UGC’s proposal to permit part-time PhD degree: What is it and how does it work?

A look at eligibility criteria, specification, and provisions of the proposed programme.

part time phd notification 2022

The University Grants Commission is finalising the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations draft that it proposed in March this year. With the amendments, working professionals will be able to pursue part-time PhDs programmes .

Part-time PhD programmes aren’t entirely new to India and are common in the IITs.

part time phd notification 2022

With the UGC’s proposal, more higher educational institutions across the country will offer the programme, which will help professionals who cannot afford to take long leaves to pursue their research.

We explain the eligibility criteria, the requirements for the supervisors and its other provisions:

What will be the eligibility criteria for enrollment?

The eligibility conditions are the same for both full-time and part-time candidates. The work will also be assessed in the same way as done for the full-time PhD students. In addition to meeting the regular criteria, however, the part-time PhD candidates will also have to produce a No-Objection Certificate or NOC from their employer.

Festive offer

“Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” UGC Chairman M Jagadesh Kumar told The Indian Express .

What are the specifications of the NOC?

Apart from stating that the prospective part-time PhD candidate and employee is permitted to pursue the programme on a part-time basis, the NOC will have to spell out that they will be given sufficient time for research work.

The workplace will be required to establish facilities in the employee’s field of research as a doctoral scholar and the organisation will also have to make a submission saying that the employee will be relieved from duty to complete the requisite coursework if required.

Offices rarely offer facilities for research and there is a requirement for “facilities in the employee’s field of research at the place of work”.  Isn’t the policy too restrictive?

Prof Kumar said that the proposed part-time PhD policy – with NoCs that are required to be submitted by part-time PhD applicants – is in tune with the best institutions in India such as IITs.

“Most industries involved in manufacturing, scientific research  or the IT sector do have some facilities for research such as prototyping, testing and measurement. Such applicants can use the facilities in their place of work and also in the University where they register for part-time PhD.”

He added: “In IITs, students usually work during weekends to use the facilities at the institutions. A similar thing can be done in Universities. Students can also access library e-resources and online computing facilities using secure VPN connection from outside the campus, depending on the IT usage policy of the University.”

Who will guide the part-time PhD candidates?

The part-time PhD student will largely work independently but will work on his or her subject in consultation with the supervisor. At least six months of course work will have to be attended by them full-time. Once they complete the course work, they can carry out research under the guidance of a supervisor using the research facilities either in their own organisations or the research facilities in the universities.

Who will the supervisors be?

Permanent faculty members with a PhD working as Professor/Associate Professors, with at least five research publications in peer-reviewed or refereed journals may be recognized as research supervisors.

Permanent faculty members working as Assistant professors with a PhD degree and at least three research publications in peer-reviewed or referred journals can also be supervisors under the proposed norms.

Which institutions can offer part-time PhD programmes?

The PhD regulations shall apply to every University established or incorporated by or under a Central Act, a Provincial Act, or a State Act, as well as every college and higher educational institution declared by a notification in the Official Gazette by the Central Government under Section 3 of UGC Act, 1956.

How will the quality of the part-time programme be ensured by the UGC?

Citing the example of the IITs, where part-time PhDs are common, Kumar says that “they have not seen any degradation in the quality of doctoral work”.

Kumar added that every semester, the part-time PhD candidates would be “required to make presentations and submit progress reports” to the research advisory committee, which is “mandated to make sure that the PhD students carry out research of high standards”.

Can people who have completed an M Phil in the past and are currently employed as working professionals also apply for the programme?

Under the proposed revised regulations, one can join PhD programmes either after a four year UG programme or after a two year Master’s degree. The M Phil programme is being phased out from the  2022-23 academic session. However, if one has an M.Phil degree, the research advisory committee may recommend only 12 credits of course work and not more.

“Their research experience during M.Phil would be helpful just as in the case of the four-year UG honours with research who gain some research experience. In fact, many from scientific research organisations may have some kind of research experience already. That would certainly help them in their part-time PhD programme. Such applicants would also bring a diversity in research problems being studied in the university system,” Prof Kumar said.

Can a techie working with an IT firm apply for a part-time PhD?

Anyone can apply as long as they are regular full time employees, their workplace or organisation is recognised by the concerned University, the applicant submits the required NOC, and fulfils the eligibility criteria for PhD admissions.

Part-time PhD, PhD for graduates, Entrance test for PhD: Know the new UGC Rules on PhD Admission in India

New Rules on PhD Admission in India

The University Grants Commission, UGC has implemented new regulations on PhD (Doctor of Philosophy) degrees from 7 November 2022. Known as " UGC Minimum Standards and Procedures for Award of PhD Degree Regulations 2022 ," these rules have replaced the erstwhile rules notified in 2016. The new regulation modifies the eligibility requirements, admissions process, and evaluation methodologies governing doctoral programmes in colleges and universities of the country.

New Rules on PhD Admission in India

With this move, India has simplified and streamlined the rules governing research programs and brought them in line with the prevalent global practices. Just so you know, these guidelines were released for feedback from stakeholders in March 2022 itself. By incorporating several feedbacks into the draft, it has finally been notified and implemented across the country since 7 November 2022.

Students and scholars pursuing, or planning to pursue, a PhD through old criteria have nothing to worry about as the new rules will have no effect on the status quo. To elaborate further, candidates pursuing or having completed MPhil will continue to remain eligible for admission to PhD programmes.

Now Graduates can do PhDs

Students who have completed a 4-year undergraduate course, or completed the first year of PG after a 3-year graduation, are now eligible for direct admission to a doctorate programme. Be mindful that a minimum of 75 per cent marks in aggregate OR a Cumulative Grade Point Average (CGPA) of 7.5 is a must to apply for PhD programs.

What about 3-year bachelor's Degree students now studying in PG? How to calculate their marks?

In case you don't have 75 per cent aggregate marks in graduation (be it a 3 or 4 years course), pursue a one-year master's programme and score at least 55 per cent in that and you become eligible.

MPhil Program gets dropped!

The new Rules discontinue the Phil programme altogether. However, that will have no bearing on those holding or pursuing M.Phil degrees currently. So M.Phil students can now take a deep sigh of relief.

No Need for UGC NET/JRF

Universities and colleges will be free to admit students through the NET (National Eligibility Test)/JRF (Junior Research Fellowship) qualification route as well as entrance exams; whatever they wish!

The individual institution can holds entrance tests to admit students to PhD programs. The "entrance test shall consist of 50 per cent research methodology and 50 per cent subject-specific". Those clearing the entrance test will get admission into the course irrespective of whether they have passed the UGC NET/JRF or not.

So can we say goodbye to UGC NET?

Rules regarding entrance test for PhD admission:

The entrance Exam must consist of a Written Test (70% weightage) and a Personal Interview (30% weightage).

As per the new guidelines, PhD students may be given 4 to 6 hours per week of teaching/research assistantship for conducting tutorial or laboratory work and evaluations.

Freedom from publishing research articles

In a relief to many scholars, the mandatory requirement to publish research articles in peer-reviewed publications or present them at conferences has been done away with. The reason behind this move is mushrooming of 'paid-for' journals publishing anything and everything (read garbage) just to help students fulfil the legal requirements for getting the coveted degree.

Concept of Part-time PhD Degree

After a part-time MBA, here comes a part-time PhD program for working professionals. Candidates, however, have to submit a "No Objection Certificate (NOC)" issued by the employers to the college. It's important to know for the college that the employer has no problem in letting the employee study for a part-time degree.

Good News for EWS Students

The revised regulations provide for a 5% relaxation in the entrance test for EWS students.

Benefits of the new rule

Scrapping the requirement of research publication will help more people complete the PhDs they start.

  • It is hoped that the new progressive regulations will improve the quality of research in India. By opening up the field to almost all aspirants, the move will also increase the pool of scholars and address the shortage of faculty members in higher education in India in the coming few years.
  • Faculty members with less than three years of service before superannuation shall not be allowed to supervise new research scholars. Most of the time they retire before their disciple can complete their PhDs and thus leaving them in the lurch and in search of a new guide derailing their efforts.
  • Now each supervisor can guide up to two international research scholars on a supernumerary basis over and above the permitted number of PhD scholars.
  • The higher education institutes have been given the freedom to decide their own selection procedure for PhD admission of international students. However, they do have to toe the guidelines/norms set by statutory/regulatory bodies regarding admission.

Do Part Time PhD Programs Exist?

PhD student studying at a cafe

Yes, part time PhD programs do exist. Universities know that many people have packed schedules. To accommodate busy students, some schools give the option of part-time enrollment in PhD programs online or on-campus.

The idea is that you may work your way through one of these programs while still living at home and holding a regular job — no uprooting your life required.

Many part-time PhD programs are offered online, which can be particularly convenient. Online college allows you to attend the university of your choice without having to move away from your hometown.

You may take classes online, chat digitally with your academic advisors, and work on your dissertation from the comfort of your own home. Even still, there may be some in-person residencies or practicums required.

Finances are one of the best reasons to enroll in a part-time online program. The paycheck that you bring in each week can help you afford your grad school tuition without living on ramen noodles for five years straight.

Of course, being able to hold a full-time job while going through your doctoral program is more than just a way to make money. Particularly if your field of study is relevant to your job, you may find many opportunities to connect your classroom studies to real-world experiences.

It’s even possible that a situation at work may provide inspiration for the topic of your doctoral dissertation. If you feel that a dissertation may prevent you from finishing your PhD, then a professional doctorate may be a better choice.

For example, doctor of education programs don’t require dissertations in many cases. Instead, students may complete a final capstone project to demonstrate subject mastery.

Part-time students don’t make up the majority of doctoral candidates; even still, you certainly won’t be the only one if you choose to go this route. In the past year, approximately 44% of doctoral students were enrolled in part-time programs .

What Are the Most Popular PhD Programs?

Most Popular PhD Programs

Doctorates are available in practically any field, but some are more common than others. The following table shows some of the top PhDs that you may be able to earn online.

According to the Bureau of Labor Statistics, some related careers and their average salaries include:

Information Research Scientist $126,830
Human Resources Manager $121,220
Fundraising Manager $118,430
Nurse Practitioner $111,680
Economist $108,350
Top Executive $107,680
Electrical Engineering Researcher $100,830
School Principal $98,490
Postsecondary Education Administrator $97,500
Clinical Psychologist $82,180
Epidemiologist $74,560

Getting your doctorate may certainly increase your earning potential. According to the Bureau of Labor Statistics, the median annual salary for PhDs is $110,200. That’s a large jump from $78,210, the average annual earnings for those with a master’s degree.

How Do Part Time PhD Degree Programs Work?

How Do Part Time PhD Degree Programs Work

To graduate from a part-time doctoral program, you’ll need to do the same work that you would for a full-time course of study. You’ll simply spread the work out over a longer stretch of time.

The first portion of your program will likely be devoted to classes. If you’re enrolled on a part-time basis, you’ll probably keep your course load light instead of taking multiple classes at once.

You may be able to take the classes online, but your school may require a few in-person residencies as well.

Some classes will focus on the research methods that are essential for all doctoral candidates to know, such as analyzing data and writing scholarly reports. At this point, you may also start thinking about a topic for your upcoming research project.

PhD student studying at his home

Other courses will be related to your field of study. While some classes may be required of every student in your PhD department, others may be electives. That way, you may build a course of study that is tailored to your career goals and research interests.

After completing your classes, your school may require oral or written testing as a way of assessing your knowledge.

Next, you’ll turn your attention toward your dissertation or another final project. This usually requires completing original research and reporting your findings in a detailed paper.

Even for full-time students, it may take several years to complete a dissertation. On a part-time basis, you may be working on this project even longer.

Once you finish your dissertation, the school’s faculty will need to approve it. Then, you’ll answer questions during a defense of your research. If the faculty determines that you have successfully defended your dissertation, you’ll then be awarded your PhD.

How Long Does It Take to Do a PhD Part Time?

How Long Does It Take to Do a PhD Part Time

How long it takes to complete your PhD through a part-time schedule is largely up to you and how much you can commit to your studies at any point in time.

You may find that there are some seasons in which you’re able to invest a good portion of your time and other seasons when you’re only able to do the bare minimum to keep going.

As a general rule, though, you should expect your part-time studies to last for several years. Being a part-time student won’t exempt you from any of the program’s requirements.

You’ll still need to earn just as many credit hours, complete any residency or internship experiences, and do the same final projects. The work will just be spread out over a longer period of time.

PhD students studying in a library

You should probably plan to work on your doctoral program for six to eight years. Some students take even longer. There may be a maximum duration allowed by your program, so be sure to discuss that with your faculty advisor.

Although part-time schooling is convenient, being enrolled in the same program for years on end may start to feel tedious. It’s important to choose an area of study that you really care about.

Your passion for your studies can keep you motivated even when graduation still seems a long way off.

Admission Requirements for a PhD

  • College transcripts: These demonstrate whether you have the appropriate academic background. You will need to hold a bachelor’s degree, and you may need a master’s degree as well. There may be minimum GPA scores required.
  • Test scores: Many schools use GRE or GMAT scores to determine whether you have what it takes to succeed in a PhD program. If you’re an international applicant, you may also need TOEFL scores to demonstrate your proficiency with the English language.
  • Letters of reference: These should come from academic or professional colleagues who can attest to your commitment and character. Two or three letters may be required.
  • Personal statement or research proposal: This is your chance to communicate your study goals. That way, the school can determine whether your interests align with the expertise of the faculty.

Accreditation for PhD Programs

Accreditation for PhD Programs

Accreditation is a process in which an independent organization evaluates a college’s programs and results to determine whether the school is doing a good job of educating students. If the college is up to par, then it receives approval from an accrediting body.

The primary type of accreditation to consider is regional accreditation . There are seven U.S. organizations that have the right to grant regional accreditation.

There are fairly high standards for regional accreditation. As a result, this type of accreditation is well-respected, and employers are often more inclined to select candidates whose degrees come from regionally accredited schools.

Financial Aid for PhD Students

Financial Aid for PhD Students

Paying for a doctorate out of pocket can be an overwhelming prospect, but there are a number of options for funding your PhD.

  • Fellowships: Based on your personal merits, your school or a private organization may give you fellowship money intended to further your research goals.
  • Government grants: If your income qualifies, you may get free tuition help from the state or federal government.
  • Government loans: You may have the option to take out low-interest loans from the federal government or your state.
  • Private loans: To supplement your financial package, you may also need private loans. Just be aware that these can come with high interest rates.
  • Scholarships: You can apply for gift money from a scholarship-granting organization, such as a professional association in your field.
  • Stipends: Some schools grant PhD candidates a small stipend. There are usually stipulations to this, and the rules may differ for part-time students.

To find out more, talk to your school’s financial aid department. Be sure to fill out the Free Application for Federal Student Aid (FAFSA) .

Also, if getting a doctorate could benefit your performance at work, you may be able to request tuition assistance from your employer.

Can You Do PhD Part Time?

PhD student studying at home

Yes, you can do a PhD part time. Studying for a PhD doesn’t have to be all-or-nothing. Just as there are part time masters programs , you can likewise enroll in a doctoral program on a part-time basis.

With that approach, you may be able to go to work during the day and take classes or write papers in the evening. It may even be possible to complete the coursework online.

Is PhD Full Time or Part Time?

Both full-time and part-time PhD programs are available. Some people choose to earn their doctorates as quickly as possible by going to school full-time. Others opt to enroll part-time so that they may keep up with work or family responsibilities.

Keep in mind that not all schools give you the choice between full-time and part-time study; their traditional or online doctoral programs may be specifically designed for one or the other.

Is a PhD Worth It?

Is a PhD Worth It

Yes, a PhD is worth it for many students. The U.S. Bureau of Labor Statistics projected a 5.9% job growth for doctoral or professional degree holders over the next 1o years, faster than the average for all occupations.

Getting a PhD may open new doors. Earning this top degree may grant you entrance into academia as a researcher or a professor.

It may also prepare you to assume high leadership roles and earn more money in your field. Plus, there’s often a sense of personal satisfaction that comes from accomplishing a huge goal like earning a PhD.

If you’re ready to put those three letters after your name, then it’s time to think about enrolling in a doctoral program. Apply to part-time PhD programs so you may pursue your degree without putting your life on hold.

Ques. Do Part Time PhD Programmes exist?

Ans . Yes, the part time PhD programmes do exist. Universities and colleges know that many people have packed schedules. To accommodate busy students, some institutes give the option of part-time enrollment in the PhD programs online or on-campus.

Ques. How Part Time PhD Degree Programmess do Work?

Ans. To graduate from a part-time doctoral program, a student needs to do the same work that they would for a full-time course of study. They will simply spread the work out over a longer stretch of time. The first portion of your program will likely be devoted to the classes. If a student enrolled on a part-time basis, they will probably keep their course load light instead of taking multiple classes at once.

Ques. How long does it take to do a part time PhD programme?

Ans . How long it takes to complete your part time scheduled PhD programme is largely up to you and how much you can commit to your studies at any point in time.

You may find that there are some seasons in which you’re able to invest a good portion of your time and other seasons as well when you’re only able to do the bare minimum to keep going.

Ques. Should I take on too many part time PhD students?

Ans. Most universities prefer not to take on too many part-time PhD students because statistically, the success rate is very low. With reduced access to the university or college facilities and staff, distractions from work, and so many years in which to lose motivation and direction, most part-time students give up and never achieve their PhD degrees.

Ques. Is it possible to study PhD program part time and work full time?

Ans. Plenty of people do this. However, the students have to be prepared to sacrifice much of your free time. Taking two classes a semester will consume nearly 20 hours of your time, not including travel time. Remember you will be reading up to 200 pages in a week, conducting research, writing papers, making presentations, attending class and participating in the discussion, and take exams. While each class may not include all these factors but many will.

Ques. Is it possible to enter a traditional academic career after the completion of a part time PhD programme?

Ans . Yes, it's possible, but a doctorate is only one element of an academic career. First, only the most dynamic doctorates land academic positions, especially in the research universities and colleges with tenure-track positions, thus it is essential as a doctoral student to cultivate a professional reputation, and that means participating in departmental duties as a teaching and research assistant, and attending and participating in professional conferences.

Ques. Which is better, a part-time PhD with a job or a full-time Ph.D.?

Ans. Do PhD programme when you are fully convinced and ready for the topic and research methodology of research yourself after successful completion of bachelor's or master's degree and project on the same subject or interdisciplinary subject. The foundation of the right education and knowledge is mandatory and very helpful. Asking for a guide for topic and methodology is disastrous. The role of a guide is to supervise the smooth run of the research project and nothing much. Hence, the question of part-time or full time PhD program does not arise.

Ques. What is the schedule of part-time Phd programme students at IIFT Delhi college; do the students have to attend the classes regularly?

Ans. The classes for both full time and part time PhD students happen during the weekends. The full time students of PhD program get an opportunity to carry out field visits and projects during the weekdays.

Ques. When are the classes for a part-time PhD conducted at IIT Delhi college?

Ans . Both part time and full time students study in the same class. The majority of the classes are the part of morning slot from 8 AM to 2 PM, there are classes in the evening as well. Some guest faculties do classes over the weekend.

Ques. Can we do a part time PhD programme in IIT Bombay?

Ans. Yes you can. IIT-Bombay will call two times per year. You can apply for the same and can attend a written test and/or interview.

PEER REVIEWED

Introduction

History of chronic disease indicators, 2022–2024 indicator refresh, 2022–2024 cdi web tool refresh, cdi data in action, data challenges, acknowledgments, author information.

What is already known on this topic?

The Chronic Disease Indicators (CDI) web tool (www.cdc.gov/cdi) disseminates state-level data compiled from various sources, including surveys, vital records, and administrative data, and applies standardized definitions to estimate key indicators of chronic diseases.

What is added by this report?

A refreshed CDI web tool was released in 2024 with 113 indicators and enhancements to key functions, including standardized indicator definitions; interactive charts, graphs, and maps; an easy-to-use web-based data portal; and state comparison reports.

What are the implications for public health practice?

The CDI web tool provides practitioners, policymakers, and other users an easy way to examine and track a wide range of key indicators of chronic diseases and their risk factors to support state-level public health action.

Easy access and display of state-level estimates of the prevalence of chronic diseases and their risk factors can guide evidence-based decision-making, policy development, and tailored efforts to improve population health outcomes; however, these estimates are often presented across multiple websites and reports. The Chronic Disease Indicators (CDI) web tool (www.cdc.gov/cdi) disseminates state-level data compiled from various data sources, including surveys, vital records, and administrative data, and applies standardized definitions to estimate and track a wide range of key indicators of chronic diseases and their risk factors. In 2022–2024, the indicators were refreshed to include 113 measures across 21 topic areas, and the web tool was modernized to enhance its key features and functionalities, including standardized indicator definitions; interactive charts, graphs, and maps that present data in a visually appealing format; an easy-to-use web-based interface for users to query and extract the data they need; and state comparison reports to identify geographic variations in disease and risk factor prevalence. National and state-level estimates are provided for the overall population and, where applicable, by sex, race and ethnicity, and age. We review the history of CDIs, describe the 2022–2024 refresh process, and explore the interactive features of the CDI web tool with the goal of demonstrating how practitioners, policymakers, and other users can easily examine and track a wide range of key indicators of chronic diseases and their risk factors to support state-level public health action.

In 2018, more than half of US adults had 1 or more of the following 10 chronic conditions: arthritis, cancer, chronic obstructive pulmonary disease, coronary heart disease, current asthma, diabetes, hepatitis, hypertension, stroke, and weak or failing kidneys (1). These and other chronic diseases are the leading causes of illness, disability, and death and the leading drivers of health care costs in the US (2). Several health risk behaviors (eg, smoking, alcohol use, physical inactivity) and social determinants of health affect the prevalence, management, and treatment of chronic diseases (2). Increases in knowledge about risk factors and conditions and recognition of social factors affecting health outcomes have led to an expanded view of the role of public health beyond viewing chronic conditions alone.

State-level estimates of chronic diseases and their risk factors can play an important role in the development of state-level policies, practices, and programs; identification of state-level priority conditions and health risk behaviors; resource prioritization and allocation; and tracking changes over time to assess progress toward state health objectives and the effect of state efforts. In the US, several surveillance systems monitor chronic diseases and their risk factors and can provide state-level estimates (eg, the Behavioral Risk Factor Surveillance System [BRFSS] [3], the Youth Risk Behavior Surveillance System [YRBSS] [4]). Data stewards of systems house the data on their sites and often provide summary estimates via reports or applications. In addition, many programs of the Centers for Disease Control and Prevention (CDC) present estimates of the prevalence or incidence of chronic diseases or their risk factors (5–7). However, users interested in estimates across multiple data sources and different chronic diseases and their risk factors may have difficulty in efficiently extracting data across platforms.

The Chronic Disease Indicators (CDI) web tool (www.cdc.gov/cdi) is designed to provide public health professionals, researchers, and policymakers with valuable data for the surveillance of chronic diseases and their risk factors at the national and state level. The web tool compiles data from various data sources, including surveys, vital records, and administrative data, and applies standardized definitions to estimate and track key indicators. CDI provides estimates from different data sources in the same data set to connect data across the health spectrum, from risk factors and behaviors to treatment and health care outcomes to mortality. CDI is one of the most popular sites for chronic disease data and is in the top 4% (5 of 135) of most-accessed datasets among all of CDC’s chronic diseases datasets. The roots of CDI began in 1999 when a set of surveillance indicators were released by CDC, the Council of State and Territorial Epidemiologists (CSTE), and the Association of State and Territorial Chronic Disease Program Directors (ASTCDPD) (8). During the past 20 years, the indicators have changed, as has the web tool. To better serve users and to improve the efficiency of CDI, a refresh process was initiated in 2022. This process included a re-examination of the indicators and modernization of and enhancements to the web tool.

The original set of 73 indicators was released in 1999 by CDC, CSTE, and ASTCDPD. In 2002, the indicators were revised and expanded to 92 (8). CDC, CSTE, and ASTCDPD collaborated on the 2002 revision. Indicators were evaluated for their relevance to chronic disease prevention and control at the state level and for the availability of data on an annual or biannual basis at the state level for most states. In addition, an attempt was made to select indicators consistent with Healthy People 2010 objectives (9).

In 2012–2013, the indicators were revised with the release of 201 measurable indicators (10). CDC, CSTE, and the National Association of Chronic Disease Directors (NACDD) collaborated to conduct a series of reviews informed by subject-matter expert opinion to make recommendations for revising the indicators. Each recommendation was expected to follow 3 principles: 1) allow states, territories, and large metropolitan areas to uniformly define, collect, and report chronic disease data related to diseases and conditions with a substantial public health effect; 2) ensure that data are consistent with Healthy People 2020 objectives (if possible) (11); and 3) ensure that data are available at the state level for most states and preferably for territories and large metropolitan areas as well.

In 2015, the CDI web tool was released with the 203 indicators published in that year and a few revisions. Revisions included division of the “amount of alcohol excise tax by beverage type” indicator into 3 indicators (beer, wine, distilled spirits), addition of 4 age-specific indicators, and 5 removals due to lack of state-level data.

In 2022, CDC initiated a CDI refresh process that began with a re-examination of the indicators. Much like the reduction in the number of objectives for Healthy People 2030, the CDI also underwent a process including a reduction in the number of indicators. With fewer indicators, the CDI increases its focus on the most pressing public health issues, making it easier to find indicators relevant to the public health work being done. CDC programs reviewed the 203 measurable indicators and recommended which indicators to retain, modify, or remove, and proposed new indicators. Recommendations were expected to meet 3 criteria: 1) the disease or condition has a substantial effect on public health; 2) data for the disease or condition are currently available for most states; and 3) the indicator related to the disease or condition is consistent with public health goals at the national (12) or state level. During the refresh process, programs also aimed to ensure that CDI’s presentation of indicators effectively complemented web tools hosted by other CDC programs while retaining its distinctive role as a comprehensive source of data on chronic disease indicators. Funding restrictions prohibited an external process, which was used previously. However, feedback on the refresh process and indicators was obtained from state partners through consultation between CDC programs and relevant partners, as well as presentations and discussions with state-focused groups and organizations, including CSTE, NACDD, and the Association of State and Territorial Health Officials.

The result was a refreshed set of 113 indicators with estimates from 14 data sources ( Table 1 ). Of the 113 indicators, 63 were retained from the previous version, 20 were modified (2 changed data sources and 18 changed measure definitions), and 30 were new ( Table 2 ). Indicators were reorganized into 21 topic areas with the addition of 4 new topic areas in which public health importance and focus has increased during the last several years (Cognitive Health and Caregiving, Health Status, Sleep, and Social Determinants of Health) ( Table 2 ). Indicators from the previous Overarching Conditions topic area were re-organized into other topic areas (n = 9 indicators) or removed (n = 7 indicators). Several indicators are also listed in additional topic areas (Student Health [n = 16 indicators], Older Adults [n = 6 indicators], and Maternal Health [n = 11 indicators]).

The number of indicators included in the refreshed CDI is a decrease from the previous web tool. With fewer indicators, the CDI web tool can minimize overlap with other tools while still presenting key indicators across multiple chronic diseases and their risk factors, including estimates stratified by sex, race and ethnicity, and age. With this refresh, 120 indicators included in the previous version were removed based on the criteria provided above. Twenty-six indicators were removed because data for the indicator were no longer available for most states. Characteristics of other removed indicators were similar across topic areas and included indicators limited to adults with a condition (eg, prevalence of co-occurring conditions [n = 10 indicators] or immunizations [n = 16 indicators]), indicators limited to women aged 18 to 44 years (n = 16 indicators), indicators related to a support or barrier for a disease or risk behavior (n = 24 indicators), cancer indicators related to site-specific incidence or lower mortality rates (n = 9 indicators), indicators that overlapped with another indicator (n = 13 indicators), and indicators for other characteristics (n = 6 indicators).

Many indicators removed are still available on other topic websites or on data custodian websites. For example, the BRFSS Web Enabled Analysis Tool (WEAT) (https://nccd.cdc.gov/weat/#) has a cross-tabulation application that allows users to produce tables showing numbers and percentages of 1 variable by 1 or more additional variables. WEAT can generate estimates of indicators specific to women aged 18 to 44 years (create crosstabulation tables by sex and age group) and for those with a chronic disease (create crosstabulation tables by presence of a condition [eg, arthritis, diabetes]) to obtain subgroup estimates. Links to topic-specific websites are provided as part of the topic-specific landing pages included with the refreshed CDI web tool and links to data source custodian’s website are provided in the Data Source section.

The CDI web tool has received more than 1 million page views since it was first launched in January 2015. As part of the 2022–2024 CDI refresh, CDC also redesigned and enhanced the web tool to modernize the underlying application and improve the tool’s usability. Several key features and functions of the CDI web tool were maintained and enhanced.

Indicator definitions and data source descriptions

The CDI web tool has consistently provided standardized definitions and detailed descriptions for each indicator. The detailed definitions include population, numerator, denominator, measure, time period of case definition, summary of background and importance, notes, data source, related objectives or recommendations, secondary CDI topic areas, and related references. This information helps users understand the meaning and context of the indicators.

With the CDI refresh, measure definitions were streamlined to ensure consistency across topic areas and indicators. Twenty-one new topic area landing pages were added to provide users a broad overview of the topic as well as links to where users can find more topic-specific estimates. A new data source section was added that provides information about the data sources, including full name and abbreviation, website, purpose, target population, frequency and mode of data collection, notes, treatment of missing data, data suppression, age-standardization process, and sponsor.

Data visualizations

With the refresh, the CDI web tool maintained and enhanced the ability for users to create interactive charts, graphs, and maps. Users can create exhibits that present data in a visually appealing and easy-to-understand format. Users can select indicators, time periods, and population groups. The ability to stratify estimates by sex and race and ethnicity (when applicable) was retained from the previous version, and the refreshed CDI adds a stratification by age. These visualizations can help users identify patterns, trends over time, and disparities.

Entry into the data visualization section of the CDI web tool was enhanced and 3 entry points are provided: “view maps,” “view bar graphs,” and “view trends over time” ( Figure 1 ) .

“View maps.” This entry point allows users to view maps of the US (all states, District of Columbia, and territories) for any indicator, year, and group (by sex, age, and race and ethnicity). To create the visualization shown in Figure 1 (middle section): 1) from the “view maps” box, select a topic area category from the drop-down menu (eg, alcohol) and click “go”; 2) select an indicator from the list (eg, binge drinking prevalence among adults); and 3) click “view results” to display the default map (overall estimates for most current year). To make changes ( Figure 2 , map example), users can select year, “view by,” and data type and select the classification type and number of classes. After selections are made, users click “update” to view the map choices selected. Last, when sex, age, or race and ethnicity is selected for the “view by” stratification, a map for a subgroup will be displayed (eg, male). Above the map, there is “view by” option for group level. When using the “view maps” option, only 1 indicator can be viewed at a time. Other visualizations provided in this section include a bar graph by state and a table with all state-level estimates for the indicator selected .

“View bar graphs.” This entry point allows users to view bar graphs for national or state-specific estimates for any indicator, year, and group (by sex, age, and race and ethnicity). To create the visualization shown in Figure 1 (“View Bar Graphs/View Trends Over Time”): 1) from the “view bar graphs” box, users select a location (eg, Georgia) and a topic area category from the drop-down menu (eg, chronic obstructive pulmonary disease); 2) select 1 or more indicators; and 3) click “view results” to display the default bar graph(s) (overall estimates for most current year) for all selected indicators. To make changes for each selected indicator ( Figure 2 , “Bar Graph/Trends Over Time Example”), users can select year, “view by,” and data type. After selections are made, users click “update” to view the graph with choices selected. Other visualizations provided in this section include an accompanying table with the estimates.

“View Trends Over Time.” This entry point allows users to view trend lines for national or state-specific estimates for any indicator, year, and group (by sex, age, and race and ethnicity). This entry point uses the same underlying application as View Bar Graphs; however, the default is to include all years of data available. Refer to the steps for View Bar Graphs.

Comparison report

The comparison report allows users to view all estimates across states, enabling users to identify geographic disparities and variations in disease and risk factor prevalence ( Figure 1 ). Users can select up to 4 locations, including estimates for the overall US and state-level estimates for each of the 50 states, the District of Columbia, and territories.

Data portal

CDI data are published through an open data platform (https://data.cdc.gov/browse?category=Chronic+Disease+Indicators) that provides users an easy-to-use web-based interface to query and extract data based on their needs. Users can select indicators, geographic locations (national or state-specific), subgroups, and time periods to generate customized data sets and visualizations. Users can also find 21 smaller data sets with estimates for topic areas. With each CDI release, data sets are replaced to include any updated data. Data sets related to the previous version of the CDI (2015–2023) will not be updated but will remain available via the data portal.

State health departments, public health professionals, and policymakers can use the CDI web tool for diverse purposes. They can place a health problem in context by exploring their state’s prevalence of chronic conditions and associated behavioral risk factors. They can compare their data to national estimates and estimates in other states and monitor trends over time to guide decision-making for effective public health action. Decisions might include how to maximize limited resources by prioritizing and targeting health disparities for the most effective strategies to improve health outcomes while reducing disparities in diverse communities and populations.

At CDC, CDI provides estimates across multiple chronic diseases and their risk factors. In this role, CDI balances its presentation of indicators to effectively complement web tools hosted by other CDC programs, while also meeting the needs of smaller programs without dedicated data portals. For topics without dedicated data portals, select CDI data are often integrated into a topic’s website and links are provided to direct users to CDI for additional measures and estimates. For example, chronic obstructive pulmonary disease (COPD) is a health topic without a dedicated data portal. CDC’s COPD website (www.cdc.gov/copd) provides overall estimates of COPD prevalence and mortality and directs users to CDI for additional COPD measures and stratified estimates. For CDC programs with dedicated data portals, CDI incorporates key indicators for these topics and now provides users with links to additional data sources by topic area. This enhancement makes it easier for users to find estimates they need. For example, indicators related to nutrition, physical activity, breastfeeding, and obesity are provided on the Division of Nutrition, Physical Activity, and Obesity’s (DNPAO’s) Data, Trends, and Maps site (www.cdc.gov/nccdphp/dnpao/data-trends-maps) (13). While CDI includes 14 indicators for nutrition, physical activity, and weight status, DNPAO’s dedicated data portal includes almost 60 indicators that allow users a deeper dive into the topic.

External to CDC, state health departments and other organizations have used CDI data to provide evidence of need. The state health department in Nevada used estimates from the CDI in a presentation for a demonstration waiver for adults with diabetes (14). The Association of State and Territorial Dental Directors included the CDI as a data resource for state-level estimates for oral health indicators in their state surveillance reference guide for developing and implementing a robust state-level oral health surveillance system (15). State-level estimates on the adult population meeting the recommended amounts of physical activity provided by the CDI were included in the Bicycling & Walking in the United States 2018 Benchmarking Report (16). Finally, a publication from the official blog of the Association of Diabetes Care & Education Specialists used CDI estimates for the proportion of adults in Guam with diagnosed type 2 diabetes who have taken a diabetes self-management course to help describe the health care challenges facing US-affiliated Pacific Islands communities (17).

As with most sources of population health data, several data challenges must be considered. For example, sample size, data quality, and confidentiality considerations might limit the availability of data for some geographies and subgroups. Data reported in the CDI adhere to the criteria stipulated by the data providers, which are described in a new section on data sources. We suggest users be mindful of any major changes in how the indicator is assessed and exercise caution when comparing estimates for the same indicator over time. The “Notes to Users” section aims to provide such pertinent information (eg, changes to indicator definitions).

CDI allows public health practitioners and others to visualize and download national and state chronic disease–related estimates across multiple topic areas and indicators. By refreshing CDI’s content and improving its ease-of-use, public health professionals, practitioners, and policymakers can better use these data and tools to guide health planning and actions to improve health.
