Leveraging the SRF programme, MRANTI provides an opportunity for more experimental R&D projects crossing the Technological Valley of Death (from Proof-of-Concept stage to Testing in Real Environment stage) specifically in 3 areas; Sustainable & Safe Mobility, Sustainable Agriculture, and Sustainable Healthcare.

  • Engaged in a basic fundamental scientific research field at a research facility in Malaysia.

Unleash the power of collaborative research between academia and industry, shaping the Malaysian R&D ecosystem in the dynamic E&E sector.

CREST promotes and facilitates collaborative research between Industry and Academia through which universities can increase their ability to produce industry-ready researchers, and industry players can benefit from the research findings.

CREST does not operate any research laboratory but focuses on funding research setup located either in university or industry as nominated by each research team. The grant also funds postgraduate students participating in the research work.

The R&D initiated would be based on market needs and demand to prevent commercialisation problems. A total of 161 projects have been approved since 2012, with a total value of RM205 million grant for industry and academia collaboration projects, of which 36% was funded by CREST and 64% contributed by industry players partaking in the projects.

Subsequent to the completion of the R&D projects, the outcomes of the research are shared with the industry and academia community through Reveal & Discover platform, with the intent to promote further collaboration in similar areas and expand the benefit from the specific research to a larger group in the ecosystem. The knowledge sharing session, Reveal & Discover Lecture Series, focusing on specific topics, are organised to enable sharing of the specific research outcomes for further research collaboration and exploitation.

Development Grant focuses on the development stage of the Project, the stage where it involves idea generation, production design, market research and marketing analysis. The development stage is defined as the planning phase of the Project. This includes development of the idea into working script, research and development (R&D) of the concept, business plans, and preparation of documents which are investor-friendly.

Eligibility Criteria

  • In operation for at least one (1) year as of the date of submission.
  • Incorporated in Malaysia under the Companies Act 1965 or the Companies Act 2016;
  • Active and minimum of fifty-one percent (51%) equity held by Malaysian(s) as per shareholding structure in SSM; and
  • Minimum issued and paid-up capital of RM20,000.00.
  • The Applicant/Recipient is not the subject of liquidation/winding up order and has no going concern issue*.[*If the Applicant/Recipient has going concern issue (as reported in their latest audited account), the Applicant/Recipient is to provide a letter of undertaking by the shareholder and/or authorised director (whichever applicable as per the Applicant/Recipient’s level of authority) of the Applicant/Recipient’s company to undertake that in the event that their application is approved, the Applicant/Recipient shall perform its obligations under the terms and conditions to be issued by MDEC and the said shareholder and/or authorised director to provide financial support to the company to enable the company to meet its obligations and/or liabilities under the terms and condition.]
  • Company revenue not more than RM5 Million.
  • Director(s) and shareholder(s) of the eligible Applicant/Recipient to declare any business relationship/family relationship with any of MDEC’s director or employee.
  • Director(s) and shareholder(s) of the eligible Applicant/Recipient to declare if they are under any litigation or legal proceeding. ie. litigation/legal proceeding relating to criminal offences, offences under any applicable laws, insolvency, or cases related to MDEC.
  • Director(s) and shareholder(s) of the eligible Applicant/Recipient to declare if they are blacklisted by Malaysia Anti-Corruption Commission (MACC).
  • Applicant/Recipient with common shareholder(s) can only apply for one (1) grant per one (1) project administered by MDEC at any one time (this requirement is not applicable to venture capital investors and registered market operator e.g.:Equity Crowdfunding Platforms).
  • Demonstrate the completion of the funded project(s); and
  • Declare any notice of non-compliance/breach being recorded during the period of the funded project(s)

If the Applicant/Recipient currently has on-going grant with other government agencies, Applicant/Recipient to prove that the project is different (not overlap with the proposed project under MDEC’s grant) and has no non-compliance/breach issues being recorded during the period of the funded project(s) (via a letter from grant awarding entity or equivalent).

*Limited to 5 years records from the of approval of the respective Grant.

  • The business nature of the Applicant/Recipient - Animation, Games Development, Digital Comic and Creative Technology related services include but not limited to multi-sensory experiences made using computer graphics, video production, digital cinematography, virtual reality, augmented reality, video editing etc
  • Not a broadcaster, television networks, OTT platforms or media company.
  • The Applicant/Recipient must be MSC Malaysia status company or Malaysia Digital (MD) status company. However, if the Applicant/Recipient is not MSC Malaysia Status company or Malaysia Digital (MD) Status company, the Applicant/Recipient must apply for Malaysia Digital (MD) Status during the Availability Period.

KUALA LUMPUR (Oct 25): The Ministry of Science, Technology and Innovation (Mosti) said some RM252.7 million worth of grants have been approved for research and development (R&D) purposes involving 119 projects under the Malaysia Grand Challenge (MGC) programme.

Mosti in a statement on Wednesday said that eligible applicants for its grants are mainly involved in the fields of smart technology and systems (next-generation engineering and manufacturing), medicine and healthcare, and smart cities and transportation.     

Applicants include researchers from higher research institutes (IPT), government research institutes (GRI) and individuals, as well as registered associations, cooperatives and NGOs. 

Tech-based startups — which must be majority-owned by Malaysian citizens — and SMEs registered with the Companies Commission of Malaysia (SSM) are also eligible for the research grants, said Mosti.  

MGC is currently supported by the Strategic Technology Booster Fund Program (Pemacu), which offers five R&D funding schemes including the Applied Innovation Fund (AIF), Technology Development Fund 1 (TeD 1), Technology Development Fund 2 (TeD 2), Bridging Fund (BGF) and Strategic Research Fund (SRF). 

Mosti Minister Chang Lih Kang said the government is committed to empowering the R&D sector, with a target of 3.5% gross R&D expenditure (GERD) ratio to GDP by 2030.  

“The empowerment of the R&D sector will lead to an increase in the value and level of the country’s economy due to the development of innovation, in addition to the development of local talents that will boost the creation of competitive and globally recognised local technology,” said Chang.  

MGC was launched on Jan 8, 2021 by former Mosti minister Khairy Jamaluddin and aimed at achieving high-quality research in ten priority areas identified through the 10-10 MySTIE framework and 30 developed niche areas.  

These areas include energy, education, water and food, agriculture and forestry, environment and biodiversity, smart cities and transportation, medical and health care, culture, arts and tourism, business services and finance, and smart technology and systems.  

The programme emphasises practical experimental development projects that foster innovation towards faster commercialisation.

This article is relevant to candidates preparing for the ATX-MYS Advanced Taxation exam. The article is based on the prevailing laws as at 31 March 2021. Candidates are expected to already have a basic understanding of the subject matter.

This article collates and discusses the provisions in the Income Tax Act 1967 (the Act) and the Promotion of Investments Act 1986 (PIA) to promote candidates’ understanding of the interplay of the income and deductions relating to the various research and development (R&D) activities or expenditure. While reading this article, candidates are expected to refer to the relevant provisions of the Act, the PIA, and Public Ruling 5 of 2020 relating to qualifying R&D activities and Public Ruling 6 of 2020 relating to special R&D deductions.

Incentives discussed in this article

This article discusses the incentives in place to encourage the carrying out of R&D activities in Malaysia, namely:

Approved R&D expenditure

Contract r&d company, r&d company, in-house r&d.

R&D incentives

Section 34(7) of the Act provides for a single deduction for expenditure, non-capital in nature, on scientific research related to the business and directly undertaken by any person or on his behalf. With effect from 1 January 2021, the qualifying person must be resident in Malaysia.

This measure of single deduction was apparently not sufficiently attractive.

In an effort to springboard Malaysia higher up the value chain and increase the quality of its exports of manufactured goods, the government has actively promoted and encouraged R&D activities in the country. In addition to research grants, the government has provided a suite of tax incentives as follows:

Available for:

• ‘Approved R&D’ expenses – under s34A, the Act

• Payment for services by ‘Contract R&D companies’ and ‘R&D companies’ – under s34B, the Act

• Contract R&D company – Pioneer status or Investment tax allowance (ITA), under PIA

• R&D company – ITA, under PIA

• In-house R&D – ITA, under PIA

Capital allowances In addition to the incentives above, paragraph 37B of Schedule 3 of the Act provides for industrial building allowances for a building used in approved research, used by a contract R&D company or used by an R&D company. Qualifying building expenditure includes any capital expenditure incurred on the alteration or renovation of rented premises to carry out research activities.

Paragraph 37D of Schedule 3 of the Act similarly provides for capital allowances in respect of capital expenditure for plant and machinery used for the purpose of approved research, even where the research is not related to the business activity.

Definition of research Section 2 of the PIA defines research and development to mean:

‘… any systematic or intensive study carried out in the field of science or technology with the object of using the results of the study for the production or improvement of materials, devices, products, produce or processes but does not include:

(a) quality control of products or routine testing of materials, devices, products or produce

(b) research in the social sciences or the humanities

(c) routine data collections

(d) efficiency surveys or management studies, and

(e) market research or sales promotion.’

The objective of the research must be in accordance with the needs of the country and must be beneficial to the Malaysian economy.

With effect from 28 December 2018, a definition of R&D has been inserted in section 2 of the Act. Below is a tabulated comparison of the two definitions, with differences indicated in bold:

Under the definition in the Act, the scope of research and development is somewhat more specific while routine, cosmetic or stylistic modifications and changes to materials, devices and processes are specifically excluded as research and development.

Related company The term ‘related company’ is often used in R&D incentives. It is defined in the PIA as follows:

‘… in relation to a company, a related company means a company:

(a) the operations of which are or can be controlled, either directly or indirectly, by the first-mentioned company;

(b) which controls or can control, either directly or indirectly, the operations of the first-mentioned company;

(c) the operations of which are or can be controlled, either directly or indirectly, by a person or persons who control or can control, either directly or indirectly, the operations of the first-mentioned company.

Provided that a company shall be deemed to be a related company of another company if:

  • at least 20% of its issued share capital is beneficially-owned, directly or indirectly, by that other company; or
  • at least 20% of the issued share capital of that other company is beneficially owned, either directly or indirectly, by the first-mentioned company.’

In short, in relation to a company, a related company includes:

(a) its subsidiary;

(b) its holding company, 

(c) a subsidiary of its holding company; and

(d) associated company.

This means that, prima facie , all companies in the same group of companies and direct associates are related companies for the purpose of R&D incentives.

Public ruling The tax authorities issued Public Ruling 5 of 2020 relating to qualifying R&D activities and Public Ruling 6 of 2020 relating to special R&D deductions  to clarify relevant issues such as examples of what is research, what is not research, criteria for approval, and what constitutes qualifying research expenditure.

This incentive measure under section 34A of the Act provides for a double deduction to a person resident in Malaysia in respect of qualifying research expenditure (which is revenue in nature) related to a research programme undertaken by a business entity. The double deduction is made in arriving at the adjusted income of the business.

With effect from 1 January 2021, the amount of expenses on R&D incurred outside Malaysia in a basis period shall not be more than 30% of the total expenses on R&D incurred by the resident person in the basis period. 1

If the 30% threshold is breached in any basis period, only single deduction of the R&D expenses incurred in the basis period is allowed.

Please note that the research programme must have prior approval by the Minister of Finance. Also, it is not necessary for the subject matter of the research programme to be related to the business activity carried out by the company.

Qualifying expenditure includes:

  • raw materials used in the research project
  • technical services
  • travelling and transportation costs
  • salary and allowances of research personnel
  • maintenance costs of research buildings and equipment, and
  • rental of equipment, machinery or buildings used for research.

In this regard, it is pertinent to note that payment of royalties, licensing fees, etc, will not qualify as these represent ‘purchased’ research. The thrust of research incentives is that the research activity must be carried out in Malaysia.

Where a pioneer company which is tax resident in Malaysia carries out an approved research project during its tax relief period, it can elect to defer the deduction of the qualifying research expenditure to the post-pioneer period so as to reap the full benefit of the double deduction. The mechanism for this is the R&D expenditure charged to the revenue statement during the tax relief period (TRP) is added back, thus increasing the adjusted (therefore exempted) income during the TRP. The company can elect for the R&D expenditure during the TRP to be given a single deduction after the TRP [section 34A(4A)].

A 'contract R&D company' is defined under section 2 of the PIA as a company which:

  • provides R&D services
  • in Malaysia
  • only to companies other than its related companies.

In other words, a contract R&D company provides its services only to non-related companies – ie all third-party independent companies.

A contract R&D company is eligible for either one of the incentives below:

  • Pioneer status – exemption of 100% (instead of the standard 70%) of the statutory income for five years from its production day; or
  • ITA – 100% (instead of the standard 60%) of qualifying capital expenditure incurred within ten years (instead of the normal five years) to be set off against 70% of the statutory income.

Note that both the pioneer status and the ITA offer enhanced benefits. Additionally, any unabsorbed losses and capital allowances may be carried forward to the post-tax relief period.

To make it even more attractive to users of the R&D services provided by a contract R&D company, any person who pays for the use of services of a contract R&D company will be eligible for a double deduction of such payments under section 34B of the Act.

An R&D company is defined under section 2 of the PIA to mean a company which:

  • to its related companies or any other companies.

Note that while a contract R&D company must render its services only to unrelated parties, an R&D company may render its services to related companies.

An R&D company does not qualify for pioneer status: it is eligible for ITA only. The ITA available is 100% of qualifying capital expenditure incurred within 10 years set off against 70% of statutory income.

Any unabsorbed losses and capital allowances may be carried forward pursuant to the relevant provisions in the Act. 

Any person, who is a tax resident of Malaysia, who pays for the use of services of an R&D company and who is not a related company, qualifies for a double deduction of such payments under section 34B of the Act. This means that if a company is likely to provide R&D services to one or more related companies, the related companies will not qualify for a double deduction for the R&D expenditure. Nevertheless, such related-company users may avail themselves of the single deduction for scientific research available under section 34(7) of the Act.

Hence, when a group of companies embarks on establishing an R&D entity to cater to its R&D needs, it is well-advised to consider the relative merits of either going for the ITA incentive for the R&D company or opting for the double deduction for the users of the R&D services in respect of the R&D fees under section 34B. Please see the illustration below:

XYZ Group of companies intends to establish an R&D company (R&D Co) to cater for the burgeoning R&D needs of the group companies. In the first three-year plan, R&D Co will incur RM2 million of qualifying capital expenditure (QCE) on a factory, machinery and equipment to carry out R&D services for a highly profitable fellow subsidiary Zee Sdn. Bhd. (Zee) which will pay R&D fees of RM3 million evenly over three years to R&D Co. Zee is a resident company in Malaysia.

The XYZ Group wants to know whether R&D Co should apply for ITA incentive.

Section 2 of the PIA defines in-house research as:

  • carried on in Malaysia
  • within a company for the purpose of its own business.

The incentive available for such in-house research is ITA at 50% of qualifying capital expenditure incurred within 10 years. The ITA is set off against 70% of statutory income.

It should be noted that there is no mutual exclusion stipulated for the two incentive measures of

  • in-house R&D and
  • approved research.

A company may therefore apply for approved research to obtain a double deduction for the R&D expenditure under section 34A of the Act, and at the same time apply for in-house R&D incentive under the PIA. There is no double claim as the in-house R&D incentive provides for ITA in respect of qualifying capital expenditure while the section 34A double deduction is expressly for non-capital expenditure.

Pepgen reports inducement grant under nasdaq listing rule 5635(c)(4) to newly appointed executive vice president, research & development.

BOSTON, August 20, 2024 --( BUSINESS WIRE )--PepGen Inc. (Nasdaq: PEPG), a clinical-stage biotechnology company advancing the next generation of oligonucleotide therapies with the goal of transforming the treatment of severe neuromuscular and neurological diseases, today announced it awarded an inducement grant under PepGen’s 2024 Inducement Plan as a material inducement to employment to its newly appointed Executive Vice President, Research & Development, Paul D. Streck, M.D., MBA.

On August 19, 2024, Dr. Streck received a non-qualified stock option grant to purchase 202,816 shares of PepGen’s common stock, par value $0.0001 per share, with an exercise price of $9.83 per share, the closing price of PepGen’s common stock as reported by The Nasdaq Global Select Market on August 19, 2024. The inducement grant stock option has a ten-year term and is scheduled to vest over four years, with 25% of the shares vesting on the one-year anniversary of Dr. Streck’s employment commencement date and the remainder vesting in equal monthly installments over the following three years, subject to Dr. Streck’s continued service to PepGen through the applicable vesting dates.

This inducement grant was granted outside of PepGen’s stockholder-approved equity incentive plans pursuant to PepGen’s 2024 Inducement Plan, which was adopted by PepGen’s Board of Directors in August 2024. This award was approved by the Board of Directors, which includes a majority of independent directors, as a material inducement to Dr. Streck’s entering into employment with PepGen in accordance with Nasdaq Listing Rule 5635(c)(4).

The Public Health Research associate Assists with grant-funded study intervention development and training, as well as with the management and coordination of research activities of projects focused on the opioid crisis among justice-involved individuals and improving public health and safety outcomes. UB scholar secures grant to study workplace experiences of first-gen, BIPOC LIS professionals

In an effort to bridge the gap in workplace equity and representation, a Graduate School of Education researcher has secured a $493,910 grant from the Laura Bush 21st Century Librarian Program.

The program funds projects that tackle essential challenges in the library and archives fields, aiming to enhance professional practices and improve library and archival services for the American public.

Africa Hands, assistant professor in the Department of Information Science, will study the unique challenges and cultural strengths of first-generation Black, Indigenous and People of Color (BIPOC) professionals in the library and information science (LIS) field.

Collaborating with not-for-profit research and consulting service Ithaka S+R, Hands will lead the three-year project, “LIS First-Generation Professionals: Workplace Barriers and Cultural Assets,” which aims to uncover the often overlooked hurdles these professionals face and highlight the strategies they use to thrive in their careers.

Addressing key workplace challenges

“We know from research that the general workplace experiences of first-generation students can be a little challenging … There’s a hidden curriculum of the job and the workplace.” Hands explains. “They may meet barriers in terms of navigating that. Sometimes, they have less-cultivated career capital. They struggle to find their first position. Some of them didn’t have an opportunity to have internships that give them [professional] experience.

“So, we know these things about first-generation students as a whole,” she says. “But there has not been much concentrated research done on first-generation graduate students, or first-gen graduate students in library and information science.”

The project will employ a multi-method approach to address two key research questions: What are the workplace challenges of LIS first-generation professionals, and what strategies and cultural assets do these professionals employ to navigate and succeed in LIS workplaces?

Importance of inclusivity in libraries

“Public libraries serve diverse communities, but the makeup of librarians who work in libraries is around 80% white women,” Hands says. “There are initiatives to address this so that the workforce is more reflective of the communities they’re serving.

“I think it’s really important to focus on first-generation professionals — who encompass a lot of different marginalized identities,” she continues. “We need to know their experiences to hopefully retain them in the workplace so that we can have more inclusive workplaces that are more reflective of the community.”

Through focus groups and written narratives, the research will amplify this under-examined population and provide actionable insights for graduate programs, professional associations, managers and current LIS professionals.

Impactful research

“Dr. Hands’ project is significant because it addresses the unique challenges faced by BIPOC first-generation professionals in library and information science workplaces,” notes X. Christine Wang, professor and associate dean for interdisciplinary research. “By investigating their experiences and strategies for success, the findings will not only inform graduate programs and professional associations, but also drive cultural and environmental changes within LIS workplaces to better support these professionals.

“This project further demonstrates the GSE’s breadth and depth of expertise in promoting equity and inclusivity in education and LIS spaces.”

The findings from the research will be widely disseminated through the project’s website, Ithaka S+R’s website and various library worker organizations. An innovative open-access e-book will also share participants’ lived experiences.

The project builds on Hands’ already-robust research activities. She recently won the ALISE Research Grant Program Competition, which funded her project, “Positioning LIS Students for Career Success.”

“I’m really looking forward to extending my interests in career services and going into this next study on first-generation professionals,” Hands says. “I’ve been interested in career services for a number of years, so I’m excited to really be diving into it with these two projects.”

MANHATTAN, Kan. – A popular grant-writing workshop that has helped thousands of Kansans secure funding in their communities is about to turn 100.

Nancy Daniels, a community vitality specialist with K-State Research and Extension, said a Sept. 27 workshop in St. John will mark the 100th public session she’s taught since 2016 – reaching more than 2,919 Kansans.

“We surveyed participants, and of the 33% that responded, we found that within the first year after they took this grant writing class, they acquired more than $52 million for their communities and local projects,” Daniels said.

Ryan Russell, the executive director for Stafford County Economic Development , says that record of success is something he hopes to spur within his region, which has set its sights on attracting value-added food businesses, resurrecting Main Street in several towns, and building houses.

“We want to help build the capacity within our county and surrounding counties to be able to have a better pool of people who can write grants,” Russell said

He notes that his organization often writes grants in partnership with the county and city governments, and other non-profit organizations. But he is often unable to fulfill requests for other grants that could help those groups.

“We are looking at the grant writing workshop as an educational opportunity for organizations to be able to help themselves,” he said.

The workshop – which is open to anyone interested -- will be held from 9:30 a.m. to 3:30 a.m. on Sept. 27 in the Stafford County Annex Building, located at 210 E. Third Street in St. John, Kan. Registration costs $60, and is available by contacting Russell at [email protected] , or 620-314-5561.

The workshop is co-sponsored by the Golden Belt Community Foundation, South Central Community Foundation, and the 21 Central Extension District. Daniels said experts from the Kansas Infrastructure Hub , Kansas Rural Water Association, Kansas Housing Resources Corporation and the Kansas Department of Commerce will be on hand to explain funding opportunities available to Kansas communities.

Participants will also learn about the federal government’s Bipartisan Infrastructure Law, known as BIL, which is in its third year of a five-year commitment to invest $1.2 trillion into infrastructure in U.S. communities. BIL supports investment in transportation, energy, broadband, water and cybersecurity and resiliency. Matching funds are available through a Kansas-based program known as Build Kansas .

“Being rural makes people feel like access to funding and state programs is more difficult, even if it isn’t,” Russell said. “There’s often a mentality that grant and state funds are for the high population areas; people in rural areas feel left out. It’s good to do events like this to bring state programs to our areas, and have the people in charge of those funds tell our local residents that they can access these funds and programs.”

Daniels began teaching in-person workshops in 2016, then online workshops only in the latter stages of the COVID pandemic.

“In 2022, we went back to doing both in-person and online settings,” she said. “We’ve taught in-person for local communities, the Kansas Fire Fighters Association, the League of Kansas Municipalities, the South Central Kansas Library System and many more.”

Professor Eleanor Seaton Receives Grant from the National Institute of Alcohol Abuse and Alcoholism

Professor Eleanor Seaton is a Co-Investigator on a grant from the NIH’s National Institute on Alcohol Abuse and Alcoholism examining the etiology of alcohol use among racially-ethnically diverse populations using data from the Adolescent Brain Cognitive Development (ABCD) study. The team is using a developmentally and culturally informed approach to study gene-environment interaction (G x E) processes. Professor Seaton is providing expertise on understanding the role of racial discrimination experiences in relation to alcohol use among Black American adolescents. Could you provide some background on the motivation behind this project? What inspired you to take it on?

I consider the PI (Primary Investigator), Assistant Professor Jinni Su from Arizona State University, to be a mentee and friend! I was happy to join the project when I learned of her efforts to disentangle G x E processes among Black youth. Dr. Su and I have a paper in which we examined alcohol use among Black American college students. This project was a natural extension of our prior research with a younger population. Looking ahead, how do you see this project evolving or expanding? What do you hope it will achieve in the long term?

I hope this project expands my research repertoire! Prior to this project, I wasn't interested in G x E processes. However, I have already learned a great deal and am pondering how to incorporate these perspectives within my research agenda.

How does this project align with the Department of Psychology's broader goals, values, or strategic initiatives?

This project is consistent with the Psychology department's values to celebrate human diversity in all its forms, and conduct cutting-edge diversity science.
