Drunk driving is a prominent issue especially here in Las Vegas and I urge you to listen to some important and useful facts that I will be providing you during this presentation. As I offer a solution, hopefully, we can take this action to save lives and promote safer roads for everyone.

Credibility: About 2 years ago, A friend of mine got in a fatal accident caused by a drunk driver. He was on the freeway going about 70 miles per hour when a drunk driver swerves into his lance and hits the rear of his car. This resulted in his car flipping and rolling on its side causing multiple injuries to his head and body.

Transition: First, I will be discussing the problems within drunk driving that is causing a higher risk in our roads. Main Point 1: As you guys may know, our city is saturated in casinos, clubs, bars, and nightlife – such places and events that involve alcohol consumption. Many of which that may result in intoxicated drivers behind the wheel.

According to the National Highway Transportation and Safety Administration, 96 people were killed in Nevada in 2015 in alcohol-related accidents (NHTSA, 2017). Out of the 96 people, that could have been a family member, a friend, or even the classmates sitting next to you; let that sink in.

The statistics from NHTSA also reveal that over 70% of fatal drunk driving accidents involve “high Blood Alcohol Content” drivers. According to an audience analysis I conducted with a group, 75% of them knew of someone who was affected by drunk driving. It happens to many people, and if it doesn’t cost them their lives – it affects their families, and gives them the financial burden of medical bills and other accident-related expenses.

By a show of hands, how many people in here know what the legal BAC limit is here in Nevada? According to CDC.gov, the legal BAC limit is 0.08% in Nevada as well as many other states in the US (“Sobering Facts: Drunk Driving in Nevada”, 2014). Any type of alcohol consumption can have major effects in your body that may make driving extremely dangerous.

According to alcohol.org, these are the effects of BAC levels to your body. It only takes a couple of drinks to reach the legal limit (“What Happens to Your Body at Different BAC Levels?”, 2018).

This paper will discuss the issue of driving under the influence of alcohol with a focus on the effects of alcohol on the driver, the effects of drink-driving and how drink-driving can be stopped.

Alcohol is an enjoyable substance that serves an important role in the society. People use it for enjoyment purposes and it is often consumed to help in relaxation and in celebrations. However, this substance has many toxic effects on the consumer. It might lead to intoxication and reduce the ability of an individual to reason properly. The WHO (2015) documents that alcohol leads to impairment by either depressing or stimulating the brain. The negative effects of alcohol on a driver increase with the increased consumption of alcohol. Wolff (2013) reports that there is “a clear relationship between increasing alcohol consumption and risk of a road traffic accident” (p.42). This has some significant implications for a driver.

Alcohol consumption can cause the person to make poor judgment on various road related issues such as sticking to the speed limit. Sonja (2006) reveals that most of the individuals charged with drink driving are not even aware that their BAC is above the legally accepted level.

They feel sober and are unaware that the alcohol will have an adverse effect on their driving. Alcohol also increases the reaction time of the driver causing him to take more time to engage in various driving operations such as braking or turning to avoid hitting an object. The visual sharpness of the driver is also decreased and his/her vision is poorer than that of drivers who have not consumed alcohol. Drunk drivers often drive at high speeds due to the poor judgment caused by alcohol and they are likely to run off the road or crash into fixed roadside objects.

The most devastating effect of driving under the influence of alcohol is that it increases the risk of being involved in a fatal car crash. A report by the World Health Organization (2015) acknowledges that driving while drunk is an important factor influencing the risk of a road traffic crash in all countries that allow alcohol consumption. People who drive while under the influence of alcohol have a significantly higher risk of being involved in a road accident than sober drivers. Research indicates that in developed countries, including the US, over 20% of drivers who die in car crashes have excess alcohol in their blood (WHO, 2015). Drinking while under the influence has a worse impact on the road safety of low-income and middle-income countries. Yadav and Miwako (2015) document that 33-69% of fatally injured drivers in these countries have some alcohol content in their blood.

The accidents caused by drivers who were on the road while under the influence of alcohol also have an economic impact. The loss of life causes the country to lose valuable taxpayers. In case a person survives the crash, high medical costs might be incurred. The crashes also lead to the damage of property, including the vehicle involved in the accident. The WHO (2015) estimates that drink-driving crashes in the US cost the country $1.1 billion each year. Countries therefore incur significant financial losses due to drunk driving.

Considering the significant negative effect of driving while under the influence of alcohol, it would be important to come up with ways to reduce incidents of driving under the influence. Drunk driving can be reduced by increasing public awareness on the dangers of this habit. In most societies, alcohol consumption is a socially acceptable behavior. Campaign efforts should be engaged in to show the public why drinking under the influence is an anti-social behavior that should be avoided. Public awareness can be raised using mass media campaigns. According to Yadav and Miwako (2015), media campaign that emphasized the consequences of alcohol-induced driving led to a significant decrease in the number of alcohol-related road accident.

The government should come up with laws that clearly define what level of blood alcohol concentration (BAC) is illegal and the penalties to be imposed on drivers who are drunk. Most drunk drivers engage in this behavior since the consequences are not severe enough to serve as a deterrent (Kimler & Humphreys, 2013). Law enforcement officers should be vigilant in identifying and arresting individuals engaged in drunk driving.

At the same time, the legal system should be swift to enforce penalties on people charged with DUI. In addition to this, police should maintain high visibility enforcement of drink-driving laws to deter offenders. Research by Sonja (2006) indicated that when drivers perceived the chance of being stopped by the police and charged for DUI as being very small, they were likely to continue driving while under the influence. However, when the drivers are aware that the law enforcement system is strict and dedicated to imposing heavy penalties for drunk driving, they are less likely to engage in this activity.

Implementing these measures will lead to a decrease in the number of people driving under the influence. This will have a positive impact on road safety. Drunk driving is the effect of driving a motor vehicle under the influence of alcohol. Drunk driving is one of the leading causes of accidents and deaths across the world. In the United States, Motor vehicle accidents are the leading cause of deaths among young people below the age of 24 years. Data from the US Department’s National Highway Traffic and Safety Administration (2011) show that more than forty percent of the deaths are as a result of alcohol related accidents. Accidents occurring as a result of consumption of alcohol are so prevalent in the US that at some point in life, an estimated 40% of all people in the US will be involved in some sort of traffic mishap blamed on alcohol. The flipside of these statistics is that most of the accidents occurring as a result of drunk driving can be avoided. Even though there has been a witnessed drop in alcohol related accidents for the last few years, there are still many accidents that occur and can be easily prevented. As much progress is being made to try and reduce these accidents even further, drunk driving continues to be a tragic problem affecting the nation. Drunk driving not only affects those who are under the influence, but also other innocent users of roads who may end up being hurt or killed.

Consumption of alcohol affects a person’s sense of judgment and motor skills

More statistics from NHTSA paints a grim picture on the consequences of drunk driving. Data from the department shows that in 2008 alone, almost 13,000 people lost their lives as a result of drunk driving. It is even disturbing to note that around 1300 of the death were as a result of teenage drunk driving (p. 2). These accidents not only result in deaths, but also lead to immense financial loss running into billions of dollars on the part of the government. These disturbing statistics on drunk driving have necessitated the need for penalties and safety measures to deal with the problem. There are various laws in the United States have been put in place to prevent these accidents. One law has been the increase in the legal age of drinking to twenty one. Also, some States have given full authority to arresting officers to seize licenses of drivers who refuse to co-operate with them or refuse to take the breath analyzer test. Other measures that have been done include holding seminars, especially in schools and colleges to disseminate the negative consequences of drunk driving.

Penalties for drunk driving have been increased, even for the first offenders. Additionally, through the lobbying of some organizations like the Mothers Against Drunk Drivers (MADD) numerous laws have been put in place with the aim of combating drunk driving. Majority of the States in the US have also passed Administrative License Revocation (ALR) laws that gives arresting officers powers to take licenses of drivers who fail or refuse to take breath tests (Buddy, n.p). Moreover, the legal blood alcohol concentration (BAC) limit has been lowered by all States from .10 to 0.08 for adults and has also passed Zero Tolerance laws that prohibit drivers below the age of 21 from having any amount of alcohol in their bodies that can be measured.

When it comes to drunk driving, the drunk drivers cannot escape responsibility. They are held accountable to some extent for the accidents they cause. They are held accountable by the justice system for the people they injure or kill. They have to cushion the monetary liabilities for causing such accidents and these might run into millions of shillings. Drunk drivers are liable to pay punitive damages as awarded by the court. In some areas, drivers are obliged to face the victims as part of the Driving under Influence (DUI) school curriculum (NHTSA, 3). The State is also an “Implied Consent” state; meaning that the mere act of operating a vehicle means that you have consented to be administered a breathalyzer test. Refusing to take the test lose their license for one year and a second refusals are not legible to apply for hardship licenses. When it comes to convictions, a first conviction may result to a prison term of up to three months and have the licenses suspended for 6 months with fines ranging from $100 to $500. Offenders are also subject to 360 hours of community work and have a breathalyzer device put on their vehicles. A second conviction results in a prison sentence ranging from 5 days to one year and fined between $200 and $1 000. The license is also suspended for at least a full year with six points being added to the license. Offenders may also be sentenced to community service ranging from 30 to 90 days. The third conviction is counted as a felony and a person can be jailed for not less than one year to 5 years. This will also lead to confiscation of the license and the vehicle immobilized for a 3 to 6 months. The fines range from $200 to $1000.Michigan has experienced a fairly steady decline in the number of accidents occurring as a result of drunk driving. The table below summarizes the number of alcohol related deaths from 2000 to 2008.

From the table it can be seen that the State had the highest number of alcohol related deaths (AlC-Rel) in 2000 at 528 and the lowest in 2008 at 331. The state witnessed a peak in alcohol related fatalities (Tot) in 2000 at 1382 and the lowest was witnessed in 2006.

Drunk driving continues to be an issue of concern in the country and is increasingly causing many deaths and injuries on the roads, many of which are unwarranted. The recent past has witnessed laws and programmes which are meant o curb this vice. Organizations and lobbies have not been left behind and all of these are fighting to make our roads safe for everyone. New and tough rules are being put in place to mitigate the grim trends. However, all said and done, rules alone will not reduce accidents, what is needed is change in people’s attitude through education and awareness creation so that citizens can be in the forefront of promoting highways that are free from alcohol.

Many individuals are aware of the threats of driving under the influence of alcohol, but some continue making wrong choices that provoke unpleasant outcomes. The combination of drinking and driving is dangerous and characterized by such effects as physiological changes, problems with the law, and innocent victims.

One of the main effects of drinking and driving is the increase in physiological changes in the human body. When a person uses alcohol, the communication between the brain and the eyes slows down, provoking double vision. The examples include the inability to identify a real object, make the required stop, and determine an actual threat on the road. Alcohol-related blackouts are also possible in people, affecting the quality of driving. The results vary, including the challenge of controlling a vehicle, a poor examination of the overall situation, and a sluggish reaction to avoid accidents. Finally, poor coordination due to drinking may lead to negative outcomes while driving. Drivers experience helplessness in making rational decisions in a short period, do not understand what happens around them, and cannot predict the development of events. Mom under the influence kills 9-year-old son in wrong way crash on Long Island, police say

BAY SHORE, Long Island (WABC) -- A 9-year-old boy is dead after police said his mother was driving under the influence and crashed in a head-on collision on the Southern State Parkway.

It happened around 2:30 a.m. Thursday in the eastbound lanes near exit 42.

Police say 32-year-old Kerri Bedrick was fleeing an attempted traffic stop by a Suffolk County deputy sheriff.

The deputy spotted the wrong-way vehicle, traveling westbound in the eastbound lanes, and attempted to pull over the vehicle, but the driver failed to stop.

Concerned about the safety of driving into oncoming traffic, the deputy broke off attempts to pull over the vehicle, and switched to the westbound lanes to follow the driver while in the correct flow of traffic.

When he was able to switch back into the eastbound lanes, he came upon a four-car crash at exit 42.

The deputy found the 9-year-old victim in the back of the vehicle. It is believed he was wearing a seat belt.

First responders performed CPR and used an automated external defibrillator to try and save the child's life.

He was later identified as Eli Henrys.

Bedrick, a Centerport resident, was taken to Good Samaritan Hospital in West Islip with non-life-threatening injuries.

She was administered field sobriety tests following the crash and is charged with aggravated unlicensed operation, operating a motor vehicle while impaired by drugs, aggravated DWI with a passenger less than 16, endangering the welfare of a child and criminal possession of a stimulant.

The occupants of the other three vehicles involved in the crash were taken to South Side Hospital and Good Samaritan Hospital. All of their injuries appear to be non-life-threatening.

The force of the crash separated the engine from the wrong-way vehicle and threw it into oncoming traffic..

The Suffolk County District Attorney and the state Attorney General's Office responded and will be investigating the crash.

What to know about Tim Walz’s 1995 drunken driving arrest and how he responded

MINNEAPOLIS (AP) — Now that Minnesota Gov. Tim Walz is Vice President Kamala Harris ' running mate, his drunken driving arrest from 1995 in Nebraska — long before he entered politics — is getting renewed scrutiny.

Walz was a 31-year-old teacher when he was stopped the night of Sept. 23, 1995, near Chadron, Nebraska. He pleaded guilty in March 1996 to a reduced charge of reckless driving.

Here’s a look back at what happened, and the aftermath as Walz embarked on a political career a decade later, and last week joined the Democratic presidential ticket:

According to court records, a Nebraska state trooper clocked Walz going 96 mph in a 55-mph zone. The trooper wrote that he detected a strong smell of alcohol on his breath. Walz failed field sobriety and preliminary breath tests.

He was taken to a hospital for a blood test and was booked into the Dawes County Jail. A transcript of his plea hearing on March 13, 1996, quotes the prosecutor as saying his blood test showed an alcohol level of 0.128%, compared with a legal limit of 0.10%. Walz’s attorney told the court Walz thought someone was chasing him because the trooper came up fast and didn’t turn on his red lights right away.

The defense attorney acknowledged that Walz had been drinking but argued for a fine, saying his blood alcohol level was “relatively low.” He also noted that Walz was a teacher at a local high school and “felt terrible about this, was real disappointed, I guess, in himself.”

He said Walz reported the incident to his principal, resigned from his coaching position and offered to quit his teaching job “because he felt so bad.” He said the principal talked him into staying on as a teacher, and that Walz was now telling students about what happens if one gets caught for drinking and driving. Walz lost his license for 90 days and was fined $200.

Walz has said he quit drinking alcohol after his arrest. He now prefers Diet Mountain Dew.

The incident surfaces

A Republican blogger surfaced some court documents in 2006 when Walz made his first run for Congress, in which he ultimately upset incumbent Republican Rep. Gil Gutknecht. A few news outlets in the southern Minnesota district did stories, but it didn’t become a big issue in that campaign. It went largely forgotten until Walz ran for governor in 2018, when it got a mention in a broader profile by the Star Tribune of Minneapolis. He told the newspaper it was a gut-check moment, and an impetus to change his ways. His wife, Gwen, recalled to the newspaper that she told him: “You have obligations to people. You can’t make dumb choices.”

Distortions

The arrest resurfaced again after Harris picked Walz last week, and Republicans and media outside Minnesota started taking a closer look at his past. The main revelation was that Walz campaign staffers in 2006 gave misleading information to the few news outlets that wrote about it at the time.

His campaign manager told the Post-Bulletin of Rochester that he was not drunk. She said Walz couldn’t understand what the trooper was saying to him because he had a hearing loss from his service in an artillery unit in the National Guard, and suggested that he might have had balance issues as a result. She also falsely claimed that the judge who dismissed the drunken driving charge chastised the officer for not realizing that Walz was deaf.

His campaign spokeswoman made similar statements to KEYC-TV and The Journal of New Ulm, saying, “The DUI charge was dropped for a reason: It wasn’t true.” She claimed he failed the field sobriety test because of his deafness, and that the trooper let Walz drive to a police station and leave on his own.

The court records don’t mention any ear issues and make clear that the trooper took him to jail. The transcript showing that he acknowledged in court that he was drunk apparently didn’t surface until 2022, when the conservative Minnesota site Alpha News reported on it.

The Harris-Walz campaign did not immediately respond to a request for comment on why his former campaign staffers provided incorrect information.

Walz did have ear surgery in 2005 to remedy his hearing loss.

Man sentenced 5 years after drunk driving crash in 2021

El Paso, Texas (KVIA) -- On August 1st, 2021, Mayvel Alexandra Morales was driving her family back from vacation, when their lives were changed in an instant.

Mario Martell , a driver with a BAC of .135, according to El Paso Police, drove the wrong way on I-10 and crashed into their car, killing Morales.

Her fiancée and children were injured in the crash as well, but survived.

Martell pleaded guilty in court this week and received a 5 year sentence as part of a plea deal.

The victim's mother Maria Herrera Ortega wanted Martell to get a trial.

"I was very angry. I was angry because I wanted to go to court. I wanted everything to be heard... To me, it did feel like there was no justice. To me, it felt like everything was going the wrong way."

ABC-7 spoke with El Paso District Attorney Bill Hicks about why Martell only got a 5 year sentence. He told us they had to take everything into account, including the emotional trauma of the children having to re-live what happened during a trial.

"Believe me when I say, I think this person deserves 15-20 years in prison for what he did."

"It's like ripping off that scab that they have managed to build up over the years, and to have to go through all of that again, sometimes it can be too much for a witness."

Herrera Ortega wants people to know how drunk driving impacts not only the direct victims, but the victim's families as well.

"I'm the one had to see her in the bag. I'm the one who had to see. How her body was because it was hurt... She was crushed. And I had to close her eyes. I closed her eyes... I did not get a phone call for my birthday. And unfortunately it was today."

DA Hicks told us his office has a ride share program with a 20 dollar voucher for anyone who needs to get a ride instead of drinking and driving on weekends and holidays.

The program runs until September 30th of this year.
