so that the student is in charge. It's always the student's homework. But a good activity can engage parents in a fun, collaborative way. Our data show that with "good" assignments, more kids finish their work, more kids interact with a family partner, and more parents say, "I learned what's happening in the curriculum." It all works around what the youngsters are learning.

Is family engagement really that important?

At Hopkins, I am part of the Center for Social Organization of Schools , a research center that studies how to improve many aspects of education to help all students do their best in school. One thing my colleagues and I realized was that we needed to look deeply into family and community engagement. There were so few references to this topic when we started that we had to build the field of study. When children go to school, their families "attend" with them whether a teacher can "see" the parents or not. So, family engagement is ever-present in the life of a school.

My daughter's elementary school doesn't assign homework until third grade. What's your take on "no homework" policies?

There are some parents, writers, and commentators who have argued against homework, especially for very young children. They suggest that children should have time to play after school. This, of course is true, but many kindergarten kids are excited to have homework like their older siblings. If they give homework, most teachers of young children make assignments very short—often following an informal rule of 10 minutes per grade level. "No homework" does not guarantee that all students will spend their free time in productive and imaginative play.

Some researchers and critics have consistently misinterpreted research findings. They have argued that homework should be assigned only at the high school level where data point to a strong connection of doing assignments with higher student achievement . However, as we discussed, some students stop doing homework. This leads, statistically, to results showing that doing homework or spending more minutes on homework is linked to higher student achievement. If slow or struggling students are not doing their assignments, they contribute to—or cause—this "result."

Teachers need to design homework that even struggling students want to do because it is interesting. Just about all students at any age level react positively to good assignments and will tell you so.

Did COVID change how schools and parents view homework?

Within 24 hours of the day school doors closed in March 2020, just about every school and district in the country figured out that teachers had to talk to and work with students' parents. This was not the same as homeschooling—teachers were still working hard to provide daily lessons. But if a child was learning at home in the living room, parents were more aware of what they were doing in school. One of the silver linings of COVID was that teachers reported that they gained a better understanding of their students' families. We collected wonderfully creative examples of activities from members of the National Network of Partnership Schools. I'm thinking of one art activity where every child talked with a parent about something that made their family unique. Then they drew their finding on a snowflake and returned it to share in class. In math, students talked with a parent about something the family liked so much that they could represent it 100 times. Conversations about schoolwork at home was the point.

How did you create so many homework activities via the Teachers Involve Parents in Schoolwork program?

We had several projects with educators to help them design interactive assignments, not just "do the next three examples on page 38." Teachers worked in teams to create TIPS activities, and then we turned their work into a standard TIPS format in math, reading/language arts, and science for grades K-8. Any teacher can use or adapt our prototypes to match their curricula.

Overall, we know that if future teachers and practicing educators were prepared to design homework assignments to meet specific purposes—including but not limited to interactive activities—more students would benefit from the important experience of doing their homework. And more parents would, indeed, be partners in education.

H ow long is your child’s workweek? Thirty hours? Forty? Would it surprise you to learn that some elementary school kids have workweeks comparable to adults’ schedules? For most children, mandatory homework assignments push their workweek far beyond the school day and deep into what any other laborers would consider overtime. Even without sports or music or other school-sponsored extracurriculars, the daily homework slog keeps many students on the clock as long as lawyers, teachers, medical residents, truck drivers and other overworked adults. Is it any wonder that,deprived of the labor protections that we provide adults, our kids are suffering an epidemic of disengagement, anxiety and depression ?

With my youngest child just months away from finishing high school, I’m remembering all the needless misery and missed opportunities all three of my kids suffered because of their endless assignments. When my daughters were in middle school, I would urge them into bed before midnight and then find them clandestinely studying under the covers with a flashlight. We cut back on their activities but still found ourselves stuck in a system on overdrive, returning home from hectic days at 6 p.m. only to face hours more of homework. Now, even as a senior with a moderate course load, my son, Zak, has spent many weekends studying, finding little time for the exercise and fresh air essential to his well-being. Week after week, and without any extracurriculars, Zak logs a lot more than the 40 hours adults traditionally work each week — and with no recognition from his “bosses” that it’s too much. I can’t count the number of shared evenings, weekend outings and dinners that our family has missed and will never get back.

How much after-school time should our schools really own?

In the midst of the madness last fall, Zak said to me, “I feel like I’m working towards my death. The constant demands on my time since 5th grade are just going to continue through graduation, into college, and then into my job. It’s like I’m on an endless treadmill with no time for living.”

My spirit crumbled along with his.

Like Zak, many people are now questioning the point of putting so much demand on children and teens that they become thinly stretched and overworked. Studies have long shown that there is no academic benefit to high school homework that consumes more than a modest number of hours each week. In a study of high schoolers conducted by the Organization for Economic Cooperation and Development (OECD), researchers concluded that “after around four hours of homework per week, the additional time invested in homework has a negligible impact on performance.”

In elementary school, where we often assign overtime even to the youngest children, studies have shown there’s no academic benefit to any amount of homework at all.

Our unquestioned acceptance of homework also flies in the face of all we know about human health, brain function and learning. Brain scientists know that rest and exercise are essential to good health and real learning . Even top adult professionals in specialized fields take care to limit their work to concentrated periods of focus. A landmark study of how humans develop expertise found that elite musicians, scientists and athletes do their most productive work only about four hours per day .

Yet we continue to overwork our children, depriving them of the chance to cultivate health and learn deeply, burdening them with an imbalance of sedentary, academic tasks. American high school students , in fact, do more homework each week than their peers in the average country in the OECD, a 2014 report found.

It’s time for an uprising.

Already, small rebellions are starting. High schools in Ridgewood, N.J. , and Fairfax County, Va., among others, have banned homework over school breaks. The entire second grade at Taylor Elementary School in Arlington, Va., abolished homework this academic year. Burton Valley Elementary School in Lafayette, Calif., has eliminated homework in grades K through 4. Henry West Laboratory School , a public K-8 school in Coral Gables, Fla., eliminated mandatory, graded homework for optional assignments. One Lexington, Mass., elementary school is piloting a homework-free year, replacing it with reading for pleasure.

Across the Atlantic, students in Spain launched a national strike against excessive assignments in November. And a second-grade teacher in Texas, made headlines this fall when she quit sending home extra work , instead urging families to “spend your evenings doing things that are proven to correlate with student success. Eat dinner as a family, read together, play outside and get your child to bed early.”

It is time that we call loudly for a clear and simple change: a workweek limit for children, counting time on the clock before and after the final bell. Why should schools extend their authority far beyond the boundaries of campus, dictating activities in our homes in the hours that belong to families? An all-out ban on after-school assignments would be optimal. Short of that, we can at least sensibly agree on a cap limiting kids to a 40-hour workweek — and fewer hours for younger children.

Resistance even to this reasonable limit will be rife. Mike Miller, an English teacher at Thomas Jefferson High School for Science and Technology in Alexandria, Va., found this out firsthand when he spearheaded a homework committee to rethink the usual approach. He had read the education research and found a forgotten policy on the county books limiting homework to two hours a night, total, including all classes. “I thought it would be a slam dunk” to put the two-hour cap firmly in place, Miller said.

But immediately, people started balking. “There was a lot of fear in the community,” Miller said. “It’s like jumping off a high dive with your kids’ future. If we reduce homework to two hours or less, is my kid really going to be okay?” In the end, the committee only agreed to a homework ban over school breaks.

Miller’s response is a great model for us all. He decided to limit assignments in his own class to 20 minutes a night (the most allowed for a student with six classes to hit the two-hour max). His students didn’t suddenly fail. Their test scores remained stable. And they started using their more breathable schedule to do more creative, thoughtful work.

That’s the way we will get to a sane work schedule for kids: by simultaneously pursuing changes big and small. Even as we collaboratively press for policy changes at the district or individual school level, all teachers can act now, as individuals, to ease the strain on overworked kids.

As parents and students, we can also organize to make homework the exception rather than the rule. We can insist that every family, teacher and student be allowed to opt out of assignments without penalty to make room for important activities, and we can seek changes that shift practice exercises and assignments into the actual school day.

We’ll know our work is done only when Zak and every other child can clock out, eat dinner, sleep well and stay healthy — the very things needed to engage and learn deeply. That’s the basic standard the law applies to working adults. Let’s do the same for our kids.

Historical Perspective on Homework

Homework wasn’t always an integral part of elementary education. In fact, it was originally seen as a way to promote discipline and work ethic in older students. 

Over time, this practice trickled down into elementary schools, where the rationale was that starting early would give younger children a head start. However, the expectations for homework have not evolved to reflect our growing understanding of child development .

Today, elementary school students as young as five or six are coming home with worksheets and assignments, and the assumption is that this will help them achieve better academic performance. 

But research studies show that for elementary school children, this assumption of homework being good for kids is simply not supported by evidence. The benefits of homework at this grade level are minimal, and the academic benefits are often negligible.

Why do Teachers Assign Homework

Teachers often assign homework with the best intentions, aiming to reinforce concepts taught in class, build good study habits, and promote independent learning. 

Many educators believe that homework helps students practice skills, retain information, and prepare for future lessons.

It’s also seen as a way to teach responsibility and time management, as students must manage their workload outside the classroom. 

Additionally, homework can serve as a tool for teachers to gauge a student’s understanding of the material, helping them identify areas where further instruction might be needed.

However, homework assignments are often influenced by school policies or long-standing traditions, and teachers may feel obligated to assign them even when they recognize that the benefits might vary for different age groups, especially for younger students.

What the Research Says about Homework in Elementary School

According to research by education expert Harris Cooper, who conducted a comprehensive review of educational research , the benefits of homework for elementary students are virtually non-existent. 

Cooper’s findings suggest that while homework may have some positive impact for older students, particularly in high school, we do know there is no clear academic advantage for children in elementary school.

In fact, the average homework assignment at this age level does not significantly improve test scores or student achievement. What’s more concerning is the emotional and psychological toll excessive homework can take.

For young children who are still developing basic cognitive and social skills, being saddled with assignments after school can actually backfire. Instead of fostering a love of learning, it often creates frustration, resentment, and anxiety. 

I’ve watched bright, curious children become overwhelmed by the pressure of completing homework, losing the spark that makes them naturally want to learn.

Physical and Mental Health Consequences of Homework in Elementary School

Homework also cuts into time that could be spent on activities that are far more beneficial to a child’s overall well-being , such as physical activity or social time with family. 

When kids come home from school, they need time to unwind, play, and engage in after-school activities. Instead, they often end up sitting for long periods, working through assignments that may not even be meaningful to them. 

This sedentary time is especially problematic when you consider that many children already spend so much of their day sitting at desks.

In terms of mental health , homework can become a significant source of stress—not just for children, but for families as a whole. In many households, the nightly homework routine turns into a battleground, with parents and children feeling frustrated, exhausted, and disconnected. 

Physical symptoms of stress like stomach problems and sleep deprivation are not uncommon, and these can have lasting effects on a child’s well-being.

I’ve had parents tell me how much they dread homework time because it creates tension in their home, and as a teacher, that is heartbreaking to hear. 

Ultimately, young children need space to explore their world in ways that are developmentally appropriate. When homework eats into that time, it deprives them of opportunities to grow in areas that are just as important—if not more so—than academic achievement.

It’s time to rethink the purpose of homework for elementary students and consider what is truly best for their development.

Homework can often become a significant source of anxiety for children , especially when they feel overwhelmed by the pressure to complete assignments after an already long school day. 

Many young children struggle with balancing the demands of homework with their need for relaxation and play, leading to feelings of frustration and stress.

The fear of making mistakes, not meeting expectations, or not finishing on time can cause children to internalize a sense of failure or inadequacy, even at an early age.

This anxiety not only affects their academic performance but can also seep into their overall well-being, disrupting sleep, affecting their mood, and diminishing their natural enthusiasm for learning. 

Over time, the constant pressure of homework can turn what should be a joyful pursuit of knowledge into a source of dread, creating a negative association with school and learning.

Why Family Time Matters More Than Homework

One of the most critical lessons I’ve learned as both an educator and a parent is that family time often holds far more value for a child’s growth than any worksheet ever could. 

Elementary-aged children thrive on connection, play, and unstructured moments with the people they love most. Yet, for many families, the pressures of homework steal this precious time away, contributing to a lack of balance between school and family life.

When we prioritize homework over time together as a family, we miss out on some of the most powerful learning opportunities that childhood has to offer.

The Value of Family Time

Family time is where some of the most profound learning happens—learning that goes beyond academics and touches the heart of what it means to be human. It’s during these moments that children feel secure, loved, and understood. 

Whether it’s talking around the dinner table, playing a game together, or simply sharing a story before bed, these interactions build emotional resilience and strengthen family bonds.

Research supports this as well. Studies have shown that children who spend more time engaging with their familie s are more emotionally stable, perform better socially, and develop stronger cognitive abilities. 

Family time fosters the development of life skills that can’t be measured by a standardized test—skills like empathy, communication, problem-solving, and patience. These are the very qualities that help children grow into well-rounded, confident individuals.

When the evening is filled with homework, these opportunities for connection often disappear. Instead of discussing the day or laughing together, the focus shifts to checking off assignments. 

This often leads to a sense of disconnection and even resentment, particularly when children struggle with the work or feel pressure to meet academic expectations.

The Role of Play in Learning

Play is an essential part of learning , especially for young children. Through play, kids naturally explore their world, experiment with ideas, and develop critical thinking skills.

 In fact, many of the problem-solving skills that we hope to teach through homework can be acquired far more effectively through imaginative play, building projects, and outdoor exploration.

Play also promotes creativity and resilience—two traits that are fundamental to lifelong learning. When children are free to play, they learn to take risks, deal with failure, and try new approaches. 

These are lessons that are difficult to teach through structured assignments but come naturally through the unstructured, joyful moments of play.

In contrast, traditional homework often stifles creativity. Repetitive tasks like worksheets or rote memorization do little to encourage innovative thinking or curiosity. In fact, they can dampen a child’s enthusiasm for learning altogether. 

The real learning happens when kids are given the space to pursue their own interests, ask questions, and engage with the world around them.

Creating Meaningful Experiences

So, what should families do instead of focusing on homework? The answer is simple: create meaningful experiences together. These don’t have to be grand or elaborate. 

Sometimes the most impactful moments come from the simplest activities —cooking dinner together, going for a walk, or working on a puzzle as a family.

These shared experiences are the foundation of a child’s development. They teach life skills in a way that’s engaging and meaningful.

For example, cooking together can teach math through measuring ingredients, science through understanding how things cook, and even history and culture through trying new recipes. Going for a walk outside can spark conversations about nature, exercise, and mindfulness. 

These moments foster curiosity and help children develop a love of learning that extends beyond the classroom.

By prioritizing family time, we are giving our children something far more valuable than any homework assignment could offer. 

We are showing them that they are more than just students; they are individuals whose interests, emotions, and well-being matter. In these moments, we nurture their whole selves, not just their academic skills.

Alternatives to Homework for Elementary Children

If we want to move away from the traditional homework model, it’s important to have alternatives that nurture our children’s growth in ways that feel enriching and meaningful. 

The good news is that there are countless ways to encourage learning outside of homework , many of which tap into children’s natural curiosity and love for discovery.

These alternatives not only reinforce the skills children need but also give them the freedom to explore, create, and enjoy childhood.

Encouraging Independent Play and Exploration

One of the most powerful alternatives to homework is independent play . When children are given the space and time to play freely, they engage in a form of learning that is deeply personal and developmentally appropriate. 

Play allows them to test boundaries, experiment with ideas, and develop problem-solving skills—all without the constraints of structured assignments.

Independent play builds confidence and fosters a growth mindset , as children learn to navigate challenges on their own terms. 

Whether they’re building a fort out of couch cushions, creating a masterpiece with chalk on the driveway, or pretending to be explorers in their backyard, they’re learning how to think critically, solve problems, and stay resilient when things don’t go as planned.

Allowing children time for this kind of play gives them a chance to recharge from the structured demands of school and tap into their own creativity and imagination.

It also encourages them to become self-directed learners, which is an essential skill for their future academic and personal success.

Fostering a Love of Learning Outside the Classroom

Another alternative to homework is fostering a love of learning through everyday experiences.

We often think of learning as something that happens only in the classroom or through formal assignments, but in reality, children are constantly learning from the world around them.

Parents can support this by encouraging their children to explore their interests and ask questions. 

For example, if your child is fascinated by dinosaurs, take them to the library to find books on the subject or watch a documentary together.

If they’re curious about how things work, spend time tinkering with household objects or building simple machines together.

These activities teach valuable lessons and build knowledge in ways that are fun and engaging for children.

The goal is to create an environment where learning feels like a natural part of life rather than something that happens only when there’s a worksheet in front of them.

By pursuing their passions and engaging in hands-on learning experiences, children develop a deeper love for knowledge and a stronger sense of curiosity that will serve them well throughout their lives.

Prioritizing Social and Emotional Learning

Elementary-aged children are at a critical stage in their social and emotional development, and this is an area that deserves just as much attention as academic skills. 

Social and emotional learning (SEL) is about helping children develop self-awareness, manage their emotions, build empathy, and establish healthy relationships.

These are essential life skills that cannot be taught through traditional homework. Instead of worksheets, families can focus on activities that promote social and emotional learning.

This might include family discussions where children are encouraged to express their feelings and listen to others, cooperative games that emphasize teamwork and communication, or community service projects that build empathy and a sense of responsibility to others. 

These activities help children learn to navigate the social world with confidence and compassion.

They also teach children how to manage stress, resolve conflicts, and make thoughtful decisions—skills that are crucial for both their personal happiness and their future success.

What Parents Can Do to Advocate for Less Homework

As parents, we hold incredible power to influence the educational experiences of our children. If you believe that traditional homework doesn’t serve your child’s best interests , you’re not alone—and you don’t have to accept it as a given.

By advocating for a more balanced, thoughtful approach to learning, you can help shape a school environment that prioritizes well-being, curiosity, and real-world learning.

Here’s how you can start advocating for less homework and creating a home environment that supports learning without the pressure of assignments.

Can Parents Opt-Out of Homework

The idea that parents can opt out of homework is gaining traction as more families recognize that traditional assignments may not always serve their child’s best interests, especially in elementary school.

Some schools and teachers are open to this option, allowing parents to decide whether or not their child completes homework based on what works best for their family. Parents who opt out often do so to prioritize their child’s well-being, choosing to focus on unstructured play, family time, or personalized learning activities instead.

By opting out, parents take an active role in shaping their child’s education , advocating for a more balanced approach that nurtures both academic and personal growth.

However, it’s important for parents to communicate openly with teachers and schools about their decision, ensuring that everyone is aligned on supporting the child’s overall learning journey.

Communicating with Teachers and Schools

One of the most effective steps parents can take is to start a conversation with their child’s teacher. 

As a former teacher myself, I can tell you that most educators are open to feedback and genuinely want what’s best for their students. Often, teachers assign homework out of habit or due to school policies, not necessarily because they believe it’s the best method for every child.

Frame it as a partnership. 

Express your concerns in a respectful, constructive manner, and focus on your child’s well-being.

For example, you might say, “I’ve noticed that after a long day at school, my child seems exhausted and overwhelmed by homework. I’m wondering if there are ways we can work together to adjust the homework load or explore alternatives that are more beneficial for their development.”

Be prepared to offer suggestions. 

Perhaps your child could engage in more hands-on learning at home , or the teacher could suggest activities that align with classroom content but don’t involve traditional homework.

You might also advocate for more reading time or projects that encourage creativity and independent thinking, rather than worksheets and busywork.

If your child’s school has a formal homework policy, it might be helpful to gather other like-minded parents and approach the administration collectively. 

Thankfully, many schools are rethinking their homework policies in light of recent years of research, and showing that there’s parent support for a change can help drive that discussion.

Creating a Home Environment That Supports Learning Without Homework

Even if homework is a part of your child’s school routine, you can create a home environment that balances those demands with opportunities for unstructured learning. One of the best ways to do this is by cultivating a home that encourages exploration, curiosity, and creativity .

Start by making learning a natural part of everyday life. Fill your home with books, art supplies , puzzles, building materials, and other resources that spark interest. 

Minimize toys that do the work for the child (toys should do no more than 10% of the work!), and create a space for play that is minimal and simple. Encourage your children to ask questions, explore their passions, and dive into projects that excite them.

The goal is to make learning feel less like a task and more like a natural extension of their curiosity.

Another key is to prioritize downtime. Make sure your children have time each day to unwind, play freely, and engage in activities that bring them joy. This could mean family game nights, outdoor play, or even just quiet time to read or daydream (remember, boredom is GOOD for kids!). 

When children have time to relax and recharge, they are better equipped to face the challenges of school and life with a positive attitude.

It’s also important to model a love of learning yourself. Let your children see you engaging in activities that involve discovery and growth—whether that’s reading a book, working on a hobby, or trying something new. 

When children see that learning doesn’t end when school is over, they are more likely to adopt that mindset themselves.

Finding a Balance That Works for Your Family

Ultimately, every family is different, and there’s no one-size-fits-all solution when it comes to homework (or anything for that matter!).

The key is finding a balance that works for your family’s unique needs and values. If you feel that your child’s homework load is affecting their well-being or family life, it’s okay to set boundaries.

You might choose to limit the hours of homework your child spends each evening, allowing them to stop after a certain point and focus on other activities.

Advocating for less homework doesn’t mean you’re against education—it means you’re for a more holistic approach to learning that respects your child’s developmental needs.

As parents, we have the right to prioritize what we believe is best for our children, even when it means challenging the status quo. 

By taking small steps, whether that’s having a conversation with a teacher or shifting the focus at home, you can help create a more balanced, enriching experience for your child—one that goes beyond the traditional homework model and nurtures their full potential.

The Problem with Homework: It Highlights Inequalities

How much homework is too much homework, when does homework actually help, negative effects of homework for students, how teachers can help.

Schools are getting rid of homework from Essex, Mass., to Los Angeles, Calif. Although the no-homework trend may sound alarming, especially to parents dreaming of their child’s acceptance to Harvard, Stanford or Yale, there is mounting evidence that eliminating homework in grade school may actually have great benefits , especially with regard to educational equity.

In fact, while the push to eliminate homework may come as a surprise to many adults, the debate is not new . Parents and educators have been talking about this subject for the last century, so that the educational pendulum continues to swing back and forth between the need for homework and the need to eliminate homework.

One of the most pressing talking points around homework is how it disproportionately affects students from less affluent families. The American Psychological Association (APA) explained:

“Kids from wealthier homes are more likely to have resources such as computers, internet connections, dedicated areas to do schoolwork and parents who tend to be more educated and more available to help them with tricky assignments. Kids from disadvantaged homes are more likely to work at afterschool jobs, or to be home without supervision in the evenings while their parents work multiple jobs.”

While students growing up in more affluent areas are likely playing sports, participating in other recreational activities after school, or receiving additional tutoring, children in disadvantaged areas are more likely headed to work after school, taking care of siblings while their parents work or dealing with an unstable home life. Adding homework into the mix is one more thing to deal with — and if the student is struggling, the task of completing homework can be too much to consider at the end of an already long school day.

While all students may groan at the mention of homework, it may be more than just a nuisance for poor and disadvantaged children, instead becoming another burden to carry and contend with.

Beyond the logistical issues, homework can negatively impact physical health and stress — and once again this may be a more significant problem among economically disadvantaged youth who typically already have a higher stress level than peers from more financially stable families .

Yet, today, it is not just the disadvantaged who suffer from the stressors that homework inflicts. A 2014 CNN article, “Is Homework Making Your Child Sick?” , covered the issue of extreme pressure placed on children of the affluent. The article looked at the results of a study surveying more than 4,300 students from 10 high-performing public and private high schools in upper-middle-class California communities.

“Their findings were troubling: Research showed that excessive homework is associated with high stress levels, physical health problems and lack of balance in children’s lives; 56% of the students in the study cited homework as a primary stressor in their lives,” according to the CNN story. “That children growing up in poverty are at-risk for a number of ailments is both intuitive and well-supported by research. More difficult to believe is the growing consensus that children on the other end of the spectrum, children raised in affluence, may also be at risk.”

When it comes to health and stress it is clear that excessive homework, for children at both ends of the spectrum, can be damaging. Which begs the question, how much homework is too much?

The National Education Association and the National Parent Teacher Association recommend that students spend 10 minutes per grade level per night on homework . That means that first graders should spend 10 minutes on homework, second graders 20 minutes and so on. But a study published by The American Journal of Family Therapy found that students are getting much more than that.

While 10 minutes per day doesn’t sound like much, that quickly adds up to an hour per night by sixth grade. The National Center for Education Statistics found that high school students get an average of 6.8 hours of homework per week, a figure that is much too high according to the Organization for Economic Cooperation and Development (OECD). It is also to be noted that this figure does not take into consideration the needs of underprivileged student populations.

In a study conducted by the OECD it was found that “after around four hours of homework per week, the additional time invested in homework has a negligible impact on performance .” That means that by asking our children to put in an hour or more per day of dedicated homework time, we are not only not helping them, but — according to the aforementioned studies — we are hurting them, both physically and emotionally.

What’s more is that homework is, as the name implies, to be completed at home, after a full day of learning that is typically six to seven hours long with breaks and lunch included. However, a study by the APA on how people develop expertise found that elite musicians, scientists and athletes do their most productive work for about only four hours per day. Similarly, companies like Tower Paddle Boards are experimenting with a five-hour workday, under the assumption that people are not able to be truly productive for much longer than that. CEO Stephan Aarstol told CNBC that he believes most Americans only get about two to three hours of work done in an eight-hour day.

In the scope of world history, homework is a fairly new construct in the U.S. Students of all ages have been receiving work to complete at home for centuries, but it was educational reformer Horace Mann who first brought the concept to America from Prussia. 

Since then, homework’s popularity has ebbed and flowed in the court of public opinion. In the 1930s, it was considered child labor (as, ironically, it compromised children’s ability to do chores at home). Then, in the 1950s, implementing mandatory homework was hailed as a way to ensure America’s youth were always one step ahead of Soviet children during the Cold War. Homework was formally mandated as a tool for boosting educational quality in 1986 by the U.S. Department of Education, and has remained in common practice ever since.  

School work assigned and completed outside of school hours is not without its benefits. Numerous studies have shown that regular homework has a hand in improving student performance and connecting students to their learning. When reviewing these studies, take them with a grain of salt; there are strong arguments for both sides, and only you will know which solution is best for your students or school.

Homework allows parents to be involved with their children’s learning.

  • Parents can participate in their children’s learning by guiding them through homework assignments and reinforcing positive study and research habits.
  • Homework observation and participation can help parents understand their children’s academic strengths and weaknesses, and even identify possible learning difficulties.

While some amount of homework may help students connect to their learning and enhance their in-class performance, too much homework can have damaging effects.

To help students find the right balance and succeed, teachers and educators must start the homework conversation, both internally at their school and with parents. But in order to successfully advocate on behalf of students, teachers must be well educated on the subject, fully understanding the research and the outcomes that can be achieved by eliminating or reducing the homework burden. There is a plethora of research and writing on the subject for those interested in self-study.

Why homework matters

Homework is the perennial bogeyman of K–12 education. Any given year, you’ll find people arguing that students, especially those in elementary school, should have far less homework—or none at all . I have the opposite opinion. The longer I run schools—and it has now been more than sixteen years—the more convinced I am that homework is not only necessary, but a linchpin to effective K–12 education.

It is important to remember that kids only spend a fraction of their time in school. The learning that does or does not take place in the many hours outside of school has a monumental effect on children’s academic success and is a root cause of educational inequity.

The pandemic gave us a stark demonstration of this reality. Achievement gaps widened between affluent and low-income children not only because low-income students received less in-person or high-quality online instruction during the years of disrupted school, but also because children of college-educated and affluent parents were already less dependent on schools for learning. Affluent children are far more likely to have the privilege of tutors or other types of supplementary instruction, as well as a family culture of reading, and opportunities to travel, visit museums, and more. Homework is a powerful tool to help narrow these inequities, giving children from all backgrounds the opportunity to keep learning when they are not in school.

At Success Academy, the charter school network I founded and lead, we seek to develop students as lifelong learners who have the confidence and curiosity to pursue and build knowledge in all facets of their lives. Homework cultivates these mindsets and habits. Indeed, when teachers don’t assign homework, it reflects an unconscious conviction that kids can’t learn without adults. Kids internalize this message and come to believe they need their teacher to gain knowledge. In reality, they are more than capable of learning all sorts of things on their own. Discovering this fact can be both incredibly exciting and deeply empowering for them.

We also know that none of these benefits accrue when homework is mere busywork. Low-quality homework is likely what drives the mixed research evidence on the impact of homework on student achievement. It also sends the message to kids that doing it is simply an exercise in compliance and not worth their time. Homework must be challenging and purposeful for kids to recognize its value.

For this reason, at Success, we take great care with the design of our homework assignments, ensuring they are engaging and relevant to what takes place in class the next day. When done well, homework can be a form of the “flipped classroom”—a model developed by ed tech innovators to make large college lecture classes more engaging. In flipped classrooms, students learn everything they can on their own at home (in the original conception, via recorded lectures); class time builds on what they learned to address confusion and elevate their thinking to a more sophisticated level. It’s an approach that both respects kids’ capacity to learn independently, and assumes that out-of-class learning will drive the content and pace of the in-person lesson. 

Students always need a “why” for the things we ask them to do, and designing homework this way is motivating for them because it gives them that clear why. Class is engaging and interesting when they are prepared; when they aren’t, they won’t have the satisfaction of participating.

At this point, some teachers may be saying, “I can’t get my kids to hand in a worksheet, let alone rely on them to learn on their own.” And of course, effective use of homework in class relies on creating a strong system of accountability for getting kids to do it. This can be hard for teachers. It’s uncomfortable to lean into students’ lives outside of school, and many educators feel they don’t have that right. But getting over that discomfort is best for kids.

Educators should embrace setting an exacting norm for completing homework. This should include a schoolwide grading policy—at Success schools, missing and incomplete homework assignments receive a zero; students can get partial credit for work handed in late; and middle and high schoolers can revise their homework for a better grade—as well as consistently and explicitly noticing when kids are or are not prepared and offering praise and consequences. Enlisting parents’ help in this area is also highly effective. I guarantee they will be grateful to be kept informed of how well their children are meeting their responsibilities!

Ultimately, minimizing homework or getting rid of it entirely denies children autonomy and prevents them from discovering what they are capable of. As we work to repair the academic damage from the last two-plus years, I encourage educators to focus not on the quantity of homework, but instead on its quality—and on using it effectively in class. By doing so, they will accelerate kids’ engagement with school, and propel them as assured, autonomous learners and thinkers who can thrive in college and beyond.

Well, Harris Cooper , author of The Battle over Homework: Common Ground for Administrators, Teachers, and Parents , and professor of Psychology and Neuroscience at Duke University, has been conducting research on homework for over 25 years. And he’s found some pretty interesting stuff.

Homework, at the high school level, is actually seen to provide great benefit to students. However, this benefit becomes less and less as you move down the academic hierarchy. Middle school students do not benefit nearly as much, and elementary school students don’t benefit from homework at all.

And others agree, like University of Arizona Education professor, Etta Kralovec .

Why homework should not be assigned to elementary school students

The research has pointed out a few reasons that homework should be done away with at the elementary school level:

1. Children at this level are just beginning their academic careers. Homework has been seen to have a negative impact on young students’ attitudes toward school, so making them dislike it from the start is counter-intuitive. Learning at this level should be fun and engaging. Having them read is noted as the better solution by researchers.

2. Homework is largely designed to build the relationship between parents and children, by having the parents get involved, but it has been seen to have the opposite effect on elementary school students. Because they need to be reminded about their homework at this age, kids and parents will often battle because doing more work before bedtime is not something they’re often interested in. This relationship can carry into later years of schooling where homework actually provides the most benefit.

3. Children gain a false sense of responsibility from homework. Many supporters of homework claim that regular homework gives children a sense of responsibility, but this has only been found to be true when they are older. Having to remind a child of homework every night destroys this sense of responsibility.

4. Homework takes up time that should be spent doing kid-stuff. Research has found that kids don’t exercise as much as they should. Physical activities in the evenings and over the holidays, like team sports or just playing outside, benefit children much more than homework.

5. Rest is key to a child’s productivity in school. At this age, elementary school students should be getting about 10 hours of sleep per day, and homework often cuts into this time. If you want your child to be 100 percent ready to take on their day, they need that rest time.

It used to be that students were the only ones complaining about the practice of assigning homework. For years, teachers and parents thought that homework was a necessary tool when educating children. But studies about the effectiveness of homework have been conflicting and inconclusive, leading some adults to argue that homework should become a thing of the past.

What Research Says about Homework

According to Duke professor Harris Cooper, it's important that students have homework. His meta-analysis of homework studies showed a correlation between completing homework and academic success, at least in older grades. He recommends following a  "10 minute rule" : students should receive 10 minutes of homework per day in first grade, and 10 additional minutes each subsequent year, so that by twelfth grade they are completing 120 minutes of homework daily.

But his analysis didn't prove that students did better because they did homework; it simply  showed a correlation . This could simply mean that kids who do homework are more committed to doing well in school. Cooper also found that some research showed that homework caused physical and emotional stress, and created negative attitudes about learning. He suggested that more research needed to be done on homework's effect on kids.

Some researchers say that the question isn't whether kids should have homework. It's more about what kind of homework students have and how much. To be effective, homework has to meet students' needs. For example, some  middle school teachers have found success with online math homework  that's adapted to each student's level of understanding. But when middle school students were assigned more than an hour and a half of homework, their  math and science test scores went down .

Researchers at Indiana University discovered that math and science homework may improve standardized test grades, but they  found no difference in course grades  between students who did homework and those who didn't. These researchers theorize that homework doesn't result in more content mastery, but in greater familiarity with the kinds of questions that appear on standardized tests. According to Professor Adam Maltese, one of the study's authors, "Our results hint that maybe homework is not being used as well as it could be."

So while many teachers and parents support daily homework, it's hard to find strong evidence that the long-held practice produces positive results.

Problems with Homework

In an article in  Education Week Teacher , teacher Samantha Hulsman said she's frequently heard parents complain that a 30-minute homework assignment turns into a three-hour battle with their kids. Now, she's facing the same problem with her own kids, which has her rethinking her former beliefs about homework. "I think parents expect their children to have homework nightly, and teachers assign daily homework because it's what we've always done," she explained. Today, Hulsman said, it's more important to know how to collaborate and solve problems than it is to know specific facts.

Child psychologist Kenneth Barish wrote in  Psychology Today  that  battles over homework rarely result in a child's improvement in school . Children who don't do their homework are not lazy, he said, but they may be frustrated, discouraged, or anxious. And for kids with learning disabilities, homework is like "running with a sprained ankle. It's doable, but painful."

Barish suggests that parents and kids have a "homework plan" that limits the time spent on homework. The plan should include turning off all devices—not just the student's, but those belonging to all family members.

One of the  best-known critics of homework, Alfie Kohn , says that some people wrongly believe "kids are like vending machines—put in an assignment, get out learning." Kohn points to the lack of evidence that homework is an effective learning tool; in fact, he calls it "the greatest single extinguisher of children's curiosity that we have yet invented."

Homework Bans

Last year, the public schools in Marion County, Florida,  decided on a no-homework policy for all of their elementary students . Instead,  kids read nightly  for 20 minutes. Superintendent Heidi Maier said the decision was based on Cooper's research showing that elementary students gain little from homework, but a lot from reading.

Orchard Elementary School in South Burlington, Vermont, followed the same path, substituting reading for homework. The  homework policy has four parts : read nightly, go outside and play, have dinner with your family, and get a good night's sleep. Principal Mark Trifilio says that his staff and parents support the idea.

But while many elementary schools are considering no-homework policies, middle schools and high schools have been reluctant to abandon homework. Schools say parents support homework and teachers know it can be helpful when it is specific and follows certain guidelines. For example, practicing solving word problems can be helpful, but there's no reason to assign 50 problems when 10 will do. Recognizing that not all kids have the time, space, and home support to do homework is important, so it shouldn't be counted as part of a student's grade.

So Should Students Have Homework?

Should you ban homework in your classroom? If you teach lower grades, it's possible. If you teach middle or high school, probably not. But all teachers should think carefully about their homework policies. By limiting the amount of homework and improving the quality of assignments, you can improve learning outcomes for your students.

What has eight letters and strikes fear into the hearts of students around the world? No, it's not broccoli, but that was a good guess! Give up? HOMEWORK !

Did you just gasp in fear and anguish ? We're sorry, but homework is a fact of life and it's time we took a closer look at it. Even though it might get in the way of playing outside or watching your favorite television show, it's necessary and, believe it or not, good for you!

Homework creates a bridge between school and home. Parents rarely get to spend much time with you while you're at school. Homework allows them to keep up with what you're doing in your classes on a daily basis. But you don't have homework purely for your parents' benefit . It's good for you, too!

Homework can help you become a better student in several different ways. First of all, homework given in advance of a particular subject can help you make the most of your classroom discussion time. For example, before beginning a discussion of a complex period in history , it can be very helpful to read background information as homework the night before.

Homework also gives you valuable practice with what you've learned in the classroom. Often, the brief period of time you have during class to learn something new is simply not enough. Repeating classroom concepts at home helps to cement in your mind the things you learned.

For example, you've probably experienced the value of homework when it comes to mathematics . A new concept explained in class might seem foreign at first. With repetition via homework, however, you reinforce what you learned in class and it sticks with you. Without homework, a lot of classroom time would be wasted with repetition that could more easily be done outside the classroom.

In these ways, homework expands upon what is done during the day in the classroom. Your overall educational experience is better, because homework helps you to gain and retain more knowledge than would be possible with only classroom work. As you learn more, you know more and you achieve more…and you have homework to thank!

Homework teaches lessons beyond just what's taught in the classroom, too. Bringing homework home, completing it correctly, and turning it in promptly teaches a host of other important life skills, from time management and responsibility to organization and prioritization .

Despite these benefits found by researchers, the topics of who should receive homework and how much homework are hotly debated among educators and researchers. In one study , researchers found that academic gains from homework increased as grade level increased, suggesting homework is more beneficial for older students. Some researchers have found that too much homework can lower or cancel its benefits and become counterproductive , because students become burned out.

How much is too much? That depends upon many complex factors, including the individual abilities of the child, other demands upon time, such as sports, part-time jobs, family responsibilities, and types of classes. If you feel overburdened by homework, the best thing you can do is to open a dialog with your teacher. Be open and honest about your feelings regarding homework and work with your teacher to strike a reasonable balance that helps you achieve your educational goals.

This is so true! In my house, homework never connected me to my parents, because like work at school, I saw it as a test of what I could do individually. Thus, as all my time was taken up by homework, I almost never spent time with my parents. Now I feel isolated from them.

You've really done some EXCELLENT research from some reputable sources, Kai!  Our Wonder Salute to you!  One thing to note: in the Washington Post article, they do make a distinction that heavy homework loads in elementary can be negative.  In higher grades, this might not be the case "Homework, in fact, is an important component of education for students in the middle and upper grades of schooling.".  It certainly raises a very good question which is we shouldn't assume homework is helping and adding more homework all the time seems to definitely not be helping.  It's a great question that deserves a lot more thought and research.  Thank you for WONDERing and researching, Kai!

I'd agree with the fact that practice does help learning on a basic level of memory but, in experience as a student, I cannot say that homework could be considered "practice." I've had many-a-teacher that has given homework out and I've had to google search how to do most of it because I was never taught it in class. Homework is more of busy work in the way of doing hobbies, eating, sleeping, and a happy and healthy life style that could possibly be important in "the real world", as if this torture is as easy as petting a bunny. Homework CAN provide help in small, sparatic, doses. If you are bombarded with homework everyday, it really becomes more harmful than helpful.

Yes, I agree and I too get tired of it. In my school they said that HW, was just the same lesson at home than at school. It is just a review. I am smart and don't study (LOL) and yet I have always gotten an A or a B in my tests (BTW, studying is considered homework for some reasons)

A lot of students don't like homework, ..., and it can be challenging to keep up with homework with everything else going on in your life. The important thing is to do your best, because there are lots of benefits to homework even if it doesn't always seem like it. To answer your question, Im pretty sure homework is NOT a law, but pretty much every teacher gives you homework. Depending on what grade you are in, usually grades 1-3 get 0-30 minutes of homework each night. grades 4-6 get 0-2 hour of homework each night, and Grades 7 and 8 get 30-3 hours of homework each night..... all of this depends on the student and how he or she learns. but this is what the average student gives to do homework in Elementary school

A Look at State Efforts to Ban Cellphones in Schools and Implications for Youth Mental Health

Heading into the 2024-2025 school year, a growing number of states are implementing or considering state-wide bans on cellphones in schools. Many leaders in education and policymakers suggest cellphone bans will help mitigate youth mental health concerns and distractions during academic instruction. The resurgence of cellphone bans follows two advisories from the U.S. Surgeon General on the youth mental health crisis and the harmful impacts of social media use and recommendations from UNESCO to limit cellphone use in schools across the world. Unlike many recent political issues, school cellphone ban policies have largely received bipartisan support, and the Biden-Harris administration continues to promote online safety for youth. At the same time, research on the effectiveness of cellphone bans is limited, and although multiple states are adopting these bans, challenges remain with enforcement, accommodating exceptions, and equity.

How widespread are school cellphone bans?

Cellphone bans began decades ago amid concerns about drug deals among students via cellphones or pager devices, and have fluctuated since. In 2009, 91% of public schools prohibited cellphone use, which fell to 66% in 2015 before rising again to 76% in 2021. Cellphone bans are now being considered at the state level in light of growing student academic and mental health concerns that are associated with excessive use of smartphones.

Seven states have passed state-wide policies that ban or restrict cellphone use in schools as of September 4, 2024 (Figure 1) . These policies vary from state to state. 

  • Florida passed a phone ban for K-12 classrooms that prohibits cellphone use during class time and blocks access to social media for all devices on district Wi-Fi. Additionally, there is a digital literacy component beginning in sixth grade that requires education on the spread of misinformation on social media and digital footprints. The ban went into effect in July 2024.
  • Indiana’s ban prohibits students from using any portable wireless device (including cellphones, gaming devices, laptops, and tablets) during instructional time, with exceptions from teachers and/or administrators, or during emergencies. Each school board in Indiana is then expected to draft and publicly post specific policies for their schools – i.e. whether students can access their devices during lunch or what consequences students may face for using prohibited devices. The ban went into effect in July 2024.
  • Louisiana passed a ban , which will take effect in the 2024-2025 academic year, that prohibits both the use and possession of cellphones throughout the school day. If cellphones are brought onto school property, they must be turned off and stored away. Exceptions can be made for students who require learning accommodations.
  • Minnesota’s bill instructs school districts and charter schools to adopt policies on student cell phone use and possession by March 2025, but it does not specify the nature or extent of these policies.
  • Ohio’s ban , similarly to Indiana’s, requires every school district to create and implement official policies regarding cellphone use at school. The bill includes exceptions for those with health conditions that require monitoring or for learning accommodations. The bill will take effect in August 2024.
  • South Carolina’s ban was implemented via the Governor’s Budget Proviso 1.103 , which requires public schools seeking State Aid to Classrooms to implement the model policy drafted by the State Board of Education beginning in January 2025. The Board’s model policy was approved in September of 2024, prohibiting students from accessing unauthorized electronic devices unless authorized for educational or health purposes. A special exception is made for students who volunteer for emergency response organizations, who must receive written permission.
  • Virginia’s Governor established Executive Order 33 , which ordered state officials to solicit public opinion regarding cellphones in schools to allow them to create definitions of “cellphone-free education” and to publish both model implementation plans and draft policy guidance to inform public school systems’ phone policies. The governor also ordered the state to make $500,000 available to support the implementation of school cellphone policies.

Fourteen states have introduced state-wide legislation that bans or restricts cellphone use in schools and education departments in six states have issued recommended policies or pilot programs that similarly aim to ban or restrict cellphone use in schools (Figure 1) . States are taking a variety of measures to mitigate cellphone use during instruction time. In Alabama , Connecticut , New Hampshire , and West Virginia , their respective education departments have issued guidance on restricting cellphone use in schools (Figure 1). Pilot programs via the education departments in Arkansas and Delaware allocate funds for students to use lockable magnetic phone pouches during school hours. Similarly, while legislation is under consideration in Pennsylvania, the Governor amended the existing School Safety and Mental Health grant program, allowing for the purchase of lockable phone pouches. Georgia has restricted access to social media platforms during school, and New Jersey established a commission to study the effects of social media use at school. Arizona and Utah each introduced bills that subsequently failed, but draft bills indicate that these states continue to work towards phone-free learning environments.

Implementation and enforcement of cellphone bans may be difficult to navigate . The enforcement of these cellphone bans often becomes an added responsibility for teachers . Exceptions to these bans are also challenging to navigate as many students may need their devices for medical reasons or parents have differing expectations for maintaining contact. Additionally, cellphone bans have brought to light equity concerns – for example, New York’s prior state-wide cellphone ban was lifted in 2015 in part because of stricter enforcement at schools serving students from low-income households compared to schools serving students from high-income households. At the same time, banning cellphones has been linked to positive outcomes, such as improved test scores , especially among students who typically do not perform as well academically.

What is the connection between cellphone use and mental health?

Youth often use cellphones to access social media and social media is linked to poor mental health . In 2023, a survey of adolescents found that 51% reported using social media for at least four hours per day. Adolescent social media use is associated with higher rates of anxiety and depression, exposure to harmful content – the effects of which adolescents are more susceptible to – and body dissatisfaction and eating disorders , especially among girls. Excessive social media use and social media addiction are associated with sleep issues , which may result in negative neurological effects . However, social media use among youth can also be beneficial as it allows for self-expression, finding communities with shared interests, and accessing important resources, including mental health resources.

Approximately nine in ten public schools report occurrences of cyberbullying – a form of bullying through technological devices, including cellphones – among students (Figure 2) . Cyberbullying is associated with social and emotional distress , depression , and suicidal ideation among youth and is more often  experienced  by female and sexual minority youth compared to their peers. In 2023, 16% of high school students reported electronic bullying, and this was heightened among LGBT+ adolescents (25%) and females (21%). Technological devices can also be used to create and spread digitally altered pornographic content without consent – a practice that primarily targets females and may negatively impact their mental health. Further, cellphone ownership among youth is linked to increased experiences of cyberbullying.

Excessive cellphone use can distract from in-person socialization and is associated with loneliness among adolescents . Establishing and building relationships with peers is beneficial to youth well-being and can have a protective effect on adolescents experiencing adversity. With the distraction of cellphones, peer relationship-building may be negatively impacted.

Approximately 40% of public schools report moderate to severe negative impacts on student learning and on teacher and staff morale when students use their electronic devices without permission (Figure 3) . Many teachers report that students being distracted with their cellphones is a major problem in their classrooms and that enforcing cellphone restrictions is challenging. The presence of smart phones may reduce cognitive capacity, especially for those highly addicted to their phones, and notifications disrupt focus and attention. Further, there is a negative association between time spent on smartphones and academic performance.

What is known on the effectiveness of cellphone bans and other actions to address youth mental health?

While evidence on the outcomes of school cellphone bans is limited, widespread concerns regarding the harms of smartphone use on youth well-being continue to invoke action by policymakers and leaders in education . Emerging research on student outcomes is mixed, with some studies suggesting improvements in student mental health and academic performance and a reduction in bullying, and others showing little to no change. While evidence on school bans is inconsistent, rising concerns regarding the harms of social media and internet use among youth have led to policy and safety measures being introduced at the state and federal level. For instance, policymakers recently introduced bipartisan legislation – the Focus on Learning Act – that calls on the U.S. Department of Education to conduct studies on the impact of cellphone use on students’ academic and mental health outcomes, among other provisions. Cellphone bans in schools, however, cannot serve as the sole response to technology-associated harm to youth. Other multi-prong approaches are also being implemented, such as the Biden-Harris administration’s continued efforts to improve online safety for children. These include creating the Kids Online Health and Safety Task Force , which recently released Best Practices for Families and Guidance for Industry , and a Call to Action to mitigate image-based sexual abuse. Additionally, the Surgeon General recommended that social media platforms include a warning label that states that social media is linked to poor mental health among adolescents.

Ariel Bowling, a sophomore at Apalachee, was walking to a vending machine with a friend when she heard gunfire erupt yesterday.

"We had gotten like halfway out of the room and there’s a brick wall so you can’t really see who’s out in the hall. And then we heard shots fired and we ran back into the room and we all just piled on top of each other in the corner,” she said on NBC's "TODAY" show Thursday morning.

Her mother, Tabitha, recalled receiving a call from her daughter — then hearing five gunshots ring out.

“Then the phone went dead so I didn’t know if she was hurt and she was calling 911," the mother said.

Bowling said the shooting was "just a really traumatic experience," especially as it unfolded in a space meant to protect and embrace children.

“I just feel like you’re basically never safe anywhere and no matter if there’s cops in the school, there’s still no safety at all,” Bowling said.

The page, set up by Angulo's older sister, Lisette, has attracted more than 900 donations, with some donors offering $1,000 to help with funeral expenses.

"Unfortunately my baby brother was one of the victims of the school shooting at Apalachee High School," she writes in a message on the page.

"He was only 14 years old. He was a very good kid and very sweet and so caring. He was so loved by many. His loss was so sudden and unexpected. We are truly heartbroken. He really didn’t deserve this," she said.

Authorities were notified of a problem at Apalachee High School after a security button carried by teachers was pressed, the Barrow County sheriff said.

The technology is new, Sheriff Jud Smith said at a news conference.

The system “alarms us and alerts the law enforcement office after buttons are pressed on an ID, and it alerts us to that there is an active situation at the school for whatever reason, and that was pressed,” Smith said. “And we’ve had that for about a week now.”

Investigators working on timeline of suspected shooter's actions

GBI Director Chris Hosey said that investigators were trying to clarify a timeline of the suspected shooter’s actions before the deadly gunfire at Apalachee High School.

Also under investigation is how the 14-year-old suspect got into the school, Hosey said in response to questions at a news conference tonight.

“We’re still investigating that aspect of it,” Hosey said.

“We’re still trying to clarify a lot of the timeline from the time that he got here to school today until the incident took place,” he said when asked about the suspect’s movements prior to the shooting.

Georgia’s U.S. senators condemn shooting, offer condolences

Georgia’s two U.S. senators today expressed shock and sadness about the deadly high school shooting at Apalachee High School, and said their condolences were with the families of the victims and others affected.

“Today’s horrific attack at Apalachee High School is a despicable act of violence unimaginable for any parent,” Sen. Jon Ossoff, a Democrat, said in a statement .

Sen. Raphael Warnock, also a Democrat, said that his heart breaks for the families of the victims and every student at the school.

“The entire Winder community is in my prayers, but we can’t pray only with our lips—we must pray by taking action,” Warnock wrote on X .

“Until we center the people and start a serious, bipartisan conversation in Washington & state capitols across the country to advance popular, commonsense gun safety reforms, the sad truth is it’s only a matter of time before this kind of tragedy comes knocking on your door,” he added.

U.S. Rep. Mike Collins, a Republican whose district includes Barrow County, said that he and his wife “ are praying for the victims, their families, and all students at Apalachee High School in Barrow County.” He also pledged any assistance needed.

Victims were two 14-year-old boys and two math teachers

The two students killed in today’s shooting at Apalachee High School were both 14, the director of the Georgia Bureau of Investigation said.

The children killed were Mason Schermerhorn and Christian Angulo, the Georgia Bureau of Investigation said.

The teachers killed were Christina Irimie, 53, and Richard Aspinwall, 39, the GBI said.

The school's website says the teachers taught math. Aspinwall is also listed as a defensive coordinator for the football team.

Investigators looking at previous contacts with family services

GBI Director Chris Hosey said that investigators are aware of possible contact between the suspect and the state's family and children’s services, but don’t know if that played any role in today’s high school shooting.

“We’re also aware of some previous contacts that the Department of Family and Children Services in the area had had with the suspect and his family,” Hosey said. “We are pursuing that avenue as well, too.”

He was not more specific about those contacts.

“Let me stress again, as we have many times, that this is still a very fluid investigation. It is still very active,” Hosey said.

Gov. Kemp says shooting is ‘everybody’s worst nightmare’

Georgia Gov. Brian Kemp said that today’s shooting at Apalachee High School is “everybody’s worst nightmare” and pledged that the state will use every resource to support the community.

“This is everybody’s worst nightmare,” Kemp said at a news conference tonight. “And I just want to offer my sincere condolences and our thoughts and prayers to the families that have lost loved ones, for those that are injured continuing to fight through just a tragic time.”

In addition to two students and two teachers who were killed, eight students and one teacher were injured and are in the hospital. They are all expected to recover, the sheriff said.

Kemp asked all Georgians and Americans to keep the families, educators and students in their prayers.

All injured victims expected to survive

Everyone injured and at hospitals after today’s high school shooting is expected to survive, Barrow County Sheriff Barrow County Sheriff Jud Smith said.

“All of our victims that are at the hospital are going to make it and going to recover well, as we’ve been told, and we don’t expect any more fatalities at this time," Smith said at a news conference tonight.

Shooter used AR-style weapon

The 14-year-old suspect in today’s deadly shooting at Apalachee High School used an “AR platform-style weapon,” the director of the GBI said.

The exact model of gun was not specified at tonight's news conference.

WINDER, Ga. — In 1997 in Pearl, Mississippi, Lisa Sanders was a law enforcement official on the scene after a 16-year-old shot and killed two classmates after beating his mother to death.

Sanders said she was shaken by the scene and eventually transitioned into education. Since then, she said she has shown up at the scene of two other school shootings because, “I just feel like I should be there.”

She moved to metro Atlanta two years ago, and when she learned of the latest tragedy, she headed to Winder.

“I don’t know anybody here,” said Sanders, a counselor in the Gwinnett County School System. “I never thought that in 1997, before Columbine, this would be such an epidemic. I thought we’d have a handle on it. But it’s out of hand."

"To have this continually happening is so tragic," she said. "All these years later, I feel like I have to be here. I’m so saddened by it. But being here makes me feel connected to the people who need comforting.”

Suspected gunman was investigated in 2023 over school threats, FBI says

The 14-year-old suspect in the deadly Apalachee High School shooting was investigated last year over online threats about a school shooting, federal officials said.

“In May 2023, the FBI’s National Threat Operations Center received several anonymous tips about online threats to commit a school shooting at an unidentified location and time," the FBI and Jackson County Sheriff’s Office said in a joint statement. The online threats contained photos of guns, they said.

“Within 24 hours, the FBI determined the online post originated in Georgia, and the FBI’s Atlanta Field Office referred the information to the Jackson County Sheriff’s Office for action.”

The sheriff's office identified a possible subject, a 13-year-old male, and interviewed him and his father, officials said. The FBI confirmed that the 13-year-old is the same person in custody related to today’s shootings.

"The father stated he had hunting guns in the house, but the subject did not have unsupervised access to them. The subject denied making the threats online. Jackson County alerted local schools for continued monitoring of the subject," the agencies said in a statement tonight.

“At that time, there was no probable cause for arrest or to take any additional law enforcement action on the local, state, or federal levels.”

Apalachee High is 2nd school shooting involving active shooter this year

Today’s deadly shooting at Apalachee High School in Winder, Georgia, is the second school shooting involving an active shooter in 2024, according to a count of school shootings by NBC News.

The other school shooting this year occurred on Jan. 4, when a 17-year-old student at Perry High School in Perry, Iowa, fatally shot a sixth-grader, wounded four others, and then killed himself.

At 6 p.m., a helicopter circled the campus from above. The street and perimeter of the school are lined with media.

While the scene at the school was bustling, the neighborhood of single-family homes across the street is quiet. Not one person could be seen lingering outside.

Winder planning vigil for community to grieve together

The city of Winder will hold a vigil at 7 tonight after today’s deadly shooting at a high school.

The vigil will be at Jug Tavern Park in the city of around 18,300.

The city said in an announcement on Facebook that the event will be “for a time to be together and grieve for the horrific events that unfolded in Barrow County today.”

‘Hate will not prevail,’ sheriff says after shooting

Barrow County Sheriff Jud Smith pledged that “hate will not prevail” after today’s deadly shooting at Apalachee High School.

“This is home for me. I was born and raised here. I went to school in this school system. My kids go to this school system. I’m proud of this school system,” Smith said. “My heart hurts for these kids. My heart hurts for this community.”

“But I want to make it very clear that hate will not prevail in this county. I want that to be very clear and known,” he said. “Love will prevail over what happened today.”

A motive in the shooting is unclear, and Smith said he did not know why the shooter opened fire. Smith described the shooting as “pure evil.”

Officials don't yet know if gunman targeted the victims

Investigators could not immediately determine whether the 14-year-old shooting suspect targeted the victims at Apalachee High School or it was a random attack.

"We don't know of any targets at this point," Barrow County Sheriff Jud Smith told reporters. "We have not identified that at this point."

Smith also said there were no clear connections between the suspect and the victims.

Four people were killed and nine injured in the shooting.

Suspect, 14, gave up immediately when confronted

A campus police officer quickly confronted a 14-year-old gunman, who is a student at the school, and got him to surrender immediately, officials said,

"Our school resource officer engaged him and the shooter quickly realized that if he did not give up, that it would end with an OIS — an officer involved shooting," Barrow County Sheriff Jud Smith told reporters.

"He gave up, got on the ground and the deputy took him into custody."

School district will be closed through rest of week

Barrow County Schools will be closed for the rest of the week.

"Our schools will be closed for the remainder of this week as we cooperate fully with law enforcement to get answers to the many questions that we all have," district Superintendent Dallas LeDuff told reporters.

Golf coach David Phenix was among those injured in the shooting at Apalachee High School today, his daughter said.

In a Facebook post, Katie Phenix wrote that her father was shot in the foot and hip, shattering his hip bone.

David Phenix was alert and awake when hospitalized, she wrote, and he was in stable condition after being released from surgery.

Miguel Eduardo Perichi Orta, a sophomore, recounted the moments surrounding the shooting. He told WXIA reporters that he heard banging following a loud boom.

"I was shaking, scared," Miguel said. "I couldn't communicate with my phone for half an hour, and I didn't know what was going to happen."

Once the police let students out of the classrooms, Miguel described seeing gunpowder and blood on the ground.

"I saw like a huge puddle of blood in the classroom, and that really, it like dropped my stomach," he said. "It was heartbreaking to see that."

Miguel said he was "upset and disappointed" over the deadly violence.

"If something like this can happen here, when you think it's a normal day, it can happen anywhere, and that's what really hurts," he said.

14-year-old girl on shooting: 'I didn't want to die that way'

Camille Nelms said she was crying when a gunman fire on her classroom.

As bullets came flying into the room, the teacher and students tried to take shelter in the corner, the teen said.

"I was crying, I didn't want to die that way," Nelms told NBC affiliate WXIA of Atlanta. "I don't want to meet the Lord that way."

Apalachee parent describes harrowing details from daughter's friend

Jackie Moore, the mother of an Apalachee freshman, spoke with NBC News about what her daughter knew about the moments leading up to the shooting.

One of her daughter’s friends, who was in a classroom two doors down from where the shooting occurred, said she heard someone banging on a door and shouting, “Open the f---ing door, let us in” before gunshots rang out. He said he then witnessed gunpowder, gun shells and blood everywhere.

Fortunately, Moore was able to find her daughter after rushing to the school.

"I literally stopped everything and took off just to be here," Moore said, her voice trembling. "My heart was just breaking because my daughter wasn’t responding to her texts or phone calls. It was terrifying."

Moore is now waiting to reunite with her son, who attends a nearby middle school.

AG Merrick Garland 'devastated' by deadly Georgia shooting

Federal law enforcement agencies, including the FBI and ATF, are on the scene in Georgia to assist local authorities in the ongoing probe at Apalachee High School, a "devastated" Attorney General Merrick Garland said.

"We are still gathering information but the FBI and ATF are on the scene, working with state, local and federal partners," Garland told reporters.

"I'm devastated for the families who have been affected by this terrible tragedy. The Justice Department stands ready to provide resources or support the Winder community needs in the days ahead."

Neighbor of Apalachee student: 'He probably doesn't want to finish the rest of the year'

WXIA reporters spoke with a neighbor of an Apalachee High School student who rushed to the school and confirmed that the student was safe.

"I'm sure he's devastated," the neighbor said. "He probably doesn't want to finish the rest of the year. His last year, and this is what happens."

The neighbor said that the student heard the shooting and called his mom.

"He's like, 'They're shooting, they're shooting right across from my classroom,'" the neighbor said. "He called his mom devastated, I'm sure."

Georgia law enforcement officials say a suspect is in custody after a shooting that resulted in multiple casualties after a shooting at Apalachee High School.

Students to be released from surrounding schools as investigation continues

Sheriff Jud Smith said that schools surrounding Apalachee High School, which were placed on a soft lockdown after reports of the shooting, would release their students soon as families anxiously await reunions with their students.

Smith called the investigation "very active and ever-developing," as officials of numerous sheriff’s offices from across the state of Georgia could be seen on Apalachee’s campus.

Police step up patrols near Atlanta public schools

The deadly school shooting, about 45 miles northeast of Atlanta, has prompted officials to step up patrols around campuses in Georgia's biggest city.

​"I have been in contact with APD chief, and APD has been working with Atlanta Public Schools Police Department to bolster patrols around our schools for the rest of the day out of an abundance of caution," Atlanta Mayor Andre Dickens said in a statement .

"​APD has also been on standby in case other law enforcement agencies need assistance with this incident. May God comfort the victims and their loved ones in the difficult days ahead."

Sheriff describes 'chaotic' scene following deadly school shooting

Reuniting students with their parents is the immediate top priority of law enforcement in the wake of this deadly shooting, officials said.

Barrow County Sheriff Jud Smith confirmed that one suspect as in custody.

"We're in the process of reunifying our students with their parents," Smith told reporters. "Obviously, that's chaotic, but we want to be respectful of them and their privacy as well."

Smith did not reveal any additional details about the shooting at Apalachee High School but said he hopes to give more information at a 4 p.m. news conference.

Rep. Lucy McBath, D-Ga., who lost her son Jordan Davis to gun violence in 2012, said in a post to X : “I am praying for the students of Apalachee High School and the community of Winder. I am praying for families across our state and entire country. Too many continue to experience the pain of gun violence. No family should have to go through this.”

McBath became active in efforts to curb gun violence after her son’s killing and made the issue a main thrust of her campaign for Congress in 2018.

Grandmother of Apalachee student: 'Start praying'

Shirly Powers is the grandmother of an Apalachee student and spoke with NBC News about her urgent rush to the school.

"My daughter called me at work screaming that there was a shooter at Apalachee and begged me to get there as quick as possible," Powers said.

She said the principal instructed her grandson to run to the band room.

"Start praying, for all the kids, not just my grandson," she added.

Gov. Brian Kemp orders state law enforcement to assist

Georgia Gov. Brian Kemp dispatched state resources to assist local authorities in the ongoing shooting probe at Apalachee High School, about 45 miles northeast of Atlanta.

"I have directed all available state resources to respond to the incident at Apalachee High School and urge all Georgians to join my family in praying for the safety of those in our classrooms, both in Barrow County and across the state," Kemp said in statement .

"We will continue to work with local, state, and federal partners as we gather information and further respond to this situation," Kemp added.

A heavy police presence remains at Apalachee

A WXIA helicopter showed streams of cars and a heavy police presence at Apalachee High School as families waited to search for their students. Federal agents were also at the scene.

The high school, which has approximately 1,900 students, has been in session for just a few weeks, since Aug. 1.

Hospital has received one gunshot wound victim

A Grady Health System spokesperson said the hospital has so far received one gunshot wound victim from Apalachee High School.

Grady Hospital is about an hour's drive from the school.

Law enforcement officials briefed on the Georgia investigation into the shooting at Apalachee High School in Barrow County say that initial information from the scene is that at least two people have been killed and at least four have been injured.

The officials cautioned that the information is preliminary and subject to change. 

It is not yet clear if the victims were students or teachers. A suspect is in custody, and it also isn’t clear if he is among those injured or killed. 

One suspect is in custody after gunfire was reported at Apalachee High School in Winder, Ga., and casualties have been reported. NBC News’ Anne Thompson reports on the latest details from the shooting.
