The doctoral program in disaster science and management approaches disasters and emergencies from an interdisciplinary point of view. The program emphasizes theories, research methodologies, and policies related to emergency preparedness, mitigation, management, and response.

Many of our doctoral students engage in projects and research with the world-renowned Disaster Research Center .

The program requires 42 credits of graduate-level coursework beyond the masters degree including:

  • 6 credits of quantitative and qualitative methods classes
  • 3 credits of seminar (DISA 680)
  • 9 credits of dissertation

Ph.D. students complete a Ph.D. qualifier exam and defend their dissertation proposal.

Students are expected to choose a thematic area such as one of the following:

  • Organizations, management, and leadership focus on management and leadership in all phases of a disaster. Includes knowledge of institutional structures and tools to support decision making.
  • Built and natural environment, and society focus on the interfaces among the three infrastructures (built, natural and social) with an emphasis on the opportunities to control, influence, accommodate, and understand changes and needs during and after catastrophic events.
  • Vulnerability and resilience focus on how systems are impacted by and respond to catastrophic events. Includes how systems can be modified or adapted to reduce vulnerability and improve resilience.
  • Policy and planning focus on response to disasters including continuity of operations.
  • Simulation and modeling focus on decision support tools and the modeling of impacts to support disaster planning, mitigation, response, and recovery.
  • Health systems leadership: public health disaster planning and response focus on the role of health professionals and systems in planning for and responding to disasters.

Scholarships, graduate degree disaster management scholarship opportunities.

These graduate degree disaster management scholarships have been established to assist students aspiring to become disaster practitioners and demonstrate a commitment to engage the global community. All scholarships are based on funding availability. 

Scholarship Application Documentation

The application for each scholarship must include the following documents:

  • A cover page, which shall state the applicant’s name, email, contact phone number and the scholarship(s) you are applying for the Paul C. Bell, Major Phil May, and R. David Paulison scholarship or the online scholarships;
  • A copy of student’s unofficial undergraduate transcripts;
  • A copy of your resume; and
  • A typewritten essay of no more than three pages (double-spaced) describing the reasons that led him or her to seek a degree in disaster management at FIU and their professional aspirations.

Submit all applications materials via email to [email protected].

*Students may apply to one or more scholarship but will only qualify for one.

July 31 at 8 PM (EST). For Spring Applications (Online Student Only) deadline is December 9 at 8 PM (EST).

Award Announcement

Paul C. Bell, Jr. Non-Governmental Organization (NGO) Scholarship

Paul C. Bell, Jr. dedicated his life to serving others. His career started as a missionary, then continued with with U.S. Peace Corps, the Inter-American Foundation, the U.S. Department of State Bureau of Refugee Programs, the U.N. Disaster Relief Office. In the mid-1980s, Mr. Bell helped establish the U.S. Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA) Latin America and Caribbean regional office in San Jose, Costa Rica, and served as the senior regional advisor until he passed away in 2003.

This scholarship will be awarded to any student working or volunteering for an NGO (e.g., Save the Children, OXFAM, American Red Cross, Salvation Army, The Southern Baptist Disaster Relief) at time of admission. Scholarship is avialable to any incoming Fall student (online or face-to-face).

Eligibility:

  • Must have a minimum 3.0 GPA at the time of admission.
  • Must demonstrate financial need per the U.S. Department of Education Free Application for Federal Student Aid (FAFSA) form.
  • Must demonstrate that he or she is working or volunteering for an NGO.

Award Amount:

Student will be awarded $5,000 for the forthcoming academic year to be used for tuition. Award will disburse in the Fall and Spring term.

Major Phil May Scholarship

Major Phil May's career in emergency management started back in 1979 when he served as Congressman Jack Edward's liaison to FEMA following Hurricane Frederick's strike on Alabama. Two years later, he was appointed by President Ronald Reagan to become the regional administrator of FEMA's Region IV's office, which oversees preparedness, response, and recovery activities for the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. He continued to serve as regional administrator until 1994, returning to the same position in October 2006. After years of dedicated service, Mr. May retired in July 2014. Throughout his time with FEMA, he enthusiastically guided the development of both people and programs. His legacy includes establishing the first Regional Hurricane Program to further the development of regional hurricane evacuation studies. This initiative led to closer ties between emergency managers and weather forecasters, and ultimately the establishment of the Hurricane Liaison Team - a mainstay of current FEMA-state operations. He had an accomplished and distinguished career in emergency management, and earned both the Distinguished Meritorious Service Award and the Distinguished Civil Service Medal. The Department of Health and Human Services also presented him with its first national Disaster Medical Services Award. Sadly, Mr. May left us in November 2017. A supporter of the Academy from the very beginning, this scholarship honors his dedication to the field of emergency management and the people he has mentored and impacted over the years.

This scholarship will be awarded to a student demonstrating the dedication to advance their studies in emergency preparedness and disaster management. Scholarship is avialable to any incoming Fall student (online or face-to-face).

David Paulison Exceptional Student Scholarship

David Paulison is a nationally and internationally recognized leader in emergency and disaster response and recovery. After beginning his career as a firefighter, Mr. Paulison rose through ranks and become fire chief of Miami-Dade Fire Rescue and oversaw Miami Dade’s Office of Emergency Management in 1992, the same year Hurricane Andrew devastated South Florida. After 30 years in the fire service, on September 20, 2001, President George W. Bush appointed Chief Paulison as the head of the U.S. Fire Administration. In 2003, President Bush appointed Chief Paulison to serve as the director of the newly created National Preparedness Division of the Emergency Preparedness & Response Directorate. This distinctly Department of Homeland Security Directorate was later made part of the Federal Emergency Management Agency (FEMA). In 2006, Chief Paulison was unanimously confirmed and sworn in as the first Under Secretary for FEMA and served as its administrator until 2009.

This scholarship will be awarded to a student demonstrating exceptional academic achievement and contributions to the community. Scholarship is avialable to any incoming Fall student (online or face-to-face).

  • The award is based on competitive merit and will be selected from applicants possessing a minimum GPA of 3.5 at the time of admission.

Student will be awarded $5,000 for the forthcoming academic year to be used for tuition. Award will disburse in the Fall and Spring.

Academy for International Disaster Preparedness Scholarship

The scholarship will be awarded to graduate students enrolled in the Academy for International Disaster Preparedness.

1. The award is based on competitive merit and student financial needs.

Student will be awarded $3,000 for the forthcoming academic year to be used for tuition. Award will disburse in the Fall and Spring. Scholarship is avialable to any incoming Fall student (online or face-to-face).

Fully Online Scholarship

The scholarship will be awarded to fully-online graduate students enrolled in the Academy for International Disaster Preparedness. Scholarships have been extended and students can apply for Fall, Spring, and Summer semesters. 

Student will be awarded $2,000 for the forthcoming academic year to be used for tuition. Award will disburse in the Fall and Spring.

Disaster Risk and Resilience

‌This is an interdisciplinary field around natural, social, and political sciences and the economics of disaster reduction.

Introduction

The United Nations defines a disaster as a disruption of social and community function, involving so many losses and destructive impacts that affected communities and regions are unable to cope using their own resources. Global efforts to reduce the impacts of disasters over the last decade have failed to keep up with growing exposure of people and assets to natural and other hazards, which is generating new risks and a steady rise in disaster-related losses. To reverse this trend, UN member nations ratified the Sendai Framework for Disaster Risk Reduction in 2015.

The Sendai Framework calls for a broader, more people-centred, preventative approach to disaster risk reduction, in which communities, government and private sectors, civil society organisations, academia, and research institutions work together to build resilience and develop collaborative disaster risk reduction practices.

Learning ways to manage the risks from natural hazards is a relevant and fascinating area of study.

What will my study involve.

  • Aotearoa New Zealand an outstanding laboratory for the study of multi-hazard disaster risk and resilience due to its location on the Pacific ‘rim of fire’, one of the most dynamic environments in the world.
  • UC is situated in the centre of New Zealand’s South Island, Te Tai Poutini, where the 2010-2011 Canterbury Earthquakes and the 2016 Kaikōura-Hurunui Earthquakes have had extensive and complex impacts in the central and north-east of the island. This has created considerable scope for highly integrated, cutting-edge disaster risk and resilience research.
  • The Master's programme is taught by a multi-disciplinary team drawn from the Disaster Risk and Resilience Group in UC's Te Tari Pūtaiao ā-nuku | Department of Geological Sciences, from Lincoln University’s Department of Environmental Management, and from Te Pū Ao | GNS Science. This partnership increases the breadth of teaching expertise, student research projects, and industry practice connections.

Doctoral Research Programme on Climate Change and Disaster Risks Management

Climate change affects human beings acting in socio-ecological settings in which biophysical, socio-cultural, economic, institutional, political, and legal mechanisms operate. It is in this complex system that disasters emerge and by which people’s responses to disasters are shaped. Many phenomena associated with climate change are still poorly captured by research approaches so that future scenarios on the effects of climate change on land use and its related human dimensions are very unreliable and inconsistent. Human security within the context of climate change remains relatively underexplored, whereas the biophysical dimensions of climate change, both on a worldwide and regional scale, are more rapidly addressed by natural scientists. Thus, there is an urgent need to deal with the human security aspect of climate change through both adaptation and mitigation.

Experts for Climate Disaster and Risk Management

Climate change and human security is a new concept of integrated and interdisciplinary education, combining domains such as meteorology, geosciences, social, health and economic factors as well as institutions such as law and policies. The approach focuses on the integrated management of areas, resources, and societies affected by climate change. Students are trained in the development of strategies and concepts to reduce peoples’ vulnerability and increase their coping capacity and to successfully manage climate disaster and risk.

The Doctoral Research Programme “Climate Change and Disaster Risk Management” will educate students to understand the threats and risks associated with climate change, to get familiar with the design of early warning systems and to know means to improve the resilience and coping capacity of affected social-ecological systems. Students will be exposed to interdisciplinary and transdisciplinary approaches to assessing threats and to work in multidisciplinary teams with affected groups in harnessing their inherent resilience to hazards.

Upon completion of their study, the students are expected to be able:

  • To analyze the threats and risks to society or communities to the impact of climate change
  • To synthesize knowledge regarding integrated management strategies to climate change effects, specifically to improve human security
  • To prepare background document and policy notes that offer options to deal with climate change
  • To assist communities in dealing with climate change by adaptation and mitigation

Its areas of training include health sciences, science and technology, agriculture, law, policy and administration, economics and management, science of man and society, literature, languages and arts and education.

This scholarship will provide a stipend allowance of $26,000 per annum for up to two years, subject to satisfactory academic performance.

Who's eligible

  • have an unconditional offer of admission or be enrolled to study a PhD at the University of Sydney School of Health Sciences
  • be willing to research the needs of people with a disability in situations of natural hazards and other emergencies
  • hold a honours degree (first class or second class upper) or equivalent in a relevant discipline
  • demonstrate that you want to make a difference in how we work to decrease risk and increase the resilience of people with a disability and other high-risk groups to disasters
  • demonstrate background knowledge and experience in community services, health care, disability services, emergency management, and/or applied social sciences
  • be able to undertake a fieldwork placement and collaborate effectively with industry partners in communities where the research will take place.

Note: Preference will be given to applicants with qualifications in healthcare, disability services, emergency management and/or applied social sciences.

This Scholarship has been established to provide financial assistance to a PhD student who is undertaking research that includes people with disability and/or disaster risk reduction research targeting whole of community approaches including people with disability and other high-risk groups (e.g., people from culturally and linguistically diverse backgrounds). This Scholarship is supported by a grant from ARC Linkage Project entitled Disaster risk reduction practices that leave nobody behind.

This Scholarship has been established to provide financial assistance to a PhD student who is undertaking research that includes people with disability and/or disaster risk reduction research targeting whole of community approaches including people with disability and other high-risk groups (e.g., people from culturally and linguistically diverse backgrounds).

b. This Scholarship is supported by a grant from ARC Linkage Project entitled Disaster risk reduction practices that leave nobody behind.

2. Eligibility

a. The Scholarship is offered subject to the applicant having an unconditional offer of admission or being currently enrolled to study in a PhD within the University of Sydney School of Health Sciences, Faculty of Medicine and Health at the University of Sydney.

b. Applicants must be willing to conduct research into the unique needs of people with a disability in situations of natural hazards and other emergencies. Their research should target topics related to the following:

I. the capabilities and support needs of people with disability, their family and carers in emergency situations,

II. the role, capacity and tools of community, and/or health care, and/or disability support providers to contribute to disability-inclusive disaster risk reduction, and

III. the role and contributions of emergency management to disability-inclusive disaster risk reduction for people with disability, their family and carers, and

IV. the role of government and non-government organisations in disaster risk management (e.g., preparedness, response, recovery phases of the disaster management cycle).

c. Applicants must have an Honours degree (First Class or Second Class Upper) or equivalent in a relevant discipline.

d. Applicants must demonstrate they want to make a difference in how we work to decrease risk and increase resilience of people with a disability and other high-risk groups to disasters.

e. Applicants must also demonstrate background knowledge and experience in one or more of the following fields:

I. community services,

II. health care,

III. disability services,

IV. emergency management, and/or

V. applied social sciences.

f. Applicants must be able to undertake a fieldwork placement and collaborate effectively with Industry partners in communities where the research will take place.

3. Selection Criteria

a. The successful applicant will be awarded the Scholarship on the basis of:

I. academic merit,

II. area of study and/or research proposal,

III. feedback from two academic referees,

IV. a personal statement which addresses why they wish to pursue this program of study at the PhD level and share the background experience and knowledge they bring to this program of study, and

V. previous research experience.

b. Preference will be given to applicants with qualifications in one or more of the following:

I. health care,

II. disability services,

III. emergency management, or

IV. applied social sciences.

c. The successful applicant will be awarded the Scholarship on the nomination of a selection committee comprised of the supervisory committee and partner organisations.

a. A full-time enrolled Scholarship recipient will be provided a stipend allowance of $26,000 per annum for up to two years, subject to satisfactory academic performance.

b. A part-time enrolled Scholarship recipient will be paid 50% of the full-time stipend rate for up to four years, subject to satisfactory academic performance.

c. No extension is available.

d. The Scholarship is for commencement in the relevant research period in which it is offered and cannot be deferred or transferred to another area of research without prior approval.

e. No other amount is payable.

f. The Scholarship will be offered subject to the availability of funding.

5. Eligibility for Progression

a. Progression is subject to passing the annual progress review.

6. Leave Arrangements

a. The Scholarship recipient receives up to 20 working days recreation leave each year of the Scholarship and this may be accrued. However, the student will forfeit any unused leave remaining when the Scholarship is terminated or complete. Recreation leave does not attract a leave loading and the supervisor's agreement must be obtained before leave is taken.

b. The Scholarship recipient may take up to 10 working days sick leave each year of the Scholarship and this may be accrued over the tenure of the Scholarship. Students with family responsibilities, caring for sick children or relatives, or experiencing domestic violence, may convert up to five days of their annual sick leave entitlement to carer’s leave on presentation of medical certificate(s). Students taking sick leave must inform their supervisor as soon as practicable.

7. Research Overseas

a. The Scholarship recipient may not normally conduct research overseas within the first six months of award.

b. The Scholarship holder may conduct up to 6 months of their research outside Australia. Approval must be sought from the student's supervisor, Head of School and the Faculty via application to the Higher Degree by Research Administration Centre (HDRAC), and will only be granted if the research is essential for completion of the degree. All periods of overseas research are cumulative and will be counted towards a student's candidature. Students must remain enrolled full-time at the University and receive approval to count time away.

8. Suspension

a. The Scholarship recipient cannot suspend their award within their first six months of study, unless a legislative provision applies.

b. The Scholarship recipient may apply for up to 12 months suspension of the Scholarship for any reason during the tenure of the Scholarship. Periods of Scholarship suspension are cumulative and failure to resume study after suspension will result in the award being terminated. Approval must be sought from the student's supervisor, Head of School and the Faculty via application to the Higher Degree by Research Administration Centre (HDRAC). Periods of study towards the degree during suspension of the Scholarship will be deducted from the maximum tenure of the Scholarship.

9. Changes in Enrolment

a. The Scholarship recipient must notify HDRAC, Australian Research Council (ARC), Partner Organisations and their supervisor promptly of any planned changes to their enrolment including but not limited to: attendance pattern, suspension, leave of absence, withdrawal, course transfer, and candidature upgrade or downgrade. If the award holder does not provide notice of the changes identified above, the University may require repayment of any overpaid stipend.

10. Termination

a. The Scholarship will be terminated:

I. on resignation or withdrawal of the recipient from their research degree,

II. upon submission of the thesis or at the end of the award,

III. upon the recipient having completed the maximum candidature for their degree as per the University of Sydney (Higher Degree by Research) Rule 2011 Policy,

IV. if the recipient receives an alternative primary stipend scholarship. In such circumstances this Scholarship will be terminated in favour of the alternative stipend scholarship where it is of higher value,

V. if the recipient does not resume study at the end of a period of approved leave, or

VI. if the recipient ceases to meet the eligibility requirements specified for this Scholarship, (other than during a period in which the Scholarship has been suspended or during a period of approved leave).

b. The Scholarship may also be terminated by the University before this time if, in the opinion of the University:

I. the course of study is not being carried out with competence and diligence or in accordance with the terms of this offer,

II. the student fails to maintain satisfactory progress, or

III. the student has committed misconduct or other inappropriate conduct.

c. The Scholarship will be suspended throughout the duration of any enquiry/appeal process.

d. Once the Scholarship has been terminated, it will not be reinstated unless due to University error.

11. Misconduct

a. Where during the Scholarship a student engages in misconduct, or other inappropriate conduct (either during the Scholarship or in connection with the student’s application and eligibility for the Scholarship), which in the opinion of the University warrants recovery of funds provided, the University may require the student to repay payments made in connection with the Scholarship. Examples of such conduct include and without limitation; academic dishonesty, research misconduct within the meaning of the Research Code of Conduct (for example, plagiarism in proposing, carrying out or reporting the results of research, or failure to declare or manage a serious conflict of interests), breach of the Code of Conduct for Students and misrepresentation in the application materials or other documentation associated with the Scholarship.

b. The University may require such repayment at any time during or after the Scholarship period. In addition, by accepting this Scholarship, the student consents to all aspects of any investigation into misconduct in connection with this Scholarship being disclosed by the University to the funding body and/or any relevant professional body.

12. Intellectual Property

a. The successful recipient of this Scholarship must complete the Student Deed Poll supplied by the University of Sydney.

b. Ownership of any Thesis approved in advance by the University and authored by the successful recipient remains with the successful recipient.

13. Privacy and Confidentiality

a. The successful recipient is required to keep all confidential information disclosed by the ARC and Partner Organisations or the University of Sydney confidential and ensure it is not disclosed to a third party without the prior written consent of the University of Sydney or ARC or Partner Organisations, as appropriate, or as required by law.

b. In the event the successful recipient’s thesis contains Partner Organisation’s Confidential Information, the recipient may submit such thesis on the basis that any such Confidential information is included in the appendix to the thesis which is restricted from public access for a reasonable period of time agreed by the Partner Organisation but not exceeding 5 years.

14. Other Requirements

a. The successful recipient must abide by all the terms and conditions outlined in the:

I. ARC Linkage Project Agreement between the University of Sydney and Partner Organisation executed on 28 January 2020, and

II. Office of Emergency Management Funding Deed of Agreement with the University of Sydney for the Disaster Risk Reduction Practices the Leave Nobody Behind project executed on 28 November 2019.
