This paper provided a review of 210 studies on AI-enhanced special education from 2013 to 2023. Through bibliometric analysis, this review aimed to explore trends, focus areas, developments, and evolving themes of the field of AI for enhancing special education. Several noteworthy findings emerged from our analysis. The trend analysis of publications and citations revealed distinct phases, including an initial exploratory phase (2013–2016) followed by a period of rapid development (2017–2023). keyword co-occurrence networks and emergent word mapping highlight AI’s transformative potential, especially in autism spectrum disorder interventions and advancements in learning environments. Emerging trends focus on mathematics learning outcomes and educational equity, evolving through phases of understanding AI's support and integrating advanced tools like virtual reality and educational robots. Topic clustering analysis revealed categories including cognitive rehabilitation and ethical AI integration, emphasizing personalized instructional environments. Implications for research stress the need to bolster foundational skills and explore innovative teaching methods, including addressing challenges in gamified learning and integrating AI seamlessly. The review reveals a need for larger sample sizes and longitudinal studies to enhance statistical robustness and real-world relevance. In educational practices, using AI tools like apps, robots, and simulations can boost engagement and support social and academic progress. Tailored interventions for specific learning difficulties, such as dyslexia and dyscalculia, through intelligent tutoring systems, offer promise for positive learning outcomes. Policymakers are crucial in facilitating technology integration by ensuring comprehensive teacher training, increased funding for tech infrastructure, and strong leadership. Initiatives targeting underserved communities aim to promote equity and access to transformative resources. How Much Does Special Education Truly Cost? Finally, an Answer Is on the Horizon

How much do America’s schools spend to provide special education services to students with disabilities? How have special education costs nationwide risen over the last two decades? What is the typical cost of providing services to a K-12 student who has autism, or ADHD, or Down syndrome?

The answer to all of these questions is painfully simple: We don’t know.

Educators, policymakers, and researchers can make educated guesses. Some states collect data from school districts on special education spending. Some researchers have an inkling about the trajectory of special education costs so far during the 21st century, particularly as the proportion of America’s students receiving special education services has trended upward.

But the last detailed, nationwide study of special education spending, which can vary widely from state to state and district to district, was conducted 25 years ago.

That will begin to change in the coming years, though. Scholars who work for the U.S. Department of Education’s Institute for Education Sciences (IES) and the American Institutes for Research (AIR) are preparing to execute a pilot study that will lay the groundwork for a nationwide examination of the billions of dollars spent annually on special education.

This $5.2 million effort is a sequel of sorts to the Special Education Expenditure Project (SEEP), which was conducted during the 1999-2000 school year and published a few years later.

That project found that special education services cost $50 billion, or $8,080 per pupil requiring special education services during the 1999-2000 school year, working out to 21 percent of overall spending on public schools that year. Those numbers have undoubtedly changed, and almost certainly grown, since then.

“Someone I spoke to at an advocacy organization said [SEEP] is the oldest data she routinely cites,” said Claire Allen-Platt, a research scientist for the National Center for Education Evaluation and Regional Assistance, within the Institute for Education Sciences, who’s serving as project officer for the new study. “So much has changed since then that we think it’s important to update.”

New study will build on decades-old findings

Allen-Platt and her teammates hope the finalized National Study of Special Education Spending will provide lawmakers with crucial context they’ll need during a potential reauthorization process for the Individuals with Disabilities Education Act , the federal law that enshrines students’ rights to special education.

When Congress passed that law in 1975, it committed to providing funding for all special education students equivalent to 40 percent of the nationwide average per-pupil cost of K-12 education. But as far as researchers and advocates can tell, the government has never come close to fulfilling that commitment, leaving states and local school districts to make up the difference , sometimes at the expense of other priorities.

If lawmakers know for certain that funding lags far behind the actual special education costs schools regularly incur, they may be more inclined to prioritize a substantial funding increase, researchers said.

But that’s not all researchers hope publication of the study will accomplish. They’re developing methods that build on the previous study and aim to provide more tools for gauging whether spending is equitable for groups of students with different needs. States and districts will be able to use those methods to conduct their own studies going forward.

Those tools promise to be especially useful in light of the current challenges districts face related to special education: a growing number of students eligible for services , a persistent shortage of educators qualified to provide those services, and a perfect storm of broader budgetary pressures that are forcing districts to make painful cuts, including to special education .

The gaps researchers are aiming to fill are substantial. The U.S. Government Accountability Office, a federal watchdog agency, published a report in June highlighting that the federal government isn’t collecting enough data on special education enrollment, spending, and staffing. Without more detailed data, the U.S. Department of Education struggles to fulfill its congressionally mandated role of ensuring that students with disabilities are receiving adequate services.

The new study will use a nationally representative sample of roughly 1,200 school districts and 15,000 students during the 2025-26 school year. Results are set to publish in 2028.

“It’s not just about building a dataset. It’s about building the capacity in the field to do this work in a thoughtful and rigorous way going forward,” said Tammy Kolbe, a principal researcher at AIR, who’s a principal investigator designing the forthcoming special education spending study. “The field desperately needs those tools.”

A growing number of students qualify for special education

More than 7.5 million American children received special education services from public schools during the 2022-23 school year, the most recent one for which federal data are available. That’s roughly 15 percent of all students in public K-12 schools.

Because the federal government requires that districts provide an adequate education to all students regardless of their disability, special education services for students with disabilities often add significant costs to the already-expensive business of educating children.

Districts invest in staff members who are trained and certified to work one-on-one or in small groups with students with disabilities; equipment and facilities that provide an appropriate learning environment for students who might struggle in a traditional classroom; and tuition and transportation fees so students can receive services from outside providers.

Some recently published numbers from Pennsylvania offer a vivid picture of the varied costs. More than 378,000 students received special education services during the 2022-23 school year—19 percent of all public and public charter school students in the state.

For roughly 43,000 of those students, districts spent more than $82,000 per pupil, according to the state education department . For another 33,000 students with disabilities, districts spent less: $27,000 to $82,000 per pupil.

The average cost to educate a K-12 student with or without disabilities in Pennsylvania during the same school year was just shy of $22,000 .

Those numbers don’t tell the full story, though. A portion of the education costs for children receiving special-education services was for general expenses that districts also incurred for students without disabilities, or “general education students”—salaries and benefits for teachers, custodians, bus drivers, and other staff; utility bills to keep buildings lit and ventilated; and textbooks and other technology tools all students need to learn.

The trend in special education since the last nationwide spending study has been to put students in the “least restrictive environment” where they can learn. That means keeping students with disabilities in traditional classrooms as often as possible .

As a result, the costs of special education that go above and beyond what districts spend on students without disabilities have become murkier than ever. Researchers are aiming for the new study to shed some light on that issue, which didn’t get much attention in the previous iteration of the study.

“We can’t just look at what’s spent on special ed. That is only a small share of what’s spent on a student with a disability. And what’s spent on general ed. is not all for gen. ed. students,” said Marsha Silverberg, associate commissioner of the evaluation division of the National Center for Education Evaluation and Regional Assistance.

Researchers want to dive deeper into special education spending inequities

The success of the study, in the early stages, will depend in part on the willingness of states and school districts to offer data and make key people available to offer their perspectives, researchers said.

Once it’s out, though, researchers expect state policymakers may use findings to inform their own calculations for how much additional funding they should provide for special education, including in funding formulas that give additional weight to students with disabilities.

The study will also drill down more precisely on variations in special education spending: for instance, between students with disabilities and those without; and between districts in rural areas and districts in big cities.

This time, the nationally representative sample will include students with and without disabilities from the same school.

Researchers will interview teachers and other providers of services to gain a more complete picture of what students experience and how those experiences tie to expenses.

Joseph Kwisz serves as executive director of Old National Trail Special Services, a cooperative organization that coordinates special education services for five rural Indiana school districts.

Those districts collectively enroll 1,500 students with disabilities—close to 25 percent of the overall student population. Kwisz hopes the study will shed light on how districts can most effectively spend the limited funds they have left over once they devote the bulk of special education spending to compensating staff.

“We have this very perplexing model where our needs are increasing and our funds are decreasing” because of the insufficient federal investment, Kwisz said. “There are a lot of days where we have to rob Peter to pay Paul.”

The answer may look much different in his context than in an urban district. Students in the districts he serves live in small towns with few job opportunities. Workforce transition programs that might be a boon for students with disabilities in big cities would be of no value where he lives.

“If there were simple black-and-white answers to our challenges, we would have simple black-and-white solutions,” Kwisz said.

States and districts need more clarity, too

Merely updating the findings after more than two decades will be a major step forward.

Kevin Rubenstein, president of the nationwide Council of Administrators of Special Education, helped in the late 2010s with a broad reworking of Illinois’ funding formula for K-12 education.

The team used national models to approximate how much it should cost to provide, for instance, an adequate number of school psychologists, or sufficient resources for English learners. But making the estimate for special education was especially tricky, Rubenstein said, because the most complete national model already was years out of date.

The updated formula compared the estimates of necessary costs with districts’ expenditures to determine how much more money each district would need to offer adequate services to all students. But the special education section didn’t capture all the nuances—for instance, it didn’t account for students attending private schools or therapeutic day schools on the district’s dime.

States and school districts often clash over their relative share of the cost burden for special education. Minnesota school district leaders and Gov. Tim Walz, now the Democratic nominee for vice president, haggled last year over how much the state would spend on the “cross-subsidy"—the state’s share for special education services. They eventually landed on a model that raises the state’s obligation from 6 percent to 50 percent in a few years.

In Vermont, three districts are suing the state education department alleging that it’s illegally withholding reimbursement for special education services; the state has said it wasn’t responsible for covering the particular expenses at issue.

Some of these debates happen without a clear understanding of how much special education costs as a whole. The new study may provide a more solid foundation for understanding how special education spending could and should look, said Rubenstein, now the assistant superintendent for student services in the Elmhurst, Ill., district.

“School districts are in a position where they need to make decisions about spending,” he said. “To be able to have a good conversation about that, you need to understand how much you should be spending in comparison to how much you are actually spending.”

  • Learn more about the process of having your child’s needs identified, and special education services put in place. 
  • If you have concerns about your child’s development, you can request an evaluation through your local school district. Your child can be evaluated even if they do not attend public school.

Where else to get help

  • You may be able to find additional educational support services in your state through Parent Training and Information Centers (PTIs). They provide information and services for children and young adults from birth to ages 26 and their families. Find a Parent Center in your state.
  • If you have concerns that your child is not receiving the special education services they need, learn about communicating with your state education department and filing a complaint if necessary .

4 ways to address test taking anxiety with special education students

These are all classic instances of test taking anxiety. And as difficult as these situations can be for students in general education, test taking anxiety poses significantly different challenges for students with special needs. For example, when I was teaching, one of my students with ADHD found timed exams to be very difficult. When the test would begin, the idea of the clock ticking increased her anxiety, making it very hard for her to concentrate. Although she knew the material, the anxiety caused mental blocks that led to incomplete answers. The result was scores that didn’t fully reflect her true ability, which affected her confidence and increased her anxiety for future tests. It was an awful cycle.

Knowing some of the problems kids with special needs may experience can lead us to be proactive with solutions that we know work. Here are some strategies that have worked for me over the years with my students.

1. Review the student’s IEP

This may seem obvious, but an IEP provides essential, individualized information for any testing accommodations a student should receive. Some students may require additional time or a smaller group setting. Others may require text-to-speech tools that can read the test aloud to the student, or access to a highlighter to help them focus on key information. It will all be spelled out in the IEP.

Since students grow and change from year to year, their accommodations may change as well. This should be reflected in a student’s IEP and is one of the many reasons it’s so important to have an up-to-date IEP.

2. Involve the student’s family or caregivers

The school-to-home connection is a crucial one for students with special needs. Involving parents and other caregivers to help explain the purpose of testing can go a long way toward ensuring a successful testing experience.

3. Preview the testing experience

We know many students with special needs do so well—and feel so comfortable—when they are within their daily routines . But an assessment like MAP Growth is usually given three times a year and can certainly be considered as something that is outside a daily routine.

Previewing the day and the test, so kids know what the experience will be like, can be very helpful. MAP Growth has a great solution for this: kids can take the practice test to get familiar with the format. Reminding students about the schedule change the day before the test can also help them know what to expect.

4. Talk to students about how to use their specific accommodations during each test

Kids may need reminders about accommodations leading up to assessment day. For some students, this may just be a gentle conversation about the tools they have at their disposal to help them do well. For others, it might be a reminder that they can take a break plus demonstrating, “This is how you ask for a break.”

Giving all kids a fair shot

Test taking anxiety is real, but it doesn’t have to be insurmountable. With the right support, our students with special needs get a better chance to demonstrate what they’ve learned.

The solution for my student with ADHD was to give her breaks and extended time that allowed her to refocus. She was ultimately able to show all the hard work she had put into learning the material. What will work best in your classroom?

Equitable access to quality education in Ethiopia

The World Bank's  General Education Quality Improvement Program for Equity (GEQIP-E) initiative , a collaborative effort between the government and multiple donors, has significantly advanced general education in Ethiopia. The program has reached 24 million students, trained 102,117 teachers, and enhanced the learning experience for 148,528 students with special needs through the establishment of Inclusive Education Resource Centers (IERCs). The support provided for O-Class, a one-year pre-primary program, has notably contributed to the increment in the gross enrollment ratio for pre-primary education from 39.9% in 2017/18 to 50% in 2022/23, benefiting 2.3 million pre-primary age children.

The GEQIP-E has notably succeeded in enhancing the quality of pre-primary education, particularly through the O-Class quality enhancement and assurance intervention, which has transformed pre-primary teacher and school principal training programs. The program has also focused on equitable education by establishing 1,400 IERCs and training teachers to support children with special needs, marking another significant achievement. Additionally, GEQIP-E has facilitated the comprehensive training of teachers and introduced the Continuous Classroom Assessment (CCA), which has reinforced the teaching and learning process.

Despite facing various challenges, including internal country conflicts, the COVID-19 pandemic, and droughts that have disrupted education for millions of children in Ethiopia, GEQIP-E has adapted to meet the emergency needs of the education sector and has played a pivotal role in the recovery efforts to sustain educational services.

GEQIP-E has extended its support to refugee education in Ethiopia by supplying learning materials, school grants, and teacher training to 52 refugee primary schools, benefiting 1,346 refugee incentive teachers. Six refugee secondary schools have been successfully integrated into the national education system, with four more in the process of integration. The program has also provided system capacity support to aid education in refugee-hosting regions.

First georgia school shooting victim id’d as special education math teacher.

The first victim in Wednesday’s tragic shooting at Apalachee High School in Georgia has been identified as special education math teacher David Phenix.

“We are so thankful for all the texts, calls, and messages about my dad, David Phenix. There was a shooting this morning at Apalachee High School and my dad was shot in the foot and in the hip, shattering his hip bone,” his daughter Katie wrote in a Facebook update about her dad’s condition.

“He arrived to the hospital alert and awake. He just got out of surgery and is stable. We will update as we hear new information. We are so, so lucky, but please keep our family as well as the AHS family in your prayers.”

Special education math teacher David Phenix was identified as the first victim.

Although Phenix survived the shooting, at least four others died at the hands of the gunman — believed to be as young as 14 — who also wounded 30 others.

Nine of those injured were hospitalized, however, officials have not provided any updates on their conditions.

Students gathered in a prayer circle after being evacuated to the football field.

Phenix, of Loganville, had been teaching at the school for just over a year, according to his LinkedIn profile. He has been a schoolteacher for 23 years.

Gunfire erupted at the high school, located about 45 minutes outside of Atlanta, around 10:30 a.m. after authorities received a report of an active shooter.

Dozens of police from various agencies swarmed the scene and the shooter was taken into custody alive,  according to the Georgia Bureau of Investigation .

By 11:30 a.m. students were being released from campus, which had been placed on lockdown, a spokesperson for the Barrow County School District told The Post at the time.

Meanwhile, other schools in the district were put under a “soft lockdown,” school district officials said.

At least two people were seen being loaded into medical helicopters and evacuated, FOX5 reported.

An adult with a gunshot wound and a minor with unspecified injuries were rushed to a hospital in Athens, CNN reported.

President Joe Biden  said in a statement  that he and first lady Jill Biden were mourning those killed.

“What should have been a joyous back-to-school season in Winder, Georgia, has now turned into another horrific reminder of how gun violence continues to tear our communities apart,” the president said.

Biden said his administration is coordinating with authorities at the federal, state and local level.

The deadly shooting came just over a month after Barrow County students returned to classes on Aug. 1. Apalachee High School, which opened in 2000, is the largest school in the county, with a total enrollment of 1,919 students as of March 2024,  the Atlanta Journal-Constitution reported , citing data from the Georgia Department of Education.

Biden-Harris Administration Awards $81.3 Million in Funding to Further Advance the President’s Unity Agenda

Awards including funding to integrate primary and behavioral health care, expand drug treatment court capacity

Today, the U.S. Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), announced $81.3 million in grant awards, including more than $16 million to support the integration of primary and behavioral health care. The integration of primary and behavioral health care is considered the future of health care because it uses systematic, evidence-based approaches to improve the delivery of person-centered comprehensive care; increases access to preventive care and screenings; coordinates care to address mental, physical, social, and substance use related needs; and reduces overall costs of care for patients, providers, and health care systems. The announcement also included more than $24 million to expand capacity of drug treatment courts – a proven model for reducing unnecessary incarceration of individuals with substance use disorder. Previous capacity-expanding awards resulted in increases in abstinence from substance use, in work or educational attainment, and in housing stability.

Additional awards will support Tribal behavioral health, advance prevention science, support communities of recovery, and connect people to care. This funding highlights the Biden-Harris Administration’s continued commitment to address the mental health and overdose crises – two key pillars of the President’s Unity Agenda for the Nation .

“Now, more than ever, we need to make treatment for people with mental health challenges and substance use disorders accessible and affordable. By integrating primary and behavioral health care and utilizing evidence-based approaches, we are helping to ensure that more Americans receive the comprehensive care they need and deserve – while reducing overall costs for patients and providers,” said HHS Secretary Xavier Becerra. “President Biden and Vice President Harris’ Unity Agenda is taking on the biggest challenges facing Americans, including beating the opioid epidemic and tackling the mental health crisis. We will continue to expand our efforts to support Tribal behavioral health, advance prevention science, support communities of recovery, and connect more people to care.”

“Holistic, coordinated behavioral and primary health services gets people the care they need early and minimizes gaps in individuals’ overall health and wellness management,” said Miriam E. Delphin-Rittmon, Ph.D., HHS Assistant Secretary for Mental Health and Substance Use and the leader of SAMHSA. “Integrating these systems will improve the care and delivery experience for both patients and providers, improve the appropriate allocation of resources, and achieve better health outcomes.”

The $81.3 million in awards includes:

  • Promoting the Integration of Primary and Behavioral Health Care: States – ($9.2 million) – This program promotes full integration and collaboration in clinical practices between physical and behavioral health care; supports the improvement of integrated care models for physical and behavioral health care to improve overall wellness and physical health status; and promotes the implementation and improvement of bidirectional integrated care services.
  • Promoting the Integration of Primary and Behavioral Health Care: Collaborative Care Model – ($7.1 million) – The goal of this program is to support implementation of the Collaborative Care Model, an evidence-based, integrated care approach that addresses mental and substance use conditions in primary care settings.
  • Expand Substance Use Disorder Treatment Capacity in Adult and Family Treatment Drug Courts – ($24.6 million) – The goal of this program is to expand substance use disorder (SUD) treatment and recovery support services in existing drug courts.
  • Building Communities of Recovery – ($6.7 million) – This program works to mobilize and connect a broad array of community-based resources to increase the availability and quality of long-term recovery support for persons with substance use disorders and co-occurring substance use and mental disorders.
  • Tribal Behavioral Health – ($10.2 million) – This program works to prevent and reduce suicidal behavior and substance use/misuse, reduce the impact of trauma, and promote mental health among American Indian/Alaska Native (AI/AN) youth, up to and including age 24, by building a healthy network of systems, services, and partnerships that support youth.
  • Screening, Brief Intervention & Referral to Treatment – ($9.4 million) – This program implements the screening, brief intervention, and referral to treatment public health model (or SBIRT) for children, adolescents, and/or adults in primary care and community health settings and schools, with a focus on screening for underage drinking, opioid use, and other substance use.
  • Prevention Technology Transfer Centers Cooperative Agreements – ($8.1 million) – This program works to maintain and enhance the Prevention Technology Transfer Center Network to provide training and technical assistance services to the substance misuse prevention field, including professionals/pre-professionals, organizations, and others in the prevention community who serve and support children, youth, young adults, families, parents, and other adults.
  • First Responders – Comprehensive Addiction and Recovery Act – ($6 million) – This program provides resources to support first responders with training, administering, and distributing naloxone and other Food and Drug Administration (FDA)-approved overdose reversal medications or devices.

These grant awards align with SAMHSA’s mission to lead public health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes.

While many teachers are devoted to their job, a few stand out for their innovative approaches and devotion to revolutionising education. Let’s explore the stories of a few such inspiring teachers who have gone the extra mile to bring about positive change.

“One Teacher, One Call” Campaign for Special Children

Deepmala Pandey, a teacher from Uttar Pradesh, has received national recognition for her extraordinary efforts to help special needs children. She developed the “One Teacher, One Call” programme, which has brought together over 50 other educators to assist hundreds of children with special needs get education. Her initiatives have resulted in many previously overlooked children getting enrolled in school. Deepmala’s dedication has not gone unnoticed—Prime Minister Narendra Modi acknowledged her significant efforts in his “Mann Ki Baat”, praising her as a beacon of hope for special needs children.

Innovating Science Education for Hearing-Impaired Students

Sunita, a committed teacher from Rajasthan, has also gained attention for her distinctive work with hearing-impaired kids. She has pioneered a novel method of teaching science, making it more accessible and entertaining for deaf students. Sunita created a science lab exclusively for these children, instilling an interest in science in them. Her activities include creating online teaching modules and e-videos suited to the requirements of deaf students, ensuring that education is inclusive and effective.

Investing Salary for School Transformation

Ramachandra N, a teacher from Kilambur, is a shining example of of a teacher who is committed to his profession. He dedicated eighty per cent of his salary, in addition to his duties as a teacher, towards upgrading his school and offering students greater learning opportunities. Recognising the importance of technological education, he purchased laptops and mobile phones for the school. In an effort to promote discipline and equality among pupils, he also instituted mandatory uniforms. In 2022, he received the National Best Teacher Award for his remarkable dedication to raising educational standards through personal sacrifice.
