About this position

We are looking for a committed, responsible analytical research assistant with experience in applied economic research and agricultural economics to support the development of quantitative and qualitative analyses of agricultural productivity in LAC. As a research assistant, your main task will be to provide specialized technical support in the development of the chapters that will make up the Agricultural Productivity Flagship Study led by RND. This includes empirical analysis of microeconomic databases, writing of literature reviews, and reports for the publication of Technical Notes, Working Papers and Publications in peer-reviewed journals, among others.

You will work in the Environment, Rural Development and Disaster Risk Management (CSD/RND) division, which is part of the Climate Change and Sustainable Development Department (CSD).

What you’ll do

  • Participate in the design and development of the Agricultural Productivity Flagship Study, led by the CSD/RND Division.
  • Conduct literature reviews that show the causes of the slowdown in productivity growth, and related topics (e.g., application of certain econometric methodologies such as the Stochastic Frontier Model, or the use of certain data for the measurement of agricultural yields, such as satellite images).
  • Provide specialized technical support in the design and development of the Agricultural Productivity Flagship Study.
  • Identify databases for empirical analysis and perform database cleaning, construction, and analysis.
  • Perform field missions for data collection and analysis.
  • Perform descriptive statistical analyses of general data, as well as econometric analyses with microeconomic and macroeconomic data.
  • Perform impact evaluation analysis of projects focused on agricultural productivity.
  • Perform comparative analyses on the causal impacts of different agricultural programs, using homogeneous and comparable outcome variables necessary to carry out such analyses.
  • Write reports in the format of Technical Notes and  Academic Papers for publication in peer-reviewed journals , which include and formally describe the analyses mentioned above.

What you'll need

  • Education : Bachelor's degree in Economics.
  • Experience : Minimum of 2 years of technical professional experience in empirical data analysis; solid training in Econometrics, Applied Micro-Econometrics, and Spatial Econometrics; advanced management of STATA software; management of databases associated with questionnaires with a minimum of 300 questions.
  • Languages : Fluent in Spanish and English. Ability to communicate and write in English.

In September 2015, governments united behind the ambitious 2030 Agenda for Sustainable Development, which features 17 new Sustainable Development Goals (SDGs) and 169 targets that aim to end poverty, combat inequalities and promote prosperity by 2030 while protecting the environment. The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. It commits to addressing core issues of gender equality such as eliminating all forms of violence against women and girls, eradicating discriminatory laws and constraints on sexual and reproductive health and reproductive rights, recognizing and valuing unpaid care and domestic work and increasing women’s participation in decision-making.

The absence of adequate data can impede progress in creating informed and effective policies. Gender data gaps can be linked to three challenges, namely:

Weak policy space, and legal and financial environments , are barriers to progress. In many countries, the production of gender statistics is not specified in statistics laws and policies, and as a result the sector is under-prioritized and under-funded in national budgets.

Technical and financial challenges limit the production of gender statistics . Areas such as violence against women, sexual and reproductive health and rights, and unpaid care and domestic work, are important to measure but are under-resourced. Also at risk are emerging areas, such as gender and poverty, gender pay gaps and women’s participation in decision-making, where a lot more methodological work is needed.

  Lack of access to data and limited capacity of users to use gender statistics to inform polices. Where data is available it is not made accessible or shared in user-friendly formats, impeding their use in informing evidence-based advocacy in decision-making. When data is not used to inform policy and advocacy, it leads to low demand, which in turn reduces the incentive to produce gender statistics.

To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is needed. Significant investments in gender statistics are necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted.

Robust indicators and quality data are of critical importance and will determine whether policy efforts are marshalled and whether the goals and targets are achieved or missed.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “ Making Every Woman and Girl Count (MEWGC) ” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional and national components of the MEWGC Programme include a multi-year scope of work with focus on implementing and supporting regional and country activities in  East and Southern Africa.

This includes enhancing the linkages between normative and technical work on gender statistics at the  regional   and national levels in   Mozambique in the three inter-related key areas of work:

  • Contribute with inputs for the ongoing and upcoming UN Women research, assessments and data collection exercises including the reinforcement of methodological aspects.
  • Provide substantive inputs to CO strategic planning documents, studies as well as  national reports supported by UN Women including ensuring use of the latest  available gender statistics
  • Contribute to the collaborative research and data work with other UN entities  (UNICEF, UNU-WIDER and UNFPA and gender data and statistics work of the UNCT in Mozambique.
  • Participate in and support work of regional entities in Mozambique (e.g. UN ECA and AfDB)
  • Assemble briefing materials and prepare power-point and other presentations
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, and other material as required;
  • Act as a Focal Point for the newly established Gender Statistic Task Force (UN, Government and UNECA);
  • Provide technical support to gender statistics work in the ESA region as required by the Regional Statistics Specialist Gender.  
  • Provide technical support to at least one country in the region with improved data governance as part of the ESA-RO Women Count project;
  • Any other tasks as assigned by the office.

 Administrative Support

  • Organize events, meetings and workshops;
  • Draft non-substantive correspondence;
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials;
  • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to-date filing (Sharepoint and OneDrive).
  • Maintain both hardcopies and electronic copies of the office records and reference files on various subjects; 
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings; 

 Partnership building and resource mobilization

  • Identify emerging programming and resource mobilization opportunities related with gender statistics and lead resource mobilization efforts related to gender data and statistics (including through communication of UN Women’s work).
  • Participate in and provide inputs to project proposals for resource mobilization in all areas ensuring use of the latest available gender statistics in particular.
  • Participate in the multistakeholder coordination group on statistics  led by UNFPA
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, relevant research reports  in all areas of UN Women’s CO work  ensuring use of the latest available statistics in general and on gender in particular.
  • Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs and national indicator frameworks.
  • Expanding the statistical capacity and supporting gender statistics production of the National Institute of Statistics of Mozambique (INE)
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet national regional and global reporting commitments.
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

In this context, UN Women is seeking the services of a highly qualified consultant to support the entity’s research and data work. The successful consultant will work under direct supervision of the Programme Specialist and Head of Programme,  technical guidance of the  Gender Statistics Specialist based in Nairobi, and closely collaborate with  all Programme Thematic Leads of UN Women Country Office  as well as the gender machinery and National Statistics Office in Mozambique where he/she will be physically located.

Duties and Responsibilities

Description of Responsibilities /Scope of Work

Under overall guidance of the Country Representative, the Consultant will work under direct supervision of the Programme Specialist and Head of Programme ,  collaborate with all Programme Team Leads.  The Programme Specialist/Head of Programme and the ESARO Regional Gender Statistics Specialist will coordinate in providing technical advises and guidance to the consultant for delivery and reporting.

The incumbent will contribute to the achievement of the UN Women’s Mozambique’s Strategic Note “ Output 6.1.3 National Capacity is strengthened to produce, analyze, and use gender statistics for policy formulation, planning, monitoring, and reporting on gender equality and women empowerment” and others closely related to or benefitting from gender statistics and research work as a cross-cutting function.

The work of the consultant will also contribute towards the ESA regional office strategic note Outcome 4 (Outcome 2.2 in BWP) ‘Gender statistics, sex-disaggregated data and knowledge products are timeously produced, communicated/disseminated and used to inform policy making, advocacy and accountability for delivering results on gender equality and empowerment of women and girls in ESA region)’.Specific duties are described below.

Introduction

The Aga Khan Foundation (AKF) is an agency of the Aga Khan Development Network (AKDN), a group of private not-for profit, non-denominational international development agencies, institutions and programmes that work primarily in the poorest parts of Africa and Asia to improve the quality of life of communities in remote and resource poor areas. In East Africa, AKF collaborates with partners to improve the quality of life by promoting and developing innovative solutions to challenges of development in Kenya, Tanzania, and Uganda. Reflecting the complex and multi-faceted nature of development, AKF programmes in the region encompasses Education, Health and Nutrition, Early Childhood Development, Agriculture and Food Security, Climate Resilience, Economic Inclusion and Civil Society. AKF is implementing a 33-month AGECS project which will promote gender equality by providing capacity strengthening for CSOs working on gender equality and women’s empowerment, including targeted support to women’s organizations.”

About the AGECS Project

Advancing Gender Equality through Civil Society (AGECS) is a 33-month (2022-2025) project implemented by the Aga Khan Foundation, with support from Global Affairs Canada (GAC), involving civil society partners in five countries in Africa -Uganda, Kenya, Tanzania, Mozambique, and Madagascar. In Kenya, AKF will partner with SAUTI YA WANAWAKE PWANI and Dream Achievers Youth Organization (DAYO) to implement AGECS project activities in Kisauni, Nyali, Likoni, Changamwe, Jomvu, and Mvita sub counties in Mombasa County while in Kilifi County the focus will be in Kilifi South, Kilifi North, Malindi. The project seeks to implement innovative gender targeted and transformative initiatives that address barriers to gender equality in terms of community participation, decision-making opportunities, and access to resources and services for women, girls, boys, and men in the specific project geographies.

Scope of the evaluations

The study will be conducted in Mombasa and Kilifi in selected few sampled sub-counties, all led by same consultant or consultancy team.

The study population will include women, men, adolescents, boys, and girls residing within the project areas of implementation. The National Entities with presence in the counties, county government department and CSO Partners. The study will be looking at the relationship and influence of Policies like the Gender Equality Policy, GBV policy and related acts, Women economic empowerment programs and Initiatives and the community perceptions on harmful practices/norms and behaviour change. The research aims to provide information and guidance to policy makers, Gender Program Development, and social behaviour Change Interventions.

Objectives of the research study:

Instructions: This section has been pre-populated with a general objectives statement for all the research study. The consultant may adjust these objectives or add objectives if relevant.

The overall purpose of the Research Study is to obtain information that will provide Policy makers, Change Agents, CSOs, Community Members and AKF design programmes, Initiatives and advocate for policies that will enhance behaviour change, Norms, Values and Practices. The following are the specific objectives of the baseline studies:

  • The Importance of policy on changing negative gender/cultural norms, and how gender norms change because of Introduction of Policies.
  • Can harmfully gender norms be transformed at individual and societal level through equitable, inclusive, empowering practices, interventions, and policies.
  • Does policy development and public Inclusion harness the drivers of change at individual and societal level to prompt positive gender norm shifts.
  • What Policies and interventions are required/Missing to address harmful social behaviour, Norms and Gender Inequality.
  • The perceptions of the community on Policies, Gender Equality Interventions (women economic empowerment, GBV interventions) and the Impact/Implications they have in their lives.

Outcome Indicators vs Data Collection Tools

  • Document review of County workplans and budgets, Key informant interviews with policymakers
  • Sample Survey Questionnaires
  • Survey with women and girls trained/ supported by different entities
  • Sample survey with project population
  • Policy document review in each county
  • County review of policies in the development phase.
  • Document review from previous projects (consultant should develop tool to measure this)

The Consultant to formulate questions around

  • Women empowerment programs and the corelation to increased GBV
  • Recommendations to the response on GBV and Domestic violence from the community angle.

Methodology

The consultant for the research study is expected to adopt a mixed methods approach in conducting the research. The methodology used should be a combination of participatory qualitative and quantitative data collection techniques to allow a comprehensive examination of all aspects of the programme. Use the socio-ecological model to build an understanding around the kinds of change necessary in individuals (i.e. attitudes and practices), structures (barriers that prevent equitable access to resources and services), and across society. The consultant will also be expected to review primary and secondary data to inform the assessment of the evaluation objectives and to measure certain indicators. The following primary data collection methods are proposed:

  • Household survey (not exceeding 120 respondents per area)
  • Focus group discussions (3-6, each not exceeding ten participants)
  • Key informant interviews (not more than 15)

The consultants will be responsible for preparatory meetings, review of documents including the project proposal; finalization of project inception report already drafted by AKF, including study design, planning, methodology and data collection tools; and enumerators recruitment, training and pilot testing; data collection; quality assurance; data analysis; and reporting.

Ethical Standards and Safeguarding:

The Research study must conscientiously abide by AKF’s Safeguarding Manual, and all members of the Consultant team must sign AKF’s Safeguarding Statement of Commitment upon contracting. The design and implementation of the studies must be in line with the research ethical standards including protection of participants from potential research-related harms, confidentiality, informed consent, beneficence, and safeguarding principles to protect respondents from potential harms such as sexual exploitation and abuse, sexual harassment, and bullying. The consultant will seek approvals at County level to gain entry permission to the sub counties and sites for project implementation.

Deliverables and timelines

The main deliverables and tentative timelines for this study are as follows:

Final Research Report: Presentation of a finalised research report for validation– Completed study report (the report should be disaggregated at Sub County level for understanding the sub counties relevant situations), including quantitative and qualitative study findings, completed dummy tables, data visualizations, and analysis of findings- 7th November 2024.

Draft research report: Submission of a draft report and successful completion of validation workshop – 24th October 2024

Study datasets: Raw data and complete datasets in English. The Consultant will also be expected to provide a fully ‘cleaned-up’ dataset in an agreed file format (e.g., XLS, CSV, Excel) accompanied by the code used to conduct analysis and a variable codebook.

Transcribed transcripts: Complete, edited transcriptions and translations in English of all focus group discussions and key informant interviews conducted.

Key competencies

  • Team lead should possess at least a master’s degree in Gender Studies, demography/ population studies, or Statistics and with essential training in Monitoring and Evaluation. Any training in public policy is an added advantage.
  • Other team members should ideally possess multidisciplinary qualifications across gender, social science, social work, and related qualifications.
  • Strong experience conducting surveys and associated qualitative data collection, particularly focusing on Gender or related thematic areas.
  • The lead should have experience of conducting evaluations on public policy, gender, and women studies for at least 6 years.
  • Demonstrated experience in designing and implementing studies, including proven experience in sound sampling, mixed methods approach (quantitative and qualitative), tool development and enumerator training.
  • Demonstrated experience in employing Open Data Kit (ODK) or other computer assisted personal interviewing software.
  • Demonstrated experience in data management, including designing and managing Gender Sensitive projects and capable of handling large datasets for study purposes.
  • Country knowledge and experience in conducting research and impact evaluation studies in Coast region, both urban and peri-urban areas and especially the Counties applied for.
  • Demonstrated experience safeguarding and working with vulnerable populations.
  • Advanced proficiency in English is mandatory. Knowledge of Kiswahili is highly desirable and any additional languages used in the project area applied for is an asset.

Consultants (individual consultants/firms) meeting the above criteria are invited to submit a cover letter (including the names and contact information of two previous clients who can be contacted regarding relevant experience), technical and financial proposal (max twelve pages). The submission should also include the following annexes, which are not included in the page limit:1.CVs for the team and 2.samples of up to three (3) evaluation reports on policy, gender and related studies conducted during the last 4 years, preferably in the areas of programme implementation., copy of legal registration and consulting firms profile. Applications should be for the study areas:

Area 1: Kilifi County

Area 2: Mombasa County

These should be submitted in a single zipped folder by email to [email protected] with the subject line: “AGECS Kenya Gender Research Study Consultancy-Area [should indicate which area (1 Kilifi or 2 Mombasa)]” Proposals should be received not later than midnight of the 23rd September, 2024

Applicants who are firms should additionally submit evidence of registration, certificate of incorporation and current year tax certificate.

  • Data cleaning and analysis
  • Consultant professional Fees (inclusive of WHT)

Reporting channel and submission

The consultants will be supervised by the AKF AGECS & MERL team with support from Partner M&E Officers. The evaluation team will actively work with all designated AGECS Kenya partners (SYWP and DAYO) for all the project-related information and administrative procedures and the relevant County Offices in Kilifi and Mombasa.
