BCLTE 2022 Schedule, Coverage

The Civil Service Commission, in cooperation with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF), conducts the Basic Competency on Local Treasury Examination (BCLTE) to further professionalize and assess the competencies of personnel in the local treasury service. It aims to establish a Register of Eligibles (ROE) from which certification and appointment to Local Treasurer and Assistant Treasurer positions, and to positions under the Financial Services in the civil service, shall be made, provided the eligibles meet the qualifications and other requirements of the position. The BCLTE was first administered in December 2015 and is open to incumbents of positions at the DOF-BLGF and to private individuals interested in local treasury service.

Resulting Civil Service Eligibility

The civil service eligibility resulting from passing the BCLTE shall be called Local Treasury Eligibility . It is second-level eligibility which is ONLY appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require the practice of the profession and are not covered by Bar/Board or Special Laws.

Qualifications

Any applicant who wishes to take and pass the BCLTE and later granted the Local Treasury Eligibility must meet the following qualification requirements:

He or she must be a Filipino citizen;
At least 18 years of age at the date of filing of the application;
Of good moral character;
Has not been convicted by final judgment of an offense or crime involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
Must be a baccalaureate degree holder at the time of filing the application.
The Civil Service Commission (CSC)will recall the approval of the application if it discovers that the applicant is disqualified from the examination. The Commission will forfeit any fees paid by the applicant.
Those holding dual citizenship under RA 9925 may apply for and take the examination upon presentation of the original and submission of a copy of the Certificate of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting all the admission and application requirements for the examination.
The CSC allows applicants with pending administrative and criminal cases to take the examination and shall grant eligibility if they pass the exam. However, if they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and under existing Civil Service laws and rules.

Application Requirements and Guide

Applicants must provide the following documentary requirements :

1. A fully accomplished Civil Service Examination Form – CS Form No. 100 ( Revised September 2016) . The spaces for the signature and thumbmark should be left blank. These shall be accomplished in the presence of the CSC application processor.

2. Original and photocopy of your valid ID. To know more about the list of accepted ID’s, check this out: CSC List of Accepted IDs

3. Four (4) pcs. Philippine Passport size pictures with a dimension of 4.5 cm x 3.5 cm or 1.78 x 1.38 inches. Submit pictures that are taken within the last 3 months prior to the filing of the application. The picture must be colored on a white background and printed on good-quality photo paper. Additionally, it must be in the bare face with no eyeglasses, colored contact lenses, or any accessories that may cover the facial features (facial features not computer-enhanced). The nametag must be handwritten and not computer-generated. Please refer to the images below for a more detailed explanation of this matter.

4. Prepare a non-refundable examination fee of Php 700.00

After completing all the required documents, you must personally submit them to the CSC Regional Office or any CSC field office where you intend to take the examination. Submit your application as soon as possible because as stated above, it will be on a first-come, first-served basis. For your reference, a complete directory of CSC Regional and field offices nationwide is available at the official website of the Civil Service Commission.

After submitting the documentary requirements and paying the exam fee, the processor will give you the official receipt and examination slip. The CSC will inform you of your school assignment (place of examination) through the Online Notice of School Assignment or ONSA. It shall be available at the official CSC website about two weeks before the examination day. We advise that you secure a printout of this ONSA before leaving your place for the exam.

Health Declaration Form

As part of the COVID-19 protocol, you are required to accomplish and submit a Health Declaration Form (HDF) which will be available for downloading and printing from the CSC website or through this link: CSC Health Declaration Form Download .

You must accomplish the form within 24 hours prior to exam day. The temperature reading will be written only upon going through thermal scanning at the main entrance of the school/testing venue on examination day.

Important Reminders

Here are some important reminders and the things to bring on the examination day:

Practice social distancing and wear a face mask and face shield upon entering the venue and throughout the duration of the exam.
Bring a hand sanitizer with no more than 100ml in size.
Bring black ballpen/s. Borrowing of ballpens is not allowed to prevent cross-contamination.
Do not forget to bring your Health Declaration Form!
Bring the ID that you used during the application. No ID, No exam.
Do not be late! Be at the testing venue no later than 6:30 AM.

Passing Grade and Release of Results

To pass the BCLTE and achieve the Local Treasury Eligibility, you must get a general rating of at least 80.00 . The list of passers shall be available at the CSC website 41 days after the examination. You may claim the Certificate of Eligibility a month after the release of the list of passers or as indicated in the corresponding issuance/advisory. Nevertheless, you should verify first with the CSC-RO/FO if your certificate is already available before going to the CSC Regional Office/Field Office. Are you qualified to take the Civil Service Exams? Have you already compiled and submitted your application requirements for the appropriate standard of examination, whether professional or sub-professional?

You’re all set and eligible to take the exams after you have completed all of the requirements and paid the required fees. We’re hoping you’ve already studied for the exam as well. However, before you can go to the testing venue, Civil Service Exam takers must complete one more task: generate your room assignment for your examination.

Applicants had to visit the closest Civil Service Commission (CSC) office to search the room number and testing center several years back. However, the procedure has been streamlined this time. You no longer need to go to the CSC office or wait for your notification to come because you can do so online.

Online School and Room Assignment (ONSA) for Civil Service Exams

The Online School and Room Assignment (ONSA) page on the Civil Service Commission’s official website will indicate all of the school assignments and where you can find your assigned room for the exams.

We’ve listed a detailed procedure below on how you can find your room and school assignments through the ONSA:

Go to the Civil Service Commission’s official website and click the ONSA option on the right side of the screen.
If you have arrived at the page and the link appears to be offline, then it only means that there are no upcoming schedules available yet. You can keep revisiting the site from time to time to check if the latest schedules have been posted. Take note that the link for the soonest scheduled exam will be available at least 2 weeks before the exam.
Read the directions carefully before filling out the form with your information.
When you get to the section where you have to put your middle initial, type it in online. Make sure there are no periods in this section.
Fill out space with your birthday in the format MM/DD/YYYY.
Review the form to ensure that the details you submitted are right, including the exam you have to take.

MANILA, Philippines – The room assignments for the October 2022 Licensure Exam for Teachers LET for Elementary and Secondary levels are posted by the Professional Regulation Commission Board of Professional Teachers few weeks before the exams.

The Licensure Exam for Teachers (LET) will be conducted on October 2, 2022 at PRC testing centers located at Metro Manila, Baguio, Butuan, Cagayan de Oro, Cauayan, Cebu, Davao, Iloilo, Koronadal, Legaspi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, Bohol and Dumaguete and additional testing centers at Calapan, Oriental Mindoro; Puerto Princesa Palawan; Boac, Marinduque, Romblon; San Jose, Occidental Mindoro; Kidapawan; Bayambang, Pangasinan; Bacolod City, Thailand and Antique.

What to bring on the day of LET?

Here are the things to bring during the examination proper:

Official Receipt of payment of application for examination
One (1) piece Long Transparent White Plastic Envelope (for keeping your valuables and other allowed items)
One (1) piece long size brown envelope
Two (2) or more pencils (No. 2)
Ball pens (black ink only)
Negative RT-PCR Test Results (if applicable), or Certificate of Quarantine or copy of the Complete Vaccination Card for fully vaccinated examinees to be submitted to the proctor on the examination day.

What to wear on examination day?

Here are the specified dress codes from PRC:

For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks
Examinees shall be well-groomed, with hair properly clipped and/or pony tailed.

What are not allowed during board exams?

Books, notes, review materials, and other printed materials containing coded information or formulas
Calculators regardless of model or unit (except for examinees with Mathematics major)
Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
Bags of any kind

On the use of calculator

Examinees for the secondary level with major in Mathematics are allowed to use calculators. However, the calculator must only include addition, subtraction, multiplication, division, trigonometric function, logarithm and xy functions.

One (1) calculator will be allowed inside the examination room per examinee which will also be thoroughly inspected by the examination personnel.

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
Examination personnel shall be provided with face mask, face shield and latex gloves.
Observe physical distancing by maintaining 1-meter distance from one another.
Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.

Room and School Assignment: August 7, 2022 CSE-PPT Professional and Subprofessional Level

Examinees for the upcoming August 7, 2022 Career Service Examination - Pen and Paper Test (CSE-PPT) shall be informed of their places of examination (school assignment) through the Online Notice of School Assignment (ONSA) .

ROOM ASSIGNMENTS: June 2024 Fire Officer Examination (FOE)

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

Our website has compiled an organized list of all the room assignments for all the registered June 2024 Fire Officer Exam (FOE) examinees in all regions who will take the upcoming exam nationwide (check the table below). Meanwhile, examinees can also access their individual ONSA through the official website of the Civil Service Commission (CSC). It is important for examinees to check their assigned testing venue and be present on the examination day to avoid any inconvenience or issues.

Please be reminded that ONSA is released a few weeks before the scheduled examination date. It contains information such as the name of the examinee, the school or venue where the exam will be held, and the room number and seat number assigned to the examinee.

Testing Centers/School Assignments

Examinees’ testing venue or school assignment for the June 2024 Fire Officer Examination (FOE) may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

Important reminders.

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

3. Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4. GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5. If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6. Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7. Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8. Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9. Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Important Note : All examinees may print a copy of their individual school, room assignment including Examinees Guide that will serve as their orientation/briefing material by visiting the ONSA or Online Notice of School Assignment ( http://enosa.csc.gov.ph/eNOSAv3/ ) two weeks prior to the date of examination.

1. I.D. CARD (Original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

3. BLACK BALL PEN/s

Examinees must bring their own ball pen/s.
Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
Only black ball pen shall be used in the examination.
Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

Other Related Procedure and Techniques
SOP’s in Fire and Arson Investigation
RA 6975, 9263 & 9592 and its IRR;
CSC Rules and Regulations and Qualification Standards;
BFP Memo Circulars and SOP’s on Administrative Matters

The Fire Officer Examination has 160 items, 150 for test proper while 10 items for Examinee Descriptive Questions (EDQ), pertaining to personal data of examinees. The exams will start from 8:00 A.M. to 11:05 AM or 3 hours and 5 minutes. The examinee shall obtain 80.00% general rating to pass the examination.

Release of Results

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the June 2024 Fire Officer Examination (FOE) on July 14, 2024.

You can request the Certificate of Eligibility one month after the list of passers is issued, or as stated in the corresponding advisory/issuance. Nonetheless, before visiting the CSC Regional Office/Field Office, you can check with the CSC-Regional Office or Field Office to see if your credential is already valid.

F ire Officer Exam Eligibility

Shall the examinee passed the Fire Officer Exams, Civil Service Commission will confer to the passer the Fire Officer Eligibility.
It is the second level eligibility, which is specific and appropriate for appointment to second level ranks in the fire protection service and functionality.
