There are librarians whose hearts fill with dread at the mere mention of a “business plan”. They didn't become librarians, they will say, to spend hours writing out plans, setting goals and time frames, using measurement data, and costing everything that moves or doesn't move. Yet these activities now fill large portions of the library manager's time and the ability to write a cogent and credible business plan is an essential part of the repertoire. This excellent manual will help all those who still find writing business plans a struggle.

The contents cover the whole process from the first moment of asking why a business plan is necessary to the last steps of communicating the plan to stakeholder groups. Along the way the reader is shown all the component parts of a typical business plan, and there are 25 sample plans to use as examples. Chapters deal with describing the service as it is, setting objectives for the future, conducting a SWOT analysis, determining strategies and action plans, and the related activities of writing both marketing and financial plans.

There are 30 worksheets that can be used at various stages of the process, and all the worksheets and sample plans are reproduced on a CD‐ROM that accompanies the book, making it even more practical for the library manager to use. In fact, there is probably nothing hugely original in this book, yet it leads the field because the author has packed so much valuable information between the covers. If a concept is a little difficult for the reader to understand and apply, then there is almost certainly an example to illustrate the point. As a “how‐to‐do‐it” manual it is excellent.

There are numerous references with every chapter and a thorough index. I highly recommend this book for all library studies collections, and if there is a library manager you know who dreads the thought of writing a business plan, do them a favour and tell them about this book. Better still, buy it for yourself.

🔍 For each source you consult, consider the following:

Bias or purpose . Look for information on the author of the source. Consider the context of the information you’re looking at. Be aware of how you found the source. Then decide if there are biases you need to factor into your evaluation: Is the author trying to convince you of something? Is there hyperbolic language that suggests the author is trying to increase traffic to their source?

Reliability & credibility . Dig deeper: Where exactly does the information come from? Has it been edited or reviewed by industry authorities? Look for references, dates, and statistics—anything that can help you verify that what you’re reading is reliable.

Transparency . The perfect source does not really exist! Not all sources are going to be relevant to you & your business. So to move forward with carefully evaluated information, it’s important to review the transparency of the sources you use.

Libraries Build Business (2020-2022) was a national initiative of the American Library Association (ALA), supported by Google.org, intended to build capacity in libraries offering programming or services to local entrepreneurs and the small business community, prioritizing low-income and underrepresented entrepreneurs.

ALA accepted grant proposals from public libraries with a documented history of providing services for small business and/or entrepreneurs for low-income and/or underrepresented groups in their communities. ALA awarded a cohort of 13 public libraries grants of up to $150,000.

The Libraries Build Business Playbook

The Libraries Build Business Playbook is a resource collaboratively developed by LBB cohort members to share practical resources and advice, promising strategies and models, and inspiration for programming and services for any library, no matter their size or budget, to adapt in their context. It will guide your library to a local program fit with resources including monitoring and evaluation tools that your library can use to track progress and drive impact; specific strategies to prioritize equity, diversity, and inclusion; and accessible suggestions for getting started, building partnerships, and more. We hope that you will benefit from what we’ve learned and explored – adapting the resources, ideas, and experiences in this playbook while adding your own library’s voice and expertise to the conversation.

This brief for policymakers discusses the national impact of library business building programs, and the role libraries play in helping underrepresented entrepreneurs, providing specialized equipment, connecting entrepreneurs to peers and communities, and boosting economic development.

Project History

During the course of the LBB project, which launched in 2020, the ALA team and a cohort of 13 public libraries have worked together to answer questions, pilot projects, develop resources, and share these learnings with the wider library community. The initiative is diverse in terms of both library participants and entrepreneurs. The LBB cohort libraries represent 12 states and include urban, suburban, rural, and Tribal libraries of all sizes. Additionally, LBB projects have impacted more than 15,000 small business owners and entrepreneurs across the United States, serving a range of entrepreneurs including individuals re-entering the workforce from jail or prison, primarily Spanish-speaking sidewalk vendors, rural entrepreneurs, tribal members, and minority-owned tech startups. LBB cohort libraries are offering programs and services such as: business incubators, co-working and maker spaces; classes and workshops including Business 101, ESL for Business Owners, Web Design and Marketing, and Accounting; mentorship and one-to-one training with small business owners, entrepreneurs, and local partners; specialized equipment and technology; promotion and marketing assistance; as well as research and reference services, including assistance navigating legal and business licensures and requirements. Libraries Build Business projects are thoughtfully designed with consideration of local business and industry demands, based on community-specific market research and needs assessments.

中期経営計画の実行課題

本中期経営計画では、「事業収益力の強化」「収益基盤強化のために構造改革を実行」「事業管理体制の強化」の3つの方針を掲げています。 事業収益力の強化については、過去の経緯にとらわれず、時間軸も含めて当社の将来につながるかどうかを判断の軸として事業の選択と集中を進めています。具体的なアクションとして、「非重点事業」の持分譲渡などに取り組んでいます。またオフィス事業は、収益力が着実に向上するなど、2023年度に一定の成果を出しています。 2024年度には、「強化事業」の成長を追求するとともに、事業の選択と集中に向け、「非重点事業」と「方向転換事業」でのアクションを加速させ、事業収益力をさらに強化していきます。 収益基盤の強化については、有利子負債の削減や運転資本などの資産圧縮を進めています。2023年度は、有利子負債を457億円削減し、営業キャッシュ・フローは主に運転資本の圧縮により833億円の黒字となり、順調に進捗しています。 事業管理体制の強化については、投資評価・事業レビューの見直しや減損損失リスクのモニタリング強化に取り組むとともに、迅速にアクションに移す体制に変えるべく取り組んでいます。 これらの3つの課題への取り組みを通じて、中期経営計画を確実に達成し、高収益企業へ回帰することで、再び成長軌道を描いていきます。

2025年度は、全社売上高1兆500億円、事業貢献利益率5%以上を計画しています。強化事業のなかでも特にインダストリーの強化領域の構成比を上げていくことで全社の収益力を高めていきます。事業状況をふまえ、2025年度の強化事業の売上高は4,600億円、事業貢献利益率は現行水準を維持、あるいは若干の改善で11~13%を見込んでいます。 また、ROEの改善を最も優先順位の高い目標として掲げ、バランスの取れた財務基盤の構築により5%以上を目指していきます。

インダストリー事業の成長力強化に向けて

インダストリー事業は、中規模安定市場を選定し、高いシェア、高収益率を成功要件として事業を構築しています。2023年度はセンシングの顧客における生産設備投資の遅れ、ディスプレイなどの市況の悪化とそれにともなう機能材料の製品開発の遅れにより、中期経営計画策定当初の計画値を下回りましたが、2025年度以降の中長期的な成長見通しには変わりがないと考えています。インダストリー事業では今後の成長に向けて、将来のグローバル経済を牽引する「ディスプレイ」「モビリティ」「半導体製造」の3領域に注力しています。 例えば、ディスプレイ分野においては中小型ディスプレイの市場で、従来型の液晶ディスプレイから次世代ディスプレイへの移行が進んでいます。この機をとらえ、当社ではICTブランドオーナーに対して事業横断的なアプローチを行い、次世代ディスプレイ製品の高画質化に寄与する非偏向板向け機能性フィルムの受注と生産を開始しました。このようにインダストリー事業では、市場の変化を捉え、事業横断で顧客に寄り添い課題を抽出し、その課題解決に寄与することで、新技術・新商品を確実にマネタイズしていきます。

オフィス事業の収益力改善に向けて

オフィス事業は「収益堅守事業」と位置づけ、利益とキャッシュ貢献に重点を置いています。現在、複合機のプリント量の減少は想定の範囲内であり、One Rate ※ などの取り組みの成果もあって、売上総利益の水準を維持しています。また2023年度は、徹底した生産コストの削減により、当初の計画を上回る利益を創出しています。 さらに収益力を強化するために、AIを活用した販売・サービスの効率化を継続するほか、グローバル構造改革をオフィス事業でも実行します。また、中国生産子会社Konica Minolta Business Technologies (WUXI) Co., Ltd.の生産を2025年前半までに終了し、生産体制の最適化を行います。 中期経営計画の策定当初、2025年度のオフィス事業の事業貢献利益は大きく減少する想定でしたが、現在、計画を超過するペースで収益力が向上しており、2025年度は300億円の水準へ、事業貢献利益率も7%以上を目指します。

当社は、2024年4月、富士フイルムビジネスイノベーション社と、複合機・オフィス向けプリンター・プロダクションプリンター事業での業務提携を発表しました。 複合機・オフィス向けプリンター業界では、新型コロナウイルス感染症の流行に端を発したプリント量の減少への対応、自然災害や地政学リスクに対応したサプライチェーン能力の強化、環境規制や人権を配慮した調達体制の整備など、一社単独での対応が難しい、または単独では時間を要する課題に直面しています。 こうした課題に対して、両社で力を合わせて互いにメリットが出るテーマについて協業していこうというのが、今回の業務提携の基本思想です。複合機・プリンターは高度な技術の集合体であり「日本のお家芸」とも言われています。業界をリードする両社がグローバルメーカーとしてのレジリエンスを高め、グローバル競争力を強化し、互いに事業強化を実現していくべく、協業を成功させていく所存です。

中期経営計画とその後の持続的な成長を実現するため、2024年度に、グループ全体の生産性向上を図る「グローバル構造改革」を推進しています。 具体的には、生成AIの活用など業務の自動化を推進し、従業員が人にしかできない付加価値の高い業務にシフトできるよう、DXへの投資を行っていきます。また強化する事業・地域を中心とした適材適所の人財配置や、人財育成のための教育投資を継続し、従業員のエンゲージメントを向上させます。 さらにグループ全体で人的資本の最適化を図り、正規・非正規従業員を合わせて、2025年度における当初計画と比較して2,400人規模の削減を2024年度中に実行予定です。これにともない、2024年度は一過性の費用を約200億円計上します。2024年度は約50億円、2025年度は約150億円の利益を押し上げる効果が出る見込みです。 これらの構造改革により、一人当たりの生産性が高い組織に変革していきます。

非重点事業と方向転換事業では赤字の縮小を進めており、2023年度は前年度に比べて約35億円の赤字を縮小しました。 非重点事業では、マーケティングサービスの国内子会社を非連結化するほか、光学コンポーネントの中国生産子会社2社の株式80%を譲渡する契約を締結しました。また、プレシジョンメディシンにおける創薬支援サービスを提供する米国子会社Invicro社の持分譲渡を完了しました。 方向転換事業のDW-DXについては、地域と事業領域を絞り込み、利益成長が可能な事業への転換を目指します。また画像IoTソリューションは、ソリューションプロバイダーへの転換と展開国の絞り込みを行います。これらを2024年度中に実行し、2025年度に利益創出を目指します。
