UGC regulations for part time PhD

According to the UGC PhD Regulations 2022 , Ph.D. programmes through part-time mode are valid and permitted, provided all the conditions stipulated in the Regulations are fulfilled.

Anyone who is doing a job can pursue a part-time PhD. The Higher Educational Institution concerned shall obtain a “No Objection Certificate” through the candidate for a part-time Ph.D. programme from the appropriate authority in the organization where the candidate is employed, clearly stating that:

  • The candidate is permitted to pursue studies on a part-time basis.
  • His/her official duties permit him/her to devote sufficient time to research.
  • If required, he/she will be relieved from the duty to complete the coursework.

Note : No Higher Educational Institution or research institution in India shall conduct Ph.D. programmes through distance and/or online mode.

UGC Clarification on Part-Time and Full Time PhD

According to the UGC, the PhD must be in regular mode. PhD. degrees that are pursued either full-time or part-time will be treated as degrees awarded through Regular Mode.

However, the PhD. acquired under distance mode is not permitted.

Part-time PhD also allows the scholar to do the job along with the PhD. In a Full-time PhD, researchers have to embark full-time on the PhD.

PhD Duration in India

PhD course Duration in India depends upon many factors like the area of research, University, Research work, Support of the Guide, Scholar’s level of understanding etc. However, the minimum duration of PhD in India is 3 years, including the course work. Deciding whether to pursue a full-time or part-time PhD is dependent on many factors, including the PhD topic, preferences of supervisors, department policies, and personal circumstances. You will need to be present at lab work for some types of Ph.D. research. Part-time PhDs may not be suitable for some topics due to various reasons.

Part-time PhDs are not available at all in some universities. But, personal circumstances are the most important. You have to make that decision. New Rules on PhD Admission in India

The University Grants Commission, UGC has implemented new regulations on PhD (Doctor of Philosophy) degrees from 7 November 2022. Known as " UGC Minimum Standards and Procedures for Award of PhD Degree Regulations 2022 ," these rules have replaced the erstwhile rules notified in 2016. The new regulation modifies the eligibility requirements, admissions process, and evaluation methodologies governing doctoral programmes in colleges and universities of the country.

New Rules on PhD Admission in India

With this move, India has simplified and streamlined the rules governing research programs and brought them in line with the prevalent global practices. Just so you know, these guidelines were released for feedback from stakeholders in March 2022 itself. By incorporating several feedbacks into the draft, it has finally been notified and implemented across the country since 7 November 2022.

Students and scholars pursuing, or planning to pursue, a PhD through old criteria have nothing to worry about as the new rules will have no effect on the status quo. To elaborate further, candidates pursuing or having completed MPhil will continue to remain eligible for admission to PhD programmes.

Now Graduates can do PhDs

Students who have completed a 4-year undergraduate course, or completed the first year of PG after a 3-year graduation, are now eligible for direct admission to a doctorate programme. Be mindful that a minimum of 75 per cent marks in aggregate OR a Cumulative Grade Point Average (CGPA) of 7.5 is a must to apply for PhD programs.

What about 3-year bachelor's Degree students now studying in PG? How to calculate their marks?

In case you don't have 75 per cent aggregate marks in graduation (be it a 3 or 4 years course), pursue a one-year master's programme and score at least 55 per cent in that and you become eligible.

MPhil Program gets dropped!

The new Rules discontinue the Phil programme altogether. However, that will have no bearing on those holding or pursuing M.Phil degrees currently. So M.Phil students can now take a deep sigh of relief.

No Need for UGC NET/JRF

Universities and colleges will be free to admit students through the NET (National Eligibility Test)/JRF (Junior Research Fellowship) qualification route as well as entrance exams; whatever they wish!

The individual institution can holds entrance tests to admit students to PhD programs. The "entrance test shall consist of 50 per cent research methodology and 50 per cent subject-specific". Those clearing the entrance test will get admission into the course irrespective of whether they have passed the UGC NET/JRF or not.

So can we say goodbye to UGC NET?

Rules regarding entrance test for PhD admission:

The entrance Exam must consist of a Written Test (70% weightage) and a Personal Interview (30% weightage).

As per the new guidelines, PhD students may be given 4 to 6 hours per week of teaching/research assistantship for conducting tutorial or laboratory work and evaluations.

Freedom from publishing research articles

In a relief to many scholars, the mandatory requirement to publish research articles in peer-reviewed publications or present them at conferences has been done away with. The reason behind this move is mushrooming of 'paid-for' journals publishing anything and everything (read garbage) just to help students fulfil the legal requirements for getting the coveted degree.

Concept of Part-time PhD Degree

After a part-time MBA, here comes a part-time PhD program for working professionals. Candidates, however, have to submit a "No Objection Certificate (NOC)" issued by the employers to the college. It's important to know for the college that the employer has no problem in letting the employee study for a part-time degree.

Good News for EWS Students

The revised regulations provide for a 5% relaxation in the entrance test for EWS students.

Benefits of the new rule

Scrapping the requirement of research publication will help more people complete the PhDs they start.

  • It is hoped that the new progressive regulations will improve the quality of research in India. By opening up the field to almost all aspirants, the move will also increase the pool of scholars and address the shortage of faculty members in higher education in India in the coming few years.
  • Faculty members with less than three years of service before superannuation shall not be allowed to supervise new research scholars. Most of the time they retire before their disciple can complete their PhDs and thus leaving them in the lurch and in search of a new guide derailing their efforts.
  • Now each supervisor can guide up to two international research scholars on a supernumerary basis over and above the permitted number of PhD scholars.
  • The higher education institutes have been given the freedom to decide their own selection procedure for PhD admission of international students. However, they do have to toe the guidelines/norms set by statutory/regulatory bodies regarding admission.

Explained | New regulations for awarding PhDs

The story so far: The University Grants Commission (UGC) has made sweeping changes in its latest regulations governing the award of PhDs. Important changes such as abolishing of MPhils, relaxing course work for obtaining PhDs and allowing candidates to register for a PhD after finishing four years of a graduation programme, have been seen as steps that could lead to diminishing academic rigour as well as impediments to inclusivity in higher education.

What are the key changes?

The UGC on November 7, 2022 notified the University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022. One of the notable changes it made was to the evaluation and assessment criteria for the award of the degree, where it has waived the need to mandatorily publish a research paper in a peer-reviewed journal. This is accompanied by completely abolishing MPhil, which has been a gateway for PhD programmes, in line with the recommendation in the National Education Policy 2020. The eligibility criteria for admissions too have been revised, and a candidate can register after completing a one-year (or two semester) master’s degree programme after a four-year (or 8-semester) bachelor’s degree programme or a two-year (or four-semester) master’s degree programme after a three-year bachelor’s degree programme with at least 55% marks or its equivalent grade.

There are also important changes to course work. Earlier, the description of course work candidates needed to finish was more detailed, with at least four credits assigned to courses on research methodology. Candidates were also required to finish this either in the first semester, or by the second semester. Only candidates who were awarded MPhil or had completed their MPhil were exempted. But the new regulations leave it more open ended and says that all PhD scholars “shall be required to train in teaching/ education/ pedagogy/ writing related to their chosen PhD subject.” They can also now be assigned 4-6 hours per week of teaching/research assistantship for conducting tutorial, or laboratory work and evaluations.

The UGC now also allows part-time PhDs, a practice that was disallowed under the 2009 and 2016 regulations.

How will research scholars be evaluated under the new regulations?

PhD scholars will be required to undertake research work after completing their course work, make a presentation and produce a draft dissertation or thesis. If the evaluation of the submission is satisfactory, the candidate will have to defend the thesis in a public viva voce. They will not have to publish a research paper in refereed journal and make two paper presentations in conferences or seminars before submitting the thesis. The Chairman of UGC M. Jagadesh Kumar says that while publishing a paper in a peer-reviewed journal is not mandatory anymore in order to curb unethical practices such as pay-to-publish or plagiarism, students should be motivated and trained to publish in peer-reviewed journals and present at conferences. He says that a one-size-fits-all approach is not desirable as doctorals in computer science prefer presenting their papers at conferences rather than publishing them in journals. Former UGC Chairman and Ambedkarite, Sukhdaeo Thorat, welcomed the move to discontinue publishing papers in journals as it would often lead poor candidates to pay to get published like their peers, as well as put them at a disadvantage as they wouldn’t have contacts to get published. However, Jamia Milia Islamia Professor Furqan Qamar says that while these concerns are valid, there is a need to provide enhanced and cost-effective opportunities to the researcher to publish as there is a limited availability of quality journals but far more researchers. He cites from the Scopus database of scientific publications for 2020 to point out that India accounted for only 4.52% of total research papers in the world though it accounts for 12% of the global faculty pool.

Are there other concerns?

Experts like Professor Thorat say that discontinuing MPhils, along with the introduction of four-year BA course and 2-year MA course with multiple exits will hurt socially disadvantaged groups who may not be able to pay for longer-duration courses and may have to exit earlier, which will put them at a disadvantage in the job market. He adds that while a four-year Bachelors course will allow some students to pursue Masters abroad without studying for one more year, others will be discriminated against. Though UGC says the move is intended to attract younger students for research.

There are also concerns over diminishing scholarships and fellowships to support PhD scholars as well as severe shortage of teachers, impacting the number of research supervisors available.

“Until the 2009 regulations were notified, the award of PhDs, their evaluation, course-work was not regulated. Part-time PhDs were also widely prevalent. In 2016, these were strengthened and publishing a paper in peer-reviewed journals was made mandatory. However, the changes being brought in the latest regulations take us back to the pre-2009 era,” says Professor Qamar.

13 July 2022, NEW DELHI: The University Grants Commission (UGC) is likely to allow part-time PhD programmes for working professionals from the next academic year. According to the proposed UGC regulations, any PhD completed full-time or part-time will be considered regular mode. 

To be eligible for the part-time PhD program, working candidates will have to produce a no-objection certificate (NOC) from their respective organizations. UGC has initiated this regulation, taking into account the many working people who cannot take long leaves to pursue PhDs. The new regulation will be applied to every central and state Indian university.

This article will discuss the eligibility criteria and other information regarding this regulation in detail. Working people who wish to pursue part-time doctoral programmes are advised to read the whole article before applying for the same.

UGC Part-Time PhD – Eligibility Criteria

  • The assessment process for both full-time and part-time PhDs is the same.
  • Candidates will have to submit a no-objection certificate (NOC) from their employers.
  • The NOC must clearly state that the employer will allow the candidates enough time to do their research work.
  • Employers will have to submit an undertaking stating that candidates will be relieved from the duty to attend the coursework. 
  • Candidates must have a four-year undergraduate degree or a two-year postgraduate degree to be eligible.

UGC Part-Time PhD – Supervisors and Guidance 

  • Permanent faculty members who hold a PhD degree and work as professors or associate professors with over three research publications to their names can become PhD supervisors for candidates.
  • Part-time PhD candidates will work mostly independently, but will be under regular consultation with their respective supervisors.
  • Candidates must complete their course work before seeking guidance from their supervisors.

Who is eligible for a part-time PhD?

Any person working or not working who has either a four-year graduate degree or a two-year postgraduate degree is eligible for the part-time PhD. In addition to this, candidates must have obtained a no-objection certificate (NOC) from their respective employers.

What are the specifications for NOC?

The NOC must mention that the employer will allow sufficient time for the candidate for the research work and that they will be relieved from the job for their coursework.

Is a part-time PhD approved by the UGC?

A part-time PhD is going to be approved by the UGC as a regular mode of PhD.

NEW DELHI: After proposing amendments to the existing guidelines for PhD programmes in March, the University Grants Commission (UGC) has now made extensive changes in regulations on PhD admissions.

As per the revised PhD eligibility criteria, candidates with a four-year undergraduate degree with a minimum 75% marks or its equivalent grade will be eligible for a PhD.

Such candidates can register after completing a one-year master’s programme after a four-year bachelor’s programme. Students who have completed a conventional three-year bachelor’s degree must complete a two-year master’s degree programme with at least 55% marks or its equivalent grade to be eligible.

Currently, several universities ask for MPhil dissertation for admission to PhD programmes, however, the National Education Policy (NEP 2020) does not endorse the degree. By scrapping MPhil, a preparatory degree for PhD programmes, in the new regulations UGC has aligned the admission requirements with the NEP 2020.

One of the primary changes is the scrapping of 2016 regulations that made publishing a research paper in a peer-reviewed publication a requirement for a PhD. A section of students has called the step one that could “hamper academic rigour” as well as impedes inclusivity in higher education. Despite the relaxation, the All India OBC Students Association (AIOBCSA) has urged the backward class PhD aspirants to work on producing quality research papers .

The UGC has asked higher educational institutes to initiate steps to implement new PhD regulation on Monday.

What are the changes in the PhD admission process?

The UGC has dropped the plan to reserve 60 percent of the total seats for applicants who have qualified the National Eligibility Test (UGC-NET) or Junior Research Fellowship (JRF). Universities and colleges will admit students through the NET or JRF entrance route as well as institute-level entrance exams.

The institute-level entrance test, however, must assign 70% weightage to the entrance test scores and 30% to the performance in the interview or viva-voce. “The entrance test syllabus shall consist of 50% of research methodology, and 50% shall be subject specific,” the new guidelines state.

Can MPhil students apply for PhD?

Even though MPhil has been scrapped in the new regulations, the UGC has made provisions for PhD admissions for those who already have an Mphil degree. Candidates who have completed M.Phil. programmes with at least 55% marks in aggregate or its equivalent grade in a foreign educational institute will be eligible for admission to PhD programme in India.

A relaxation of 5% marks has been provided to students who belong to historically marginalised Scheduled Caste, Scheduled Tribe and Other Backward Castes communities. The same relaxation has also been given to differently-abled, and Economically Weaker Section (EWS) students as well.

How will research supervisors be allocated in PhD?

Like before, eligible professors, associate professors and assistant professors can continue to guide up to eight, six, and four PhD candidates respectively at any given time.

In case of interdisciplinary or multidisciplinary research work, if required, UGC rules allow engaging a co-supervisor from outside the department, college or university.

Teachers with less than three years of service before superannuation will not be allowed to take new research scholars under their supervision. However, they can continue to supervise PhD scholars as co-supervisors before attaining the age of 70.

Earlier, teachers were allowed to take up MPhil students along with PhD scholars. After the new rules come into force, this will be discontinued. The new rules also allow supervisors to guide up to two international research scholars on a supernumerary basis “over and above the permitted number of PhD scholars”.

What are the new PhD academic requirements?

A PhD scholar will have to earn a minimum of 12 credits which should include a course in “research

and publication ethics”. As per the latest UGC regulations, a PhD candidate will have to appear before a research advisory committee to make a presentation and submit a brief report on the progress for evaluation every semester. In case the progress is unsatisfactory, the committee will “record the reasons” and suggest corrective measures.

All scholars will mandatorily have to undergo training in teaching, education, pedagogy or writing related to their chosen PhD subject. For this, four to six weeks will be assigned to earn credits.

To retain research integrity, the UGC regulations also direct institutions to use “ well-developed software” applications to detect plagiarism in research work. In 2018, the ministry of education had notified stringent measures to counter the long-standing issue of plagiarism in PhD thesis.

What are the part-time PhD UGC guidelines?

The eligibility conditions are the same for both full-time and part-time candidates. Like the former, the part-time candidates will also be assessed every semester.

In addition, the PhD candidates will also have to produce a no-objection certificate or NOC from their employer to be eligible. The NOC must specify that they will be given sufficient time for research work and they will be allowed to take time off to complete the course work.

Back in 2022, there was a long debate in India about offering online PhD programmes. Considering the fact that a PhD programme requires practical work and training,  UGC  has so far not recognised the format of a fully online PhD in India.

The question of its validity started when some EdTech platforms started offering online PhD courses in collaboration with foreign universities. This format saw significant student participation, which is why UGC jumped in. The University Grants Commission of India  warned  students to not be misled by the EdTech companies offering online PhD courses in India through their official Twitter handle (now X). Therefore, if you have found any EdTech company or Indian university claiming to offer an online PhD, remember it is not valid.

Therefore, if you are looking for flexibility in the PhD programme, you can go for the part-time study mode and pursue a job simultaneously.

Types of PhD Programme

You can pursue PhD in various formats according to your goals and requirements.

Full-Time PhD: It is a regular PhD programme where you have to pursue research on a full-time basis completed under the guidance of a supervisor. The PhD course extends for three years but depends on the candidate and the college.

Part-Time PhD: In this format, you can continue with your job and pursue a PhD programme simultaneously. Since it is a part-time format, the duration is between 4-7 years. The classes are conducted on weekends to accommodate the working professional’s needs.

Integrated PhD:   As the name suggests, this course combines master’s and doctoral degrees into a single programme. The course work of both degrees is blended together including the research work.

Industry-Sponsored PhD: This is a specialised PhD programme designed for working professionals. It is either sponsored by the company or an industry partner which implies that the candidate gains valuable industry experience as well as salary. They basically have to work on a topic which benefits the company.

UGC NET  is a national-level entrance exam conducted by NTA (National Testing Agency) to enrol suitable candidates for the Junior Research Fellowship programme and Assistant Professor post across various streams.
CSIR NET It stands for the Council of Scientific and Industrial Research National Eligibility Test ( ). It is a national-level eligibility test to award the Junior Research Fellowship (JRF) and Lectureship in fields of science and technology.

PhD students can’t pursue two degrees at same time: UGC

The commission on Friday wrote to all higher education institutions to devise mechanisms through their statutory bodies for allowing students to pursue two academic programmes simultaneously. However, it clarified that “guidelines shall be applicable only to the students pursuing academic programmes other than PhD programmes”.

Students pursuing PhD programmes will not be allowed to take two academic degrees simultaneously under University Grants Commission (UGC) new regulation, M Jagadesh Kumar, chairman of India’s higher education regulator, said on Sunday.

However, students from all other courses, including diploma, undergraduate and postgraduate programmes, will be able to pursue two academic programmes either in physical mode or open or distance mode under guidelines issued in April, Kumar said.

“These double degree programmes are not applicable to PhD students as they have to focus on their research work to create unique knowledge in their chosen discipline,” Kumar said.

The UGC allowed students to pursue two academic programmes simultaneously keeping in view the proposals envisaged in the National Education Policy (NEP) 2020 which emphasises the need to facilitate multiple pathways to learning involving both formal and non-formal education modes.

In its letter to all higher education institutions, the UGC said a student can pursue two full-time academic programmes in physical mode provided that in such cases, class timings for the programmes do not overlap. “Besides, a student can pursue two academic programmes — one in full time physical mode and another in open and distance learning (ODL)/online mode; or up to two ODL/online programmes simultaneously,” it added.

“With this new reform, anyone who is doing an undergraduate programme or a post-graduate programme can take advantage of two degree programmes,” Kumar said. “For example, a BSc (mathematics) student wants to do a BA in languages with a goal to study natural language processing later, that is a possibility. Or an MA in Physics may like to do a BA (economics) with a goal to branch out into econophysics, that is a possibility. Econophysics is an emerging area where the physics models are used to study problems in economics.”

“The idea of a two-degree programme is to encourage multi-disciplinary education among students who have the interest and necessary background to pursue higher studies,” he added.

Meanwhile, UGC also clarified no retrospective benefit can be claimed by the students who have already done two academic programmes simultaneously prior to the notification of these guidelines.

New Delhi:  UGC is considering starting part-time PhD programmes for working professionals. The program will be in tune with the system followed by the IITs.

Mamidala Jagadesh Kumar, chairman of  UGC  said that these programmes are offered by the top universities in the world and are also common in IITs. The UGC draft regulations on PhD might include provisions for these part-time programmes, as per the report.

Mr Kumar has said,  “In part-time PhD programmes, a University faculty member supervises a PhD student, who works on his or her subject in consultation with the supervisor, but largely independently. Such part-time PhD programmes are available in some of the best universities across the globe. Why not in our Indian universities?”

As per the UGC chairman those students will have to complete coursework requirements during the first and second semester of the course. They can initially attend classes on campus if they are living in the same city as the university and resume their work without residing on campus.

The eligibility criteria for the part-time PhD programmes are likely to be similar to full-time programmes, as per the report. The report said that in order to study in these programmes, the working professionals will have to produce a No Objection Certificate (NOC) from their organizations. 

Kumar further states that  “Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD.”
